Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza met with the Civil Service Commission (CSC) Field Office Director Hans R. Alcantara, on August 11, 2026, to discuss efficient coordination on various civil service concerns affecting BIR personnel.

The meeting underscored the BIRโ€™s support for initiatives promoting employee welfare and engagement, consistent with the Employee Empowerment and Welfare Promotion pillar of the BIR DARES reform agenda.

During the meeting, Director Alcantara likewise presented the various CSC activities lined up for the observance of CSC Month this September, including the planned Fun Run on the second Sunday of the month.

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza led the discussion with Australian Ambassador H.E. Marc Innes-Brown on August 26, 2026, on potential areas of cooperation under Australiaโ€™s Promoting Growth, Resilience, Economic Stability and Sustainability in the Philippines (PROGRESS) program.

The discussion builds on the Subsidiary Arrangement for PROGRESS signed by the Australian Government and the Department of Finance (DOF) on March 25, 2026, marking a key step in the implementation of Australiaโ€™s A$45-million inclusive economic growth program for the Philippines.

PROGRESS is Australiaโ€™s flagship program aimed at promoting inclusive economic growth in the Philippines and supporting the Philippine Development Plan 2023โ€“2028. It seeks to strengthen the business-enabling environment and economic management while supporting investment, trade, climate resilience, economic security, and priority sectors.

The program will be implemented in coordination with DOF, alongside the Anti-Red Tape Authority (ARTA), Department of Energy (DOE), Department of Economy, Planning, and Development (DEPDev), and Department of Trade and Industry (DTI), with the BIR identified as a key agency under DOF in advancing the initiative.

Also present during the meeting were BIR Deputy Commissioner Marissa O. Cabreros (Strategic Reforms Group), OIC-Assistant Commissioner Eunisa R. Castillo (Project Management and Implementation Service), and OIC-HREA Grace T. Dizon (Planning and Management Service). BIR Commissioner Charlito Martin R. Mendoza announced that the Bureau of Internal Revenue is preparing the issuance that will remove the Value-Added Tax (VAT) on the allowable system loss charge in electricity bills, in line with President Ferdinand R. Marcos Jr.โ€™s directive to review and clarify tax rules that can provide immediate relief to consumers.

The BIR will issue the corresponding Revenue Memorandum Circular after the lapse of fifteen (15) days from the publication of Energy Regulatory Commission (ERC) Resolution No. 26, Series of 2026, which classifies the system loss charge as a government-mandated pass-through cost.

โ€œAs Finance Secretary Frederick Go has consistently guided us, our reforms should deliver results that people can immediately feel. When there is a clear basis under the law to provide tax relief, we should act on it. We are preparing the BIR issuance now so that after the required period has lapsed, we can immediately implement the VAT removal and pass the benefit on to electricity consumers,โ€ Commissioner Mendoza said.

Under ERC Resolution No. 26, Series of 2026, the allowable system loss charge is treated as a cost recovered through electricity bills rather than income earned by generation companies, the National Grid Corporation of the Philippines (NGCP), and distribution utilities.

โ€œIn simple terms, consumers should not be paying VAT on electricity that never actually reaches their homes or businesses. A pass-through charge is a cost collected from consumers and passed on to the proper recipient. Removing VAT from that charge means a lower amount will be passed on to electricity consumers,โ€ Commissioner Mendoza said.

The forthcoming issuance builds on earlier BIR action clarifying the tax treatment of government-mandated electricity charges. Under RMC No. 60-2026 released in June, the BIR clarified that the Lifeline Subsidy, Green Energy Auction Allowance, and other specified government-mandated charges are not subject to output VAT and related creditable withholding taxes.

โ€œWe will continue reviewing our tax rules for areas where their proper application can provide practical relief to taxpayers. Where the law allows it, we want that relief to be clear, immediate, and felt by our people,โ€ Commissioner Mendoza said.

