LEGANES, ILOILO—The 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army, under the leadership of LTC RICARDO C VILLARUEL III, INF (GSC) PA, formally welcomed COMMODORE LUDOVICO D LIBRILLA, Commander of the Philippine Coast Guard District Western Visayas, at Camp Martin P. Jaen Sr., Brgy. Nabitasan, Leganes, Iloilo on May 5, 2026.

The engagement strengthened the strong and continuing partnership between the Philippine Army and the Philippine Coast Guard in advancing inter-agency coordination, maritime security, and community development initiatives across Western Visayas. The visit also served as a platform to reaffirm both organizations in fostering peace, resilience, and inclusive progress in the region.

Through engagements like this, 3CMOBn sustains its role in building collaborative networks that enhance operational synergy and support national security objectives while promoting a whole-of-nation approach development.

LEGANES, ILOILO-The 3rd Civil-Military Operations (PEACEMAKER) Battalion, Civil-Military Operations Regiment, Philippine Army, under the leadership of LTC RICARDO C VILLARUEL III INF (GSC) PA, Commanding Officer, conducted a simultaneous flag-raising ceremony in connection with the observance of the Ease of Doing Business (EODB) Month, in support of the Anti-Red Tape Authority (ARTA). The month-long celebration promotes citizen-focused, transparent, and efficient governance under this year’s theme, “Achieving Results through Transparency and Accountability (ARTA): Towards a More Productive Bagong Pilipinas.” on 04 May 2026.

The highlight of the activity was the Ceremonial Pinning of Unit Patches to the Seven (7) newly assigned personnel, led by LTC CHESTER I SALAMANCA (FS) GSC PA, Executive Officer 3CMOBn.The ceremony marked their formal integration into 3CMOBn and symbolized their commitment to uphold the battalion’s mission, values, and standards of professionalism, integrity, and accountability in service.

The activity reinforced 3CMOBn’s support for ARTA’s advocacy for transparent and efficient governance while strengthening esprit de corps among its personnel. It likewise emphasized the battalion’s commitment to the Bagong Pilipinas agenda through excellence in public service and organizational efficiency.

BAROTAC VIEJO, ILOILO — Personnel from the 3rd Civil-Military Operations Company, 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army led by 2LT RONALD A APILADAS (INF) PA, Commanding Officer, 3CMOC with 2LT REXEL T BATUIGAS (INF) PA, Platoon Leader of CSP-WAO Barotac Viejo, and 2LT GEO A CACHOPERO (QMS) PA, Platoon Leader, 12IB, 3ID PA, conducted a Community Awareness on Peace, Law Enforcement, and Development Support (CAPLEDS) activity held at Brgy. La Fortuna, Barotac Viejo, Iloilo on April 25, 2026.

The activity was successfully conducted in coordination with Hon. Abelardo B. Engada Jr., Sangguniang Bayan Member and Chairperson of the Committee on Peace and Order, with the support of Hon. Levi Alasian, Barangay Chairman of Barangay La Fortuna, and the Bureau of Fire Protection–Barotac Viejo, which delivered a comprehensive discussion on fire safety.

Approximately 96 residents actively participated in the activity, which aimed to raise awareness on critical issues such as insurgency, youth recruitment concerns, and recent rally activities in Iloilo City, while fostering open dialogue and encouraging community vigilance in maintaining peace and order. This initiative forms part of the CAPLEDS program, supporting the Whole-of-Nation Approach under Executive Order No. 70 and reinforced by DILG Memorandum Circular No. 2019-125, which aim to address the root causes of insurgency through strengthened community engagement, inclusive participation, and enhanced inter-agency collaboration.

The activity also highlighted the Arouse, Organize, Mobilize (AOM) strategies allegedly used by left-leaning groups in recruitment efforts. It further provided residents with guidance on how to raise community concerns and access appropriate government services, reinforcing the government’s commitment to lasting peace and development at the grassroots level.

TOBOSO, NEGROS OCCIDENTAL – Personnel from the 2nd and 3rd Civil-Military Operations Company, 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army, under the leadership of LTC RICARDO C VILLARUEL III, INF (GSC) PA, Commanding Officer, provided assistance to the bereaved family member of the Communist Terrorist Group (CTG) who was killed during an encounter on April 19, 2026.

