𝐂𝐢𝐭𝐲 𝐁𝐮𝐝𝐠𝐞𝐭 & 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭
• Local Investments: Granted the Supplemental Annual Investment Program (AIP) No. 5 for the Market & Slaughterhouse (₱2,980,000.00) and approved Brgy. Caubian’s Supplemental Budget No. 01-2025 (₱220,000.00).

𝐒𝐨𝐜𝐢𝐚𝐥 𝐖𝐞𝐥𝐟𝐚𝐫𝐞, 𝐄𝐝𝐮𝐜𝐚𝐭𝐢𝐨𝐧 & 𝐂𝐨𝐦𝐦𝐮𝐧𝐢𝐭𝐲
• Assistance for Fire Victims: Declared Upper Kagudoy, Brgy. Basak as a "severely affected disaster area" due to recent fires. Certified victims will receive a Rental Subsidy of ₱5,000.00 per month for three months.
• Education Partnerships: Authorized Mayor Cindi Chan to sign a Supplemental MOA with DepEd and a MOA with Cebu Normal University (CNU) for student internship programs.
• Accreditation & Land Approvals: Granted official accreditation to the Upper Balanghoy Urban Poor Association (UBUPA) in Gun-ob, and approved subdivision applications for the heirs of Felix Carillas (Buaya) and Teofista Dungog (Gun-ob).

𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 & 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭
• Brgy. Gun-ob Support: Granted a total of ₱1,500,000.00 in financial assistance (₱500K for socio-cultural programs and ₱1M for development priorities like solar streetlights, water pumps, and SK projects).
• Marine Conservation: Granted ₱200,000.00 to Brgy. Caohagan for the rehabilitation of their Marine Sanctuary and the purchase of a floating cottage outpost for the marine task force.

• Lapu-Lapu Arnis de Abanico Team: The Sanggunian formally invited the Arnis de Abanico Team following their outstanding performance at the 18th WEKAF World Championships in New Delhi, India. The athletes were presented with tokens of appreciation from Mayor Ma. Cynthia “Cindi” K. Chan, alongside Vice Mayor Celsi Sitoy, the SP Councilors, and DepEd Superintendent Dr. Marilyn S. Andales. The council approved a resolution granting a total of ₱350,000.00 as incentives for the team.
• International Competitors: Approved financial assistance for local athletes competing abroad:
o ₱30,000.00 for Ms. Mechelle I. Zapanta (Jiu-Jitsu athlete) competing in the Thailand Grand Prix 2026 and the 3rd JJAU Regional Championship Southeast Asia in Cambodia.
o ₱30,000.00 for Mr. Ethan Jazz Cortes competing in the RSR Runbike World Cup 2026 Balance Bike Competition in Thailand.

𝐀𝐩𝐩𝐫𝐨𝐯𝐞𝐝 𝐎𝐫𝐝𝐢𝐧𝐚𝐧𝐜𝐞𝐬 & 𝐊𝐞𝐲 𝐑𝐞𝐬𝐨𝐥𝐮𝐭𝐢𝐨𝐧𝐬
• Expansion of Truck Ban: Approved Proposed Draft Ordinance No. 71, authored by Hon. Joseph T. Pangatungan, which amends Ordinance No. 261-2005. This ordinance expands the coverage of the truck ban to other city streets, highways, and road junctions to help alleviate worsening traffic conditions.
• Values Education in Schools: Approved a resolution by Hon. Joseph T. Pangatungan and Hon. Efren T. Herrera requesting the Department of Education to strengthen the implementation of Values Education in the academic curriculum of primary and secondary schools.
• Environmental Management Program: Authorized the charging of ₱485,000.00 from the Environmental Trust Fund for the procurement of equipment and services for the City Environment and Natural Resources Office (CENRO)'s Environmental Management and Recognition Program.
• Super Health Primary Care Facility: Authorized the charging of ₱3,092,080.00 to PAGCOR Funds for the procurement of essential medical equipment needed to operationalize the Lapu-Lapu City Super Health Primary Care Facility immediately.
• Supplemental Annual Investment Program (AIP): Approved the Supplemental AIP of the City of Lapu-Lapu for CY 2026:
o Supplemental AIP No. 3 for General Fund: ₱738,903,909.00
o Supplemental AIP No. 4 for Operation of Hospitals: ₱48,332,900.00

• Congratulatory Resolutions: Passed resolutions extending warmest congratulations to:

o Mr. Philip G. Lo on his appointment as the Presidential Assistant for the Visayas.
• Historical Film Support: Granted ₱50,000.00 as financial assistance to BisayaFlixPH Internet Television Broadcasting, Inc. for their upcoming historical feature film, "LapuLapu: The First Defender".
• LCPO Shooting Competition: Granted ₱50,000.00 to the Lapu-Lapu City Police Office for its CD's Cup "Shoot for a Cause 2026" shooting competition.

𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞
The council approved a series of financial assistance grants to support local barangay development:
• Brgy. Pusok: ₱1,500,000.00 for barangay programs and projects.
• Brgy. Calawisan: ₱500,000.00 for sports development, fiesta celebration, and socio-cultural activities.
• Brgy. Punta Engaño: ₱1,000,000.00 for the implementation of various development projects and community programs.
• Brgy. Pangan-an: ₱500,000.00 for the conduct of the Tambayang Festival.
• Brgy. Tungasan: ₱1,000,000.00 allocated for socio-cultural activities (₱500,000.00), solar streetlamps (₱250,000.00), and SK programs (₱250,000.00).
• Brgy. Looc: ₱1,000,000.00 to support sports development programs.

The 17th Sangguniang Panlungsod and the City Government of Lapu-Lapu warmly welcomed the delegation from the Municipality of Tampilisan, Zamboanga del Norte headed by the Municipal Mayor, Hon. Angeles R. Carloto II, Vice Mayor, Hon. Norabeth T. Carloto, the SB Members, the Municipal Administrator, some department heads and staff, for a benchmarking activity centered on the exchange of best practices, experiences, and insights in local legislation and governance.

• 𝐒𝐚𝐟𝐞 𝐒𝐜𝐮𝐛𝐚 𝐃𝐢𝐯𝐢𝐧𝐠: Approved Proposed Draft Ordinance No. 72, requiring all scuba diving establishments in Lapu-Lapu City to be accredited by the Philippine Commission on Sports Scuba Diving, ensuring top-tier safety and standards.
• 𝐂𝐨𝐚𝐬𝐭𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 & 𝐋𝐚𝐧𝐝 𝐃𝐞𝐥𝐢𝐧𝐞𝐚𝐭𝐢𝐨𝐧: Authorized Mayor Cindi K. Chan to sign MOAs for the continued operational expansion of the Coastal Law Enforcement Alliance Region 7 (CLEAR 7) and boundary delineations with DENR-7.
• 𝐄𝐧𝐞𝐫𝐠𝐲 𝐄𝐟𝐟𝐢𝐜𝐢𝐞𝐧𝐜𝐲: Passed a resolution expressing full support for the implementation of the "Energy Efficiency and Conservation Act" (RA 11285) in city operations and local communities.

• 𝟒𝐏𝐇 𝐒𝐨𝐜𝐢𝐚𝐥𝐢𝐳𝐞𝐝 𝐇𝐨𝐮𝐬𝐢𝐧𝐠 𝐏𝐫𝐨𝐣𝐞𝐜𝐭: Officially accepted the Deed of Donation from Johndorf Ventures Corporation for two parcels of land totaling 19,498 square meters to heavily support the city’s socialized housing initiatives.
• 𝐖𝐚𝐥𝐚𝐧𝐠 𝐆𝐮𝐭𝐨𝐦 𝟐𝟎𝟐𝟕: Authorized a partnership with DSWD FO VII to implement the crucial "Food Stamp Program" for our vulnerable sectors.
• 𝐖𝐚𝐭𝐞𝐫 𝐀𝐜𝐜𝐞𝐬𝐬 & 𝐍𝐮𝐭𝐫𝐢𝐭𝐢𝐨𝐧: Authorized a partnership with DSWD for Project LAWA at BINHI, promoting local adaptation to water access and breaking food insufficiency.
• 𝐃𝐢𝐬𝐚𝐬𝐭𝐞𝐫 𝐑𝐞𝐬𝐢𝐥𝐢𝐞𝐧𝐜𝐞 & 𝐑𝐞𝐬𝐜𝐮𝐞: Approved MOAs with Habitat for Humanity International for disaster risk reduction, and with the Emergency Rescue Unit Foundation for a PHP 2,000,000 annual subsidy to operate a local emergency station equipped with ambulances and firetrucks.

• 𝐇𝐢𝐬𝐭𝐨𝐫𝐢𝐜 𝐓𝐞𝐧𝐧𝐢𝐬 𝐕𝐢𝐜𝐭𝐨𝐫𝐲: Expressed the highest commendation to Alexandria “Alex” Maniego Eala, the first Filipino to win a Women’s Tennis Association Tour Singles Title.
• 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐨𝐫𝐬: Granted financial assistance to Lapu-Lapu Dance Sport Athletes (PHP 180,000) heading to the KDO World Cup in South Korea, and to Chess Prodigy Marquis Angelo Mallorca (PHP 30,000) for the Asian Youth Chess Championship in Singapore.

• 𝐊𝐨𝐧𝐞𝐤𝐭𝐚𝐝𝐨𝐧𝐠 𝐏𝐢𝐧𝐨𝐲 𝐀𝐜𝐭: Passed a resolution supporting the full implementation of RA 12234 to enhance digital connectivity and internet access within the city.
• 𝐏𝐨𝐥𝐢𝐜𝐞 𝐌𝐚𝐫𝐤𝐬𝐦𝐚𝐧𝐬𝐡𝐢𝐩: Granted PHP 750,000 from PAGCOR funds to the Lapu-Lapu City Police Office for comprehensive Pistol Marksmanship Safety Training.