The Bureau of Internal Revenue (BIR) Revenue Region No. 6 โ€“ City of Manila and Palawan destroyed 240,550 illicit v**e products with an estimated tax liability of P1.539 billion on August 24, 2026, at the DIGAMA Waste Management Facility in Porac, Pampanga.

โ€œEnforcement does not end with seizure. We must permanently remove illicit v**e products from the market and hold accountable those behind their illegal manufacture, importation, distribution, and sale,โ€ Commissioner Charlito Martin R. Mendoza said.

Revenue Region No. 6 Regional Director Remir Macatangay said BIR Manila has expanded its enforcement operations from individual retail establishments to warehouses.

โ€œWe started with retail stores and expanded to warehouses. This led to our operation against Tap Fog Philippines, the largest single illicit v**e enforcement operation conducted by the BIR to date. Some of the products seized in that operation were among those destroyed today,โ€ Macatangay said.

The destruction activity sends a clear message: neither unlawful traders nor unfavorable weather conditions can hinder the BIRโ€™s commitment to safeguarding government revenue, protecting compliant businesses, and keeping illicit v**e products out of the market.

Bureau of Internal Revenue (BIR) Commissioner Charlito Martin R. Mendoza outlined the Bureauโ€™s direction toward a tax administration that is fair, simple, predictable, and partnership-driven as he presented four commitmentsโ€”Predictability, Simplicity, Fairness, and Partnershipโ€”supported by the BIR DARES reform and legacy agenda at the European Chamber of Commerce of the Philippines (ECCP) Tax Forum 2026 on August 13, 2026.

Held under the theme, โ€œFrom Preparation to Protection: Navigating Tax Compliance in a Changing Landscape,โ€ the forum brought together business leaders and tax professionals to discuss tax compliance, regulatory developments, digitalization, audits, dispute resolution, and other issues affecting businesses operating in the Philippines.

โ€œBusinesses can operate under demanding rules. What is much harder is operating under uncertain rules, inconsistent interpretations, or unpredictable processes,โ€ Mendoza said.

The BIR is pursuing reforms to make compliance easier, audits more consistent and accountable, and enforcement more focused on genuine compliance risks. Mendoza also emphasized that digitalization should simplify taxpayer transactions, reduce processing time and discretion, and improve transparency.

He underscored the importance of sustained private sector engagement in shaping reforms that respond to actual business conditions and operational concerns.

โ€œThe private sector sees things that government sometimes does not. You experience our regulations in actual business operations. You know where processes work. You know where they create bottlenecks. You know where requirements overlap,โ€ Mendoza said.

Mendoza also linked better tax administration to the countryโ€™s broader business and investment environment, noting that tax certainty, regulatory consistency, and efficient processes are important to enterprises operating and investing in the Philippines.

โ€œWe will listen. We will improve. We will enforce the law fairly. And we will continue making it easier for taxpayers to do the right thing,โ€ Mendoza said.

The forum also featured discussions on tax policy and regulatory updates, digitalization, audits and dispute resolution, and the Qualified Domestic Minimum Top-Up Tax. BIR Deputy Commissioners Larry M. Barcelo and Marissa O. Cabreros, Assistant Commissioners Raquel Cristina V. Baltazar and Mariza R. The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, on August 25, 2026, consulted private-sector stakeholders under the BIR Partnership with the Multisectoral Group (BIR-PMSG) at the BIR National Office on electronic invoicing, as the Bureau advances a major digital reform that will change how businesses document transactions and how tax information is generated.

โ€œElectronic invoicing is part of the legacy work we are building at the BIR. We have to get the EIS Project off the ground, learn from actual implementation, and improve as we go. Your input will help us get this right,โ€ Commissioner Mendoza said.

The consultation brought together representatives from BIR-PMSG member organizations and other private sector groups from the business, accounting, tax, finance, export, technology, petroleum, and foreign chamber sectors. The discussion focused on making the proposed electronic invoicing policies practical and responsive to actual business processes.

The BIR presented the draft Revenue Memorandum Circular prescribing policies and guidelines for issuing electronic invoices and discussed implementation concerns with private-sector representatives.

