Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 18, 2025 – Naval Forces Central actively took part in the Annual Fiesta Celebration of the Diocesan Shrine of St. Therese in Obispo, Calubian, Leyte on October 17, 2025 by deploying a Philippine Navy ship during the fluvial procession.

BRP RAFAEL PARGAS (PC379) led the fluvial procession from Port of Calubian, Leyte, sailing across the Biliran Strait while accompanying the image of the Patroness and ensuring the safe and orderly conduct of the maritime activity. The naval vessel served as the primary and lead platform of the procession, reflecting the Navy’s mission readiness, operational presence, and enduring partnership with the people of Calubian, Leyte.

This participation was made possible through the collaborative efforts of the event organizers and your Navy in the Visayas – Naval Forces Central. Relatedly, the coordination meetings and logistical planning were conducted in advance to guarantee smooth ex*****on of the maritime procession.

The said fluvial procession which took place on October 17, 2025, started and ended at Port of Calubian, Leyte. The event drew hundreds of local residents and visiting pilgrims who gathered in reverence and celebration. It united local stakeholders and upheld shared values of faith, unity and service.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 16, 2025 – The Civil Military Operations Group–Philippine Navy Local Annual General Inspection (CMOG-PN LAGI) Team led by CDR MELCHOR V CATAPANG PN, Group Inspector General (GIG) of the CMOG-PN paid courtesy call to Naval Forces Central (NFC) on October 15, 2025.

Upon arrival at HNFC, CDR CATAPANG PN together with LCDR JERIC G FUTALAN PN and LT JEFREY F DESEPEDA PN were warmly welcomed by CAPT CARLOS R RUIZ III PN(MNSA), Deputy Commander, Naval Forces Central, who ably represented COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central.

During the interaction, CDR CATAPANG PN and the rest of the CMOG-PN LAGI Team received an informational brief on the Command’s recent accomplishments, ongoing initiatives and future undertakings, particularly those related to Civil Military Operations. Conversely, the visiting CMOG-PN LAGI Team also conveyed the purpose of their visit which is to evaluate the CMOU-Central’s overall readiness, efficiency, and adherence to Higher Headquarters’ directives and standard procedures. Likewise, the inspection will focus on the sound management of personnel, equipment and resources; verification of the accuracy and completeness of records and reports; and identification of strengths and areas requiring improvement. Through the activity, the Command fosters accountability, discipline and professionalism while seeking to further enhance operational effectiveness, mission performance and the welfare of personnel.

Furthermore, CDR CATAPANG PN underscored the significance of the evaluation activity, particularly on CMO initiatives, to ensure alignment with the Philippine Navy’s strategic objectives.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 16, 2025 – The Joint Task Force SEAGULL (JTF SEAGULL) convened its 3rd Quarter Assessment Conference aboard Panay Hall, HNFC, NBRR, presided by COMMO JOSELITO E DE GUZMAN PN, Commander of Naval Forces Central (CNFC) and the concurrent commander of JTF SEAGULL (CJTF SEAGULL) on October 13, 2025.

At the opening of the 3rd Quarter Assessment Conference of JTF SEAGULL, all attendees were graciously welcomed by COL SHEILLAH GRACE E VICENTE PAF(MNSA), Acting Commander, Tactical Operations Wing Central (ACTOWCen) and the concurrent Acting Deputy Commander, JTF SEAGULL (ADCJTF SEAGULL), showcasing an expression of her commitment in fostering solidarity among members. The primary aim of the conference was to assess the JTF SEAGULL’S 3rd Quarter Accomplishments. The gathering brought together the Joint Task Group (JTG) Commanders as well as Sub-unit Commanders and the JTF Staffs to review operational milestones and evaluate ongoing maritime security initiatives. The assessment also aimed to validate performance, identify gaps, ensure accuracy and standardization of reports, and guarantee that all Task Group’s accomplishments were aligned with JTF SEAGULL’s objectives prior submission to higher headquarters.

Building on discussions from previous quarters, the assessment provided a comprehensive overview of mission outcomes, inter-agency cooperation and regional maritime operations. It emphasized the Joint Task Force SEAGULL’s continued commitment in upholding maritime security and Territorial Defense Operations including support to Maritime Law Enforcement (MARLEN) operations in the Visayas regions.

Moreover, the conference served as a venue to identify operational challenges and strengthen future strategies. Participants engaged in meaningful dialogue focused on capability enhancement and improved joint coordination with other maritime agencies.

Through regular quarterly assessments like this, JTF SEAGULL ensures its responsiveness to evolving maritime security challenges. Under the leadership of COMMO DE GUZMAN PN, CNFC, the Command remains steadfast in its mission to safeguard the country’s maritime interests.