The activity was facilitated by LTC CHESTER I SALAMANCA (FS) GSC, Officer-in-Charge of the 2nd Civil-Military Operations Company and the assistance was rendered on April 23, 2026 at Niniel’s Funeral Parlor in Sitio Kotkot, Barangay Poblacion, Toboso, Negros Occidental.

During the activity, personnel assisted in the proper handling and loading of the cadaver, ensuring its dignified transfer. The remains were formally claimed by the family, with the unit providing the necessary support to facilitate an orderly and respectful turnover process.

The initiative reflects the Philippine Army’s continued commitment to compassion and community engagement, extending support to affected families regardless of affiliation, and promoting peace and reconciliation in conflict-affected areas.

TOBOSO, NEGROS OCCIDENTAL — The 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army, under the leadership of LTC RICARDO C VILLARUEL III, INF (GSC) PA, Commanding Officer, in partnership with the 79th Infantry “Masaligan” Battalion led by LTC ERIC B ALFONSO, INF (GSC) PA, in coordination with Negros Occidental provincial Social Welfare and Development Office, conducted a relief operation for Internally Displaced Persons (IDP’s) displaced by a recent armed encounter in Barangay San Jose, Toboso, Negros Occidental on 21 April 2026.,

The activity was carried out through the combined efforts of personnel from the 2nd Civil-Military Operations Company and the 3rd Civil-Military Operations Company, under the supervision of LTC CHESTER I SALAMANCA (FS) GSC PA, Officer-in-Charge of 2CMOC, alongside personnel of the 79th Infantry Battalion led by 1LT FEVIE P FAJARDO (OS) PA, Operations Officer. The operation was conducted in close coordination with the Toboso Municipal Police Station, representatives from the Department of Social Welfare and Development (DSWD), Department of Health (DOH), the Negros Occidental Provincial Social Welfare and Development Office, and the Barangay Council of San Jose.

In support of the response, two (2) Civil-Military Operations Response Teams were deployed to the evacuation center at Labi-Labi Elementary School. The teams worked closely with local government officials to ensure efficient delivery of services, including stress debriefing, medical check-ups, recreational activities, and Community Awareness, Peace, Law Enforcement, and Development Support (CAPLEDS) sessions for internally displaced persons affected by the recent encounter.

Following the conduct of information sessions and messages from participating agencies, a total of 94 households, comprising 353 individuals, received essential assistance. Distributed items included food packs, kitchenware, sleeping kits, and hygiene kits.

3rd CMO Battalion, PSWDO Lead Relief Efforts for Displaced Families in Toboso

The 3rd Civil-Military Operations “Peacemaker” Battalion, in close coordination with the Negros Occidental Provincial Social Welfare and Development Office (PSWDO), swiftly led the delivery of relief assistance to families displaced by the recent encounter with members of the New People’s Army in Barangay San Jose, Toboso, Negros Occidental.

Two CMO Response Teams deployed to Labilabi Elementary School Evacuation Center, engaged with the Barangay Captain of San Jose, and assessed the immediate needs of evacuees. A total of 94 households, comprising 353 individuals, received food packs, sleeping kits, and hygiene kits through the joint effort.

While armed groups continue to disrupt peaceful communities, the Philippine Army, through its Civil-Military Operations Regiment, remains a steadfast partner of the people, working alongside local government agencies to protect civilians, restore normalcy, and support long-term nation-building efforts.

BACOLOD CITY, NEGROS OCCIDENTAL – Personnel of the 2nd Civil-Military Operations Company, 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army, led by LTC CHESTER I SALAMANCA (FS) GSC PA, Officer-in-Charge, conducted a mangrove tree planting activity at Purok Lilang and Purok Baybayon, Barangay Banago, Bacolod City on April 18, 2026.

The initiative was conducted in close coordination with Barangay Banago officials, Brgy Tanod and residents headed by Hon. Arnel Benjamin, Brgy Chairman of Brgy Banago. It was also participated by the Revitalized-Pulis sa Barangay (RPSB) member headed by Jacob Montoya, BIFF President Joel Ligada, and Ms. Maricar Quiro of the Department of Agriculture.

Approximately 300 participants took part in the activity, reflecting strong collaboration and shared commitment among stakeholders. The event successfully resulted in the planting of around 4,000 mangrove seedlings, significantly contributing to the rehabilitation and preservation of the coastal ecosystem in the area.

