5. Priority shall be given to students whose family has no member who has completed tertiary education.

The 1st Semester Barangay Assembly of Barangay 2, Sta. Joaquina was successfully held on March 21, 2026, where key accomplishments, financial updates, and future directions of the Sangguniang Kabataan were presented to the community.

During the assembly, SK Chairperson Rionell Jan Respicio delivered the Accomplishment Report, including the Annual Budget 2026, as well as his active involvement in various LGU initiatives and initiatives beyond the city. He also shared upcoming programs, projects, and activities, and proudly announced his designation as PPSK Vice President, further strengthening youth representation.

The Chairperson also emphasized the role of the SK as an ex-officio member of the barangay, alongside reporting that four (4) Barangay Ordinances have been duly passed and approved by the Sangguniang Panlungsod of Laoag City, including key programs on educational incentives, youth development, and assistance initiatives for the youth sector.

In addition, the SK reported a clean COA status with no disallowances, reaffirming transparency and accountability in governance. The councilโ€™s recent awards and recognitions during the SK Night and Raniag Awards 2026 last February 27 were also highlighted, marking another milestone in its commitment to excellence in youth leadership.

The Sangguniang Kabataan of Barangay 2, Sta. Joaquina was among the recognized youth councils during the SK Night and Raniag Awards 2026 held on February 27, 2026, earning distinctions for its exemplary youth governance and programs.

Under the leadership of Hon. Rionell Jan Respicio, the SK Council received the Gold Award โ€“ Seal of Good Youth Governance (SGYG). The councilโ€™s flagship initiative, โ€œLaing ti Agtutubo (Excellence of the Youth): Educational Incentives Program for Student and Graduate Achievers,โ€ was also recognized as Outstanding Best Project in Laoag City for Calendar Year 2025.

The program, institutionalized through Barangay Ordinance No. 2025-04 authored by Hon. Rionell Jan P. Respicio, stands as one of the premier educational initiatives of the barangay, supporting and recognizing academic excellence among the youth.

In addition, the SK of Barangay 2 was named as one of the finalist for the Raniag Publication Award, while Hon. Respicio was recognized for his contributions to the city federation as Public Relations Officer (now Vice President), Member of the Sports and Creative Committee, and Office Volunteer, including the completion of the Monitoring and Evaluation for CY 2026.