The draft RMC operationalizes the electronic invoicing requirements under Section 237 of the Tax Code and Revenue Regulations Nos. 8-2022 and 11-2025, as amended by RR No. 26-2025. Under the proposed guidelines, taxpayers covered by the December 31, 2026 deadline will be required to issue electronic invoices. Other categories identified in the draft will become subject to the requirement upon the issuance of separate BIR guidelines. Covered taxpayers may use in-house or commercially acquired e-invoicing solutions, or the services of Electronic Invoicing Solution Providers.

โ€œElectronic invoicing is an important part of modernizing tax administration. We want to move this reform forward in a way that works for taxpayers and businesses and gives them greater confidence in the systems they rely on,โ€ Commissioner Mendoza said.

The BIR will consider the inputs raised and during the consultation as it finalizes the electronic invoicing guidelines and prepares for implementation.

The Bureau of Internal Revenue (BIR), led by Commissioner Charlito Martin R. Mendoza, and Ayala Corporation, represented by Karl Kendrick Chua, Data Science and Artificial Intelligence Group Head, signed a Memorandum of Agreement on August 25, 2026 for the AI-powered Terry the Tax AI Assistant designed to help BIR personnel retrieve, cross-reference, and analyze tax regulations, rulings, BIR issuances, and related tax materials more efficiently.

โ€œFor the BIR, the value of AI is not simply that it can give us answers faster. It is whether it can help our people find and verify the right authorities, make sound and defensible decisions, and move tax cases and reforms forward sooner,โ€ Commissioner Mendoza said.

The partnership combines the Bureauโ€™s institutional knowledge of taxation with Ayalaโ€™s capabilities in data science and artificial intelligence to develop a tool responsive to the BIR's actual needs, and includes knowledge transfer to help the BIR institutionalize Terry.

โ€œAyala is honored to partner with the BIR in advancing AI in tax service and compliance. Through Terry, the Tax AI Assistant, we aim to help public servants work efficiently, respond to taxpayers with clarity and consistency, and deliver faster, more accessible services. By working together, we can build public institutions that are more responsive, capable, and prepared for the future,โ€ Mr. Chua said.

Under the six-month collaboration, Ayala will work with BIR to set up Terry at no cost to the BIR, while Bureau personnel will participate in its testing, validation, refinement, and knowledge-transfer activities. The project will build a structured and searchable knowledge base and develop citation-based, source-grounded responses using official BIR references.

โ€œIf technology can do more of that retrieval and cross-referencing, our revenuers can spend more of their time examining what the authorities mean, resolving difficult issues, and carrying reforms through. The technology can help assemble the basis for a decision. But the judgmentโ€”and the responsibility for acting on itโ€”remains solely ours,โ€ Commissioner Mendoza said.

The Terry Tax AI Assistant project supports the Digital and Data Transformation and Employee Empowerment pillars of BIR DARES, combining technology to improve the quality and speed of work with the development of BIR personnel who will work with, test, and refine the technology.

โ€œThe real value of this partnership is not only the tool we will have at the end, but the capability we build within the BIR to understand the technology and continue developing it as our needs evolve,โ€ Mendoza said.

During a luncheon meeting with the Bureau of Internal Revenue (BIR) Region No. 19 in Davao City, Finance Secretary Frederick D. Go commended the region for reporting PHP 13.10 billion in collections for the first semester of 2026, including PHP 2.81 billion collected in Julyโ€”4.36% higher than the previous year and 10.9% above its monthly target.

Audit collections reached PHP 657 million against a PHP 279 million goal, exceeding the target by PHP 378 million, or 135.5%. The region also confiscated nearly 1.7 million packs of illicit ci******es, with an estimated tax liability of PHP 1.35 billion.

The presentation highlighted the Bureau of Internal Revenueโ€™s focus on competency-based recruitment, audit reform, employee development, digitalization, and stronger enforcement.

Secretary Frederick Go underscored the importance of promoting voluntary compliance while intensifying efforts against tax evasion and illicit to***co.
