Lamitan City, Basilan - The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) Basilan, under the leadership of Provincial Director II Hanie Muadz Junuban, MPA, JD., successfully conducted a comprehensive training program on Fishpond Management cm Good Aquacultural Practices (GAqPs). The event, held on April 8, 2026, at MCFARMCO in Maloong Canal, Lamitan City, aimed to equip local farmers and cooperative members with essential knowledge and skills for sustainable aquaculture.

The training commenced with an inspiring message from CARPO Said Tingkahan, who emphasized the importance of cooperative efforts and community engagement in agricultural development. His address highlighted the collective responsibility of the attendees in implementing the learned practices to foster a thriving aquaculture industry in Basilan.

Muksan N. Alih, SARPO under Support Services, further elaborated on the crucial role of continuous learning and effort from each member of the Agrarian Reform Beneficiaries Organizations (ARBOs). He encouraged participants to actively engage in such training programs to enhance their capabilities and contribute to the overall progress of their communities.

Supervising Aquaculturist Hairun Munap provided a detailed explanation of the training module, focusing on the intricacies of Fishpond Management and Good Agricultural Practices. His presentation covered various aspects crucial for efficient and environmentally sound fish farming.

Adding to the depth of the training, Leah Isnain, Aquaculturist II, thoroughly defined the meaning and principles of Good Aquaculture Practices (GAP). She also provided valuable insights into critical aspects such as appropriate site selection for fishponds and effective pond preparation techniques for polyculture, ensuring that participants gained practical knowledge applicable to their farming operations.

The training served as a vital platform for knowledge exchange and capacity building, reinforcing MAFAR Basilan's commitment to empowering local communities and promoting sustainable agricultural practices in the region.

Furthermore, Following the training, a significant event unfolded with the turn-over of fishery inputs under the MAFARDUCERS Program, providing crucial resources to support the newly acquired knowledge and skills of the participants.

The Agrarian Justice Delivery Program (AJDP) is a key component of the Comprehensive Agrarian Reform Program (CARP), administered by the Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) Basilan led by Provincial Director Hanie Muadz Junuban, MPA, JD., . As outlined by Special Investigator Sir Robert Alaine Lee and Chief of Legal Atty Sernash Hamid, its mandate is to resolve agrarian disputes and provide legal services to farmers and Agrarian Reform Beneficiaries (ARBs) On March 30, 2026 at Sta. Clara, Lamitan City.

To strengthen on the ground delivery of agrarian reform services, the MAFAR Basilan Legal Division has trained and capacitated MAFAR Municipal Officers on their roles and responsibilities. Following each officer has successfully explained and presented agrarian reform data to relevant stakeholders, ensuring transparency and clarity in how programs are rolled out at the local level. This initiative bridges the gap between policy and practice, enabling communities to better understand and access agrarian reform benefits.

AJDP ensures that farmer tenants, ARBs, and actual tillers without tenurial relations cannot be arbitrarily ejected from agricultural lands, protecting them from unlawful eviction by landowners or landlords.

Dispute resolution is handled by the MAFAR Adjudication Board (BARAB), which addresses cases including illegal ejectment, tenancy conflicts, disturbance compensation, and matters related to Agrarian Law Implementation (ALI) such as beneficiary qualification, classification, and possession disputes.

The Bangsamoro we are living in today did not simply emerge, it was formally brought into being.

Seven years ago, the inauguration of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and the inaugural session of the Bangsamoro Transition Authority (BTA) marked the beginning of a new political reality, one defined by the responsibility of translating hard won agreements into systems of governance, public service, and inclusive development.

More than a ceremonial transition, it signaled the shift from negotiation to implementation, from aspiration to the everyday work of building institutions that reflect the will, identity, and dignity of the Bangsamoro people.

As part of the Bangsamoro Commission for the Preservation of Cultural Heritage (BCPCH) special sit down interview series, From Commemoration to Conversations, A Bangsamoro History Month Special, this episode reflects on the 7th Anniversary of the Inauguration of the BARMM and the Inaugural session of the BTA, not only as a milestone in political history, but as an ongoing process that continues to shape the region’s present and future.

In this episode, we engage the Honorable Speaker Mohammad S. Yacob, Ph.D., Speaker of the Bangsamoro Parliament, in a reflective conversation on the significance of the transition, offering insight into the evolving role of the Bangsamoro Parliament in establishing governance structures, advancing legislation, and responding to the needs of the people.

This conversation explores the early challenges of institutionalizing the Bangsamoro Government, the progress made in building its foundations, and the continuing work required to ensure that the gains of the peace process are sustained through accountable, responsive, and inclusive governance.

In carrying out its mandate to preserve, protect, and promote the cultural and historical heritage of the Bangsamoro, BCPCH continues to document not only moments of struggle and agreement, but also the processes through which these are translated into lasting institutions.

Anchored in this year’s theme, “Reclaiming Our Story, Safeguarding Our Identity, and Restoring Our Dignity,” this episode underscores the importance of understanding governance as part of our historical narrative, one that reflects both the aspirations and responsibilities of self determination.

Because history does not end with agreements, it continues in the institutions we build, the decisions we make, and the future we shape together.

BASILAN – The Ministry of Agriculture, Fisheries, and Agrarian Reform (MAFAR) in Basilan recently held a special celebration for Eid Fitri Almubarak, spearheaded by Provincial Director Hanie Muadz Junuban, MPA, JD. The event brought together division chiefs, their representatives, and staff to commemorate the joyous occasion while reinforcing core values of faith, unity, and organizational commitment.

During the gathering, each division chief and their designated representatives delivered motivational speeches tailored to their teams, focusing on recognizing hard work, setting goals for the coming year, and strengthening camaraderie within the ministry. The addresses aimed to inspire staff as they resume their duties following the holy month of Ramadan.

In his keynote message, Provincial Director Junuban shared words of wisdom centered on leadership and collective responsibility, quoting a verse from the Quran (4:59)“Atioollah wa atioo 'rasoola wa ooli amri minkum Obey Allah, obey the Prophet, and obey those in authority among you.” He emphasized that adhering to these principles not only guides personal conduct but also fosters a harmonious and effective work environment dedicated to serving the people of Basilan.

The celebration served as a reminder of MAFAR’s commitment to nurturing both professional excellence and spiritual well-being among its workforce, aligning organizational goals with the values cherished by the Muslim community during Eid Fitri.

The “People’s Governor,” Gov. Mujiv Hataman led the meaningful ribbon-cutting ceremony for the Agro-Industrial Trade Fair titled “Tabuan sa Bagong Kapitolyo” recently. The event is part of the vibrant celebration of Tennun Pakaradjaan sa Ramadan an annual program of the Provincial Government of Basilan that honors the province’s rich culture, strong faith, and continuous progress.

Joining Gov. Hataman in cutting the ribbon were Isabela City Mayor Sitti Djalia Hataman, 1st District Board Member Ahmed Ibn Hataman, Admin Manny Muarip, Dr. Abulkhair Tarason, Chairman of the Basilan Ulama Council, and other officials and community leaders.

Also present at the program were representatives from various agencies and institutions, including Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) Provincial Director Hanie Muadz Junuban, Ministry of Trade, Investments and Tourism (MTIT) Provincial Director Argie Sarco, MAFAR Supervising Agriculturist Ms. Myra Grace Peñaflor, and College of Agriculture Dean Oscar Francisco Jr. They also served as judges for the competition held as part of the trade fair.