Headquarters Naval Forces Central (HFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 15, 2025 - In line with its commitment to enhance combat readiness, Naval Forces Central (NFC) conducted its Annual Marksmanship Training for its personnel at NFC Firing Range, NBRR on September 25 and October 15, 2025, respectively.

The conduct of the Marksmanship Training sought to refine NFC personnel's proficiency in the safe and effective use of issued fi****ms, specifically the M16A1 rifle and G***k 17 pistol, and to further enhance their accuracy and confidence in combat shooting.

Held as its annual initiative, the training emphasized the importance of operational readiness and firearm efficiency. Through structured drills and performance evaluation, the activity enabled personnel to refine accuracy and reaction time under simulated combat scenarios. The consistent conduct of this training reflects the Command's proactive approach to mission preparedness and tactical competence.

In addition to hands-on shooting, the training covered essential safety procedures, proper maintenance of fi****ms as well as correct firing stances. Emphasis was placed on muzzle discipline, trigger control and immediate action drills to handle firearm malfunctions. These fundamentals not only safeguard personnel but also contribute to precision and control in high-pressure situations.

Furthermore, the activity highlighted the Command's continuous commitment to capability-building. Beyond technical skills, it fostered camaraderie and teamwork among personnel, strengthening collaboration during maritime operations. Similarly, the training demonstrated NFC's initiative in elevating standards through consistent training and evaluation.

As the training concluded, Naval Forces Central, Your Navy in the Visayas reaffirmed its steadfast commitment in enhancing its personnel's combat readiness and firearm proficiency. The successful conduct of the Marksmanship Training underscores the Command's dedication to excellence, discipline and mission-readiness in service to the nation.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 14, 2025 – As part of the pre-anniversary activities for the Command’s upcoming 48th Founding Anniversary, Naval Forces Central (NFC) officially launched the Commander’s Cup 2025 with an Opening Ceremony presided by COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC) which was held at the NFC Gymnasium on October 14, 2025.

In preparation for the official opening, pre-tournament games began as early as September 23, 2025. The early start was undertaken to accomplish the Command’s operational commitments and to ensure the smooth, well-coordinated and timely conduct of all scheduled sports activities.

Relatedly, the Opening Ceremony was a lively celebration of teamwork and unity, featuring the grand entrance of participating teams - White, Gray, Green, Red and Blue.
Representing different NFC units, each team proudly carried their colors and chanted their enthusiastic cheers, filling the venue with energy and camaraderie. Said dynamic parade of teams set the tone for a competitive yet friendly atmosphere throughout the event.

In his message, COMMO DE GUZMAN PN, CFC emphasized that the Commander's Cup 2025 is more than just a sports tournamentβ€”it reflects the Command's dedication to foster camaraderie, teamwork and esprit de corps among its Officers, Enlisted Personnel and Civilian Human Resources (Civ HR). He also highlighted that the event aims to encourage unity, physical fitness and uplift morale through friendly and spirited competition among its subordinate units.

Adding a lively and engaging touch to the occasion, parlor games were conducted during the opening program to uplift the spirit and energize all participants. Personnel enthusiastically took part in games such as the Sack Race, Egg Relay, Basketball Shoot-out, Obstacle Course and Truck Pushing, drawing laughter and applause from the crowd while strengthening team bonds in a relaxed and festive environment.

Naval Forces Central, Your Navy in the Visayas stands united in the true spirit of sportsmanship. Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 15, 2025 – Following the devastating earthquake that struck Bogo City and nearby areas on September 30, 2025, Naval Forces Central (NFC) actively responded by immediately mobilizing its Disaster Response and Rescue Teams (DRRT), deploying naval assets and launching coordinated relief operations to assist affected communities across Northern Cebu and nearby island barangays.

NFC collaborated closely with partner agencies including the Office of Civil Defense Region 7 (OCD7), Department of Social Welfare and Development 7 (DSWD7), Local Government Units (LGU) and other uniformed services particularly under the Visayas Command (VISCOM) which task-organized the Joint Task Group β€œHANDA” headed by the 53rd Engineer Brigade, Philippine Army (53EBde, PA). Relief efforts included the deployment of BRP RAFAEL PARGAS (PC379), BRP FILIPINO FLOJO (PC386), BRP DAGUPAN CITY (LS551) and Harbor Tug (YT-027), ensuring the delivery of food, water and essential items to hard-hit areas like Bogo City, San Remigio, Medellin, Daanbantayan, and island barangays in Northern Cebu.

In a show of unity and public service, NFC’s Regular Personnel, PN Reservists, NROTC Officer-Candidates and Civilian Human Resources worked together to repack, transport and distribute tons of relief goods. These efforts targeted remote and minimally served communities such as Sitio Takdan 2, Barangay Polambato, Bogo City; and island barangays such as Carnaza and Logon in Daanbantayan; Suba, Isla Botong in Bantayan; Kinatarcan in Sta Fe; and Gibitngil in Daanbantayan which were logistically difficult to reach. COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC) personally visited forward areas and led the overall humanitarian assistance and disaster response (HADR) efforts to ensure swift and efficient delivery.

