The 12th Sangguniang Bayan of Lal-lo convened for its 47th Regular Session today, June 1, 2026, at the Sangguniang Bayan Session Hall, presided over by Vice Mayor and Permanent Presiding Officer Hon. Maria Olivia B. Pascual.

Present during the session were SB Members Hon. Crystalyn Mae D. Invierno, Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, Hon. Antonio G. Villanueva, Jr., Hon. Jimmy C. Bacuyag, Hon. Henry L. Jose, and Hon. Jimmy P. Balatico, together with Liga ng mga Barangay President Hon. Wilson C. Pascual and SK Federation President Hon. Andrea Faye I. Combate.

As part of the session, the Sangguniang Bayan awarded a Certificate of Commendation to Ms. Ashley Amori Gamboa in recognition of her achievement as Ms. PRISAA 2026.

Under Committee Reports and Communications, the body deliberated on matters concerning the proposed Integrated Tourism and Cultural Heritage Code of the Municipality of Lal-lo, an invitation for training on Artificial Intelligence tools and technologies for records management, the submission of Barangay Catugan's Supplemental Budget No. 1 for CY 2026, and proposed ordinances related to emergency preparedness training for Kasalang Bayan participants and the observance of Flood and Tropical Cyclone Awareness Week in the municipality.

Among the key items discussed under Business for Today were a resolution commending and congratulating the graduates of Batch 2026, the proposed institutionalization of the Local Housing Board of the Municipality of Lal-lo, and the continued deliberation of an ordinance institutionalizing the systematic distribution of government assistance within the municipality.

The session discussed legislative measures and matters aimed at strengthening governance, community welfare, disaster preparedness, housing development, tourism promotion, and public service delivery in Lal-lo.

46TH REGULAR SESSION OF SB IN ACTION

The 46th Regular Session of the 12th Sangguniang Bayan of Lal-lo was successfully conducted today, May 25, 2026, at the Sangguniang Bayan Session Hall, presided over by Hon. Crystalyn Mae D. Invierno as Temporary Presiding Officer.

Present during the session were Hon. Antonio G. Villanueva, Jr., Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, CPA, Hon. Gayleen L. Siriban, Hon. Jimmy C. Bacuyag, Hon. Henry L. Jose, Hon. Jimmy P. Balatico, Liga ng mga Barangay President Hon. Wilson C. Pascual, and SK Federation President Hon. Andrea Faye I. Combate. Meanwhile, Hon. Maria Olivia B. Pascual was on official time in her capacity as Acting Mayor of the Municipality of Lal-lo.

Among the important matters tackled were the strengthening of transparent and systematic distribution of government assistance through the proposed creation of a Grievance and Appeals Committee, the referral of various barangay ordinances for committee review, and the passage of resolutions recognizing the outstanding achievements of Lal-lo’s pride in academics, professional education, and national competitions.

The body also unanimously approved on First Reading the proposed ordinance prohibiting child marriage in the Municipality of Lal-lo — a significant step in protecting the rights and welfare of children and promoting responsible, rights-based governance.

The Sangguniang Bayan remains steadfast in advancing responsive legislation, strengthening local governance, and addressing the needs of the people through meaningful action and public service.

𝗛𝗜𝗚𝗛𝗟𝗜𝗚𝗛𝗧𝗦 | 45TH REGULAR SESSION OF THE SANGGUNIANG BAYAN OF LAL-LO

The 45th Regular Session of the Sangguniang Bayan of Lal-lo was successfully convened today with Hon. Crystalyn Mae D. Invierno, as the Temporary Presiding Officer. Vice Mayor, Hon. Maria Olivia B. Pascual is on Official Time as the Acting Mayor of the Municipality.

Among the important matters tackled and approved during the session were:
✅ Proposed MOA with TESDA for the implementation of Technical-Vocational Education and Training (TVET) Programs in Lal-lo
✅ Supplemental Budgets of various barangays and SK councils
✅ Barangay ordinances promoting responsible pet ownership, environmental cleanliness, anti-harassment measures, public sanitation, and proper decorum in government offices
✅ Resolution addressing Human Resource for Health gaps through the creation of permanent plantilla positions in the Rural Health Unit
✅ Recognition of Hon. Maria Olivia B. Pascual for being named among the Top 6 BMB GAD awardees in the Philippines

The body likewise referred several important measures and ordinances to appropriate committees for further deliberation, including agricultural partnership projects, environmental protection ordinances, and regulations on excessively loud mufflers.

SB Secretary, Joy Lagarico, likewise reminded the august body of the upcoming Facebook Live information drive on Thursday, May 21, 2026, at 4:00 PM, of the Authors of the High Visibility Vest Ordinance.

The session adjourned at 9:41 AM after productive discussions and deliberations aimed at strengthening local governance and public service for the people of Lal-lo.

LOOK | 12th Sangguniang Bayan Holds 44th Regular Session, Approves Key Ordinances and Resolutions

The 12th Sangguniang Bayan of Lal-lo convened its 44th Regular Session on May 11, 2026, at the Sangguniang Bayan Session Hall, presided over by Vice Mayor Maria Olivia B. Pascual.

Present during the session were Hon. Crystalyn Mae D. Invierno, Hon. Winston L. Rosales, Hon. Ian DJ C. Israel, CPA, Hon. Gayleen L. Siriban, Hon. Jimmy C. Bacuyag, and Hon. Henry L. Jose alongside with Hon. Wilson C. Pascual, Liga ng mga Barangay President.
One of the highlights of the session was the oath-taking of Joy M. Lagarico as the newly appointed Secretary to the Sangguniang Bayan, administered by the Vice Mayor before the members of the Sanggunian.

Under Committee Reports, Communications, and Information, the body noted the submitted accomplishment reports from the Municipal Environment and Natural Resources Office and the Municipal Civil Registrar’s Office, as well as the Status of Appropriations, Allotments and Obligations (SAAOB) for April 2026.

Key discussions included an ordinance institutionalizing the Rebel Returnee Integration Program in the municipality, including the creation of the Enhanced Comprehensive Local Integration Program (E-CLIP) Committee and the establishment of a halfway house for beneficiaries.
The body also approved on third and final reading the ordinance requiring motorcycle, e-bike, bicycle, kulong-kulong, and kuliglig drivers to wear high-visibility vests to strengthen road safety within the municipality.

Under Other Matters, the Sanggunian approved the authority of Mayor Florence Oliver B. Pascual to enter into a Memorandum of Agreement with neighboring municipalities for disaster and emergency response partnerships.

A resolution requesting partner national agencies to conduct payout programs within Lal-lo was likewise approved.
