The Schools Division of Ilocos Norte has demonstrated a strong commitment to advancing the security of public school lands, reinforcing its dedication to safeguarding educational spaces for all learners. Upon deployment from June 2025 to February 2026, the division was able to attain 20 Original Certificate of Title โ Special Patent (OCT-SP), 1 Special Patent (SP), and 13 ongoing application of Special Patent overseen by DENR, and validated all 437 school sites through documents and CAD maps. These efforts were complemented by the issuance of special patents and the continuous conduct of on-ground assessments, which have already covered 50 public schools.
This progress was further strengthened by active interagency collaboration involving the Department of Environment and Natural Resources, local government units, and other key partners. Capacity-building activities also played a major role, equipping schools with the legal understanding, documentation skills, and technical guidance needed to move their titling processes forward. The strength of bayanihan was demonstrated by community involvement, particularly in municipalities like Pinili, which demonstrated that safeguarding school grounds is a shared obligation that has a long-lasting effect.
As we move further, SDO Ilocos Norte reaffirms its commitment to accelerating school site titling across Ilocos Norte. Guided by its strategic goals, the office aims to strengthen documentation systems, enhance data digitization, and provide continuous assistance to schools facing complex legal or technical challenges. These initiatives ensure that more school sites progress toward full legal ownership under DepEd.