• 𝐏𝐮𝐛𝐥𝐢𝐜-𝐏𝐫𝐢𝐯𝐚𝐭𝐞 𝐏𝐚𝐫𝐭𝐧𝐞𝐫𝐬𝐡𝐢𝐩𝐬: Authorized a MOA with the PPP Center of the Philippines to facilitate and implement robust infrastructure projects in the city.
• 𝐅𝐢𝐞𝐬𝐭𝐚 𝐏𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧𝐬: Granted PHP 3,000,000 in financial assistance to the Lapu-Lapu City Fiesta Committee 2026 to ensure a vibrant and meaningful celebration of our culture.
• 𝐂𝐒𝐎 𝐀𝐜𝐜𝐫𝐞𝐝𝐢𝐭𝐚𝐭𝐢𝐨𝐧𝐬: Officially accredited the Sitio Ka Durong Urban Poor Association and the Philippine Catholic HIV/AIDS Network Inc. (PhilCHAN – Cebu).

The Sangguniang Panlungsod of Lapu-Lapu City has successfully concluded its 52nd Regular Session. Committed to transparent governance, continued progress, and keeping the public informed, here are the key highlights, legislative measures, and actions taken by your City Council:

𝗙𝗼𝗿𝗺𝗮𝗹 𝗣𝗿𝗲𝘀𝗲𝗻𝘁𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗢𝗿𝗱𝗶𝗻𝗮𝗻𝗰𝗲 𝗡𝗼. 𝟭𝟳-𝟬𝟳𝟲-𝟮𝟬𝟮𝟲
The session featured the formal presentation of Ordinance No. 17-076-2026 (authored by Hon. Marciano A. Alforque Jr.), officially renaming the road known as "SAAC Wet Market (Eskena SAAC)" in Barangay Buaya to "Eustaquio Soroño Street." This was done in recognition of the late Eustaquio Soroño's outstanding contributions to public service and community development.

The presentation was graciously attended by the family of the late Eustaquio Soroño and the Barangay Officers of Brgy. Buaya. It was graced by City Mayor Hon. Ma. Cynthia "Cindi" K. Chan and the Sangguniang Panlungsod, led by Vice Mayor Hon. Celedonio B. Sitoy.

𝐄𝐯𝐞𝐧𝐭 𝐏𝐫𝐞𝐩𝐚𝐫𝐚𝐭𝐢𝐨𝐧 & 𝐈𝐧𝐟𝐫𝐚𝐬𝐭𝐫𝐮𝐜𝐭𝐮𝐫𝐞:

• 𝗜𝗿𝗼𝗻𝗺𝗮𝗻 𝟳𝟬.𝟯 𝗟𝗮𝗽𝘂-𝗟𝗮𝗽𝘂 𝟮𝟬𝟮𝟲: Passed on its first and final reading an ordinance authorizing the temporary road closure of certain city roads affected by Lapu-Lapu City's hosting of the Ironman 70.3 from August 7 to 9, 2026.
• 𝗠𝗘𝗖𝗢 𝗣𝗼𝘄𝗲𝗿 𝗦𝗲𝗿𝘃𝗶𝗰𝗲 𝗖𝗼𝗻𝗻𝗲𝗰𝘁𝗶𝗼𝗻s: Passed resolutions authorizing City Mayor Hon. Ma. Cynthia "Cindi" K. Chan to sign contracts for electric power service connections (Schedule Customer 2) with Mactan Electric Company, Inc. (MECO) for the following facilities:
o The Lapu-Lapu City Hospital
o The City Government Veterinary Satellite Office located in Brgy. Talima, Olango Island

𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲 𝐅𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐀𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞:
• Barangay Talima: Approved a resolution granting ₱1,000,000.00 as financial assistance to Brgy. Talima in support of their Sangguniang Kabataan (SK) projects, socio-cultural projects, programs, and activities.

𝐋𝐚𝐧𝐝 & 𝐒𝐮𝐛𝐝𝐢𝐯𝐢𝐬𝐢𝐨𝐧 𝐀𝐩𝐩𝐫𝐨𝐯𝐚𝐥𝐬:
• Basak: Approved the subdivision application of the Heirs of Eulogio O. Booc (Marisa Ebu Booc & Mark Yul Ebu Booc) for a 120 sq. m. parcel of land (Lot No. 2177-A-5-F-2-B) subdivided into three (3) lots.

• Comprehensive Smoke-Free and Vape-Free Policy: A public hearing is scheduled on August 10, 2026, for Proposed Draft Ordinance No. 63, authored by Hon. Emilio L. Galaroza, Jr., M.D., Hon. Jan Vincent A. Dela Serna, and Hon. Marciano A. Alforque, Jr. This ordinance aims to establish a comprehensive smoke-free and v**e-free policy in the city, regulating the use, sale, advertising, and distribution of to***co and v**e products, and providing penalties for violations.