The mangrove planting activity aimed to strengthen environmental protection efforts by promoting coastal resilience, preventing soil erosion, and mitigating the impacts of climate change. It also highlighted the importance of community involvement in sustainable environmental initiatives.

This strengthened the Philippine Army’s continuing commitment to environmental stewardship and community development, fostering partnerships that support ecological balance and long-term sustainability in vulnerable coastal communities.

BACOLOD CITY, NEGROS OCCIDENTAL – The 2nd Civil-Military Operations (Catalyzer) Company, 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army, led by LTC CHESTER I SALAMANCA (FS) GSC PA, Officer-in-Charge, in collaboration with LTC ERIC B ALFONSO INF (GSC) PA, Commanding Officer, 79th Infantry Battalion, 3rd Infantry Division, successfully conducted a Community Awareness on Peace, Law Enforcement, and Development Support (CAPLEDS) activity in Barangay Alangilan on April 17, 2026.

The activity gathered around 50 residents and was supported by Punong Barangay Hon. Roy C. Retiza, along with representatives from key government agencies, including PhilHealth and the Philippine Coast Guard – Bacolod. Discussions focused on essential programs such as the PhilHealth YAKAP Program, the PCG’s ICARE Program, insurgency awareness, and a personal testimony from a Civilian Armed Auxiliary (CAA) member highlighting the impact of CTG involvement.

CAPLEDS activities align with the government’s Whole-of-Nation Approach under Executive Order No. 70 and DILG Memorandum Circular No. 2019-125, reinforcing efforts toward inclusive peace and sustainable development. The initiative emphasized the importance of community-based collaboration in addressing the root causes of conflict, enhancing public awareness, and promoting peace and development at the grassroots level.

BAROTAC VIEJO, ILOILO — Personnel from the 3rd Civil-Military Operations Company, 3rd Civil-Military Operations (Peacemaker) Battalion, Civil-Military Operations Regiment, Philippine Army led by 2LT RONALD A APILADAS (INF) PA, Commanding Officer of 3CMOC, alongside 2LT REXEL T BATUIGAS (INF) PA, Platoon Leader of CSP-WAO Barotac Viejo, and 2LT CACHOPERO (QMS) PA, Platoon Leader, 12IB, 3ID PA conducted a Community Awareness on Peace, Law Enforcement, and Development Support (CAPLEDS) activity held at Brgy. Bugnay, Barotac Viejo, Iloilo on 17 April 2026.

The activity was conducted in coordination with Hon. Abelardo B. Engada Jr., SB Member of the Committee on Peace and Order, and with the support of Hon. Regie A. Mahoyo, Barangay Chairman of Brgy. Bugnay. Approximately 35 residents participated in the activity, which focused on raising awareness on insurgency awareness, youth recruitment concerns, and recent rally activities in Iloilo City. Informational leaflets were distributed covering topics such as the West Philippine Sea, Army recruitment, and the Enhanced Comprehensive Local Integration Program (E-CLIP). The CAPLEDS initiative supports the Whole-of-Nation Approach under Executive Order No. 70 and DILG Memorandum Circular No. 2019-125, which aim to address the root causes of insurgency through strengthened community engagement and inter-agency collaboration.

The activity also highlighted the Arouse, Organize, Mobilize (AOM) strategies allegedly used by left-leaning groups in recruitment efforts. It further provided residents with guidance on how to raise community concerns and access appropriate government services, reinforcing the government’s commitment to lasting peace and development at the grassroots level.

Leganes, Iloilo – The 3rd Civil-Military Operations (Peacemaker) Battalion, under the Civil-Military Operations Regiment, Philippine Army, under the leadership of LTC RICARDO C VILLARUEL III, Commanding Officer, took part in the first-ever Leganes Run 2026 held at the Leganes Plaza Pavilion on April 19, 2026.

The event was organized by the Municipality of Leganes, headed by Hon. Vicente P. Jaen II, and it gathered runners of all levels in a community fitness initiative powered by Converge FiberX. During the activity, 3CMOBn personnel were led by 1LT MEKA ANGELA B VILLOTE, Headquarters Commandant, promoting health, wellness, unity among participants, and demonstrating the unit’s continued commitment to fostering strong civil-military relations and promoting wellness through active community participation.

The Leganes Run 2026 marks a significant step in encouraging community collaboration between the military and local government, which can lead to meaningful community initiatives.