To overcome logistical barriers, NFC used strategic ship-to-shore delivery methods and partnered with donors like Radisson Blu Hotel Cebu, Cebu Provincial Capitol and Xtendrops Philippines among others, maximizing the capability of PN ships and support equipment.

Naval Forces Central, Your Navy in the Visayas remains steadfast in its commitment to protect, serve and uplift Filipino communities in times of adversity. The Command continues to uphold its role in humanitarian assistance and disaster response (HADR) by delivering timely aid, coordinating inter-agency operations, and standing ready to assist until recovery and rebuilding efforts are realized.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 13, 2025 – Naval Forces Central held a Turn-Over Ceremony for its Deputy Commander, Naval Forces Central; concurrent Commander, Naval Task Force 50; and concurrent Commander, Joint Task Group DOLPHIN (DCNFC, CNTF50 and CJTG DOLPHIN) aboard Lapu-Lapu Hall, HNFC on October 13, 2025.

The incoming Deputy Commander, CAPT CARLOS R RUIZ III PN(MNSA) was formally received with Side Boys Honors and Guest Book Signing by Team NFC represented by CAPT WELMER C BASE PN(GSC), Chief of Staff, NFC (CSNFC). It was followed by his courtesy call to COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC) to formally express respect and gratitude to the Command, and to affirm his readiness to assume his designated duties and responsibilities.

Subsequently, the Turn-Over of Duties and Responsibilities of the Deputy Commander, Naval Forces Central; Commander, Naval Task Force 50; and Commander, Joint Task Group DOLPHIN (DCNFC, CNTF50 and CJTG DOLPHIN) was conducted aboard Lapu-Lapu Hall and was presided by COMMO DE GUZMAN PN, CNFC wherein CAPT WELMER C BASE PN(GSC), the outgoing Acting Deputy Commander, Naval Forces Central; Acting Commander, Naval Task Force 50; and Acting Commander, Joint Task Group DOLPHIN (ADCNFC, ACNTF50 and ACJTG DOLPHIN) formally relinquished his duties and responsibilities to CAPT RUIZ III PN(MNSA). CAPT BASE PN(GSC) was commended by his services rendered in the Positions of Major Responsibility (PMR) as ADCNFC, ACNTF50 and AJTG DOLPHIN from September 1, 2025 to October 13, 2025, wherein he actively assisted the Commander, NFC in steering the Command into a bastion of excellence both in operations and administration.

During his remarks, CAPT BASE PN(GSC) expressed his gratitude and sincere appreciation to all the Officers, Enlisted Personnel and Civilian Human Resources of HNFC and its subordinate units for their contributions in supporting him during his term as the ADCNFC, ACNTF50 and ACJTG DOLPHIN even just for a short period of time. Relatedly, COMMO DE GUZMAN PN, CNFC highlighted the significant achievements of CAPT BASE PN(GSC), acknowledging his invaluable contributions to the Command. Likewise, CNFC expressed his confidence that CAPT RUIZ III PN(MNSA), given his commendable naval service record, will contribute significantly in advancing the Command’s mission and accomplishments.

Headquarters Naval Forces Central (HNFC), Naval Base Rafael Ramos (NBRR), Lapu-Lapu City, October 13, 2025 – In recognition of dedication to duty and unity, Naval Forces Central (NFC) was honored to be acknowledged as one of the Awardees of β€œPasidungog sa mga Bayani” that was held at the Police Regional Office 7 (PRO7) Parade Ground, Camp Sergio OsmeΓ±a Sr., Cebu City on October 13, 2025.

COMMO JOSELITO E DE GUZMAN PN, Commander, Naval Forces Central (CNFC) personally attended the ceremony which was organized by the PRO7. His presence underscored the Command’s strong commitment to inter-agency cooperation and public service.

The recognition was primarily attributed to NFC’s prompt and well-coordinated response to the 6.9 magnitude earthquake that struck Northern Cebu, in close coordination with the Office of Civil Defense 7 (OCD 7), Department of Social Welfare and Development Regional Office 7 (DSWD RO7), other National Government Agencies and Local Government Units (LGU). The Command’s swift action helped mitigate the impact of earthquake in affected communities especially in island barangays and isolated communities in Northern Cebu.

Owing to its effort, PRO7 commended the professionalism and dedication shown by NFC throughout the relief operations. NFC’s efforts demonstrated the Navy's critical role in humanitarian assistance during emergencies.

Relatedly, the award was jointly received with other National Government Agencies, Local Government Units (LGU) and partner-stakeholders that contributed to the unified response, symbolizing a shared commitment for the welfare of the Filipino people.
