SAN PABLO CITY, LAGUNA — In support of efforts to strengthen awareness and understanding of adoption and alternative child care programs, the Regional Alternative Child Care Office IV-A (RACCO IV-A) participated as a resource institution in the Orientation on Republic Act No. 11642, or the Domestic Administrative Adoption and Alternative Child Care Act, held on May 26, 2026, at the LGU Hotel in San Pablo City, Laguna.
The activity was organized by the City Government of San Pablo through its City Social Welfare and Development Office (CSWDO) and gathered key community stakeholders involved in child protection and welfare. Among the participants were members of the Barangay Health Workers (BHW), Barangay Council for the Protection of Children (BCPC), Violence Against Women and Children (VAWC) personnel, and other local partners.
The orientation aimed to enhance participants’ knowledge of Republic Act No. 11642 and promote a deeper understanding of legal adoption, foster care, and other alternative child care programs available to children in need of permanent family care.
Representing RACCO IV-A as resource speakers were Social Welfare Officers Ms. Jenny Rose D. Daguison and Ms. Pauline R. Lopez. Ms. Daguison discussed the Philippine Foster Care Program, emphasizing its role in providing temporary family-based care to children who cannot remain with their biological families. Meanwhile, Ms. Lopez provided a comprehensive discussion on Domestic Administrative Adoption and the Simulated Birth Rectification Act (SIBRA), guiding participants through the legal processes, requirements, and safeguards established under Republic Act No. 11642.
The activity was marked by active participation and engagement from attendees, reflecting the community’s growing commitment to promoting child welfare and ensuring that children are provided with safe, nurturing, and permanent family environments.
Through initiatives such as this, RACCO IV-A continues to strengthen partnerships with local government units and community stakeholders in advancing adoption and alternative child care programs, ensuring that every child’s right to family care, protection, and development is upheld.
