(Legazpi City, August 10, 2026) Pinangunahan ni Albay Governor Noel E. Rosal ang Coordination Meeting kasama ang Provincial Assessor’s Office para sa digitalization ng real property assessment at valuation records ng lalawigan.

Dinaluhan ang pagpupulong ng mga Municipal Assessor at kanilang personnel, Provincial Legal Office, at Bureau of Local Government Finance Regional Office V.

Tinalakay sa pulong ang mga hakbang para sa digitalization ng real property records bilang suporta sa pagpapatupad ng Republic Act No. 12001 o Real Property Valuation and Assessment Reform Act (RPVARA).

Nakatuon ang programa sa paggamit ng digital technology upang mapabilis at mapahusay ang real property assessment at valuation sa lalawigan.

Inaasahang makatutulong ang digitalization sa mas maayos na record management, mas mabilis na transaksyon, at mas mahusay na serbisyo para sa mga real property owners sa Albay.

The Provincial Assessor’s Office of Albay, headed by Ms. Darla-Mae Z. Bulalacao, R.E.A., J.D., together with PASSO personnel Ms. Arianne Julise A. Rosauro, R.E.A., Mr. Aries R. Banda, and Mr. Sonny M. Razal, in coordination with the Municipal Assessor’s Office of Tiwi, Albay, headed by Ms. Lea C. Costo, R.E.A., and APRI Aboitiz, conducted an ocular inspection of the Tiwi Geothermal Plants on August 5, 2026, in the Municipality of Tiwi, Albay.

The activity involved the verification and inspection of decommissioned assets and machineries for their cancellation from the assessment records, as well as the assessment of newly constructed buildings and newly installed machineries for the issuance of new Tax Declarations, in accordance with the provisions of Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA), and other applicable laws, rules, and regulations governing real property assessment.

This initiative underscores the commitment of the Provincial Assessor’s Office of Albay to uphold accurate, updated, and equitable real property assessment records, promoting transparency, accountability, and efficient real property tax administration through continuous collaboration with local government units and private stakeholders.

The Provincial Government of Albay, through the initiative of the Provincial Assessor’s Office, convened a Coordination Meeting on the Digitalization Program in support of the implementation of Republic Act No. 12001, otherwise known as the Real Property Valuation and Assessment Reform Act (RPVARA).

The meeting was presided over by Gov. Noel E. Rosal and attended by representatives from the Provincial Legal Office headed by Atty. Marietta Cledera, the Provincial Assessor’s Office headed by Ms. Darla-Mae Z. Bulalacao, R.E.A., J.D., together with its staff, Municipal Assessors and their respective personnel from the municipalities of Albay, and representatives from the Bureau of Local Government Finance Regional Office V.

The coordination meeting focused on strengthening inter-agency collaboration and establishing strategic directions for the digitalization of real property assessment and valuation records. The initiative seeks to modernize assessment operations through the adoption of digital technologies, enhance efficiency, accuracy, transparency, accountability, and compliance with the provisions of RA No. 12001 (RPVARA), while promoting quality, efficient, and expeditious real property assessment services and transactions for all real property owners in the Province of Albay. Ultimately, the program aims to improve public service delivery, facilitate ease of doing business, strengthen revenue generation, and ensure a more responsive, reliable, and citizen-centered real property assessment system.

The Provincial Assessor’s Office, Provincial Treasurer’s Office, and the Local Government Unit of Manito jointly conducted an ocular inspection on July 31, 2026, at the Energy Development Corporation (EDC) – Bacon-Manito Geothermal Project facilities in Manito, Albay.

The activity aimed to ensure the accurate assessment, validation, and proper documentation of real properties in support of effective real property administration and local revenue generation.

The participating offices extend their sincere appreciation to the EDC for its warm hospitality, assistance, and cooperation during the joint ocular inspection.

(Legazpi City, July 27, 2026) Matagumpay na isinagawa ng Provincial Assessor’s Office, sa pangunguna ni Provincial Assessor Darla Mae Z. Bulalacao, ang ikatlo at huling public consultation para sa Proposed Schedule of Market Values (SMV) noong ika-22 ng Hulyo sa Albay Capitol Atrium.

Isinagawa ang konsultasyon katuwang ang Appraisers and Assessors Association of Albay (4A’s) upang mabigyan ng pagkakataon ang mga stakeholders, mga opisyal, at kinatawan mula sa iba’t ibang sektor na ipahayag ang kanilang mga saloobin, mungkahi, maging ang mga katanungan tungkol sa proposed SMV.

Bahagi ito ng proseso ng pagsusuri at pagbuo ng Proposed SMV alinsunod sa Republic Act No. 12001 o Real Property Valuation and Assessment Reform Act (RPVARA).

Layunin ng konsultasyon na matiyak ang bukas at malinaw na proseso ng mga real property sa Albay bago ang pinal na pagpapatibay nito.

Sa pamamagitan ng serye ng public consultations, nabigyan ng pagkakataon ang mga stakeholders at iba pang sektor na makilahok sa proseso.

The Provincial Assessor’s Office, headed by Darla-Mae Zepeda-Bulalacao, extends its heartfelt gratitude to the Provincial Government of Albay for its unwavering support in the formulation and implementation of Republic Act No. 12001 (Real Property Valuation and Assessment Reform Act), particularly in the updating of the Schedule of Market Values (SMV).

The proposed updating of the SMV is a significant milestone in promoting transparency, accountability, and a data-driven, equitable property valuation system. It also serves as one of the key indicators in the attainment of the Seal of Good Local Governance (SGLG) by Local Government Units, reflecting their commitment to good governance, fiscal responsibility, and fair real property valuation for the benefit of the public.
