Basco, Batanes, April 27, 2026 — Cagayan State University (CSU) Lal-lo Campus researchers took center stage in a research utilization workshop organized by CPD Region II, presenting evidence-based findings on outmigration and its socio-economic, demographic, and environmental impacts.
Starting with a heartwarming opening message from Regional Director Theresa C. Soriano, MADem of the Commission on Population and Development Region 2
Mr. Allan T. Tabuyo and Mr. Lyle Gavien L. Alcomendras of CSU shared key recommendations from their study, “Beyond the Space: Outmigration Trends in Batanes Province” which served as the foundation for policy discussions among government agencies, health officials, and development partners.
Reactors from Atty. Reginald Agustin, Senior Economic Development Specialist of Department of Economy, Planning, and Development Region 2 and Atty. Rogelio T. Benitez, Regional Director of Department of Migrant Workers pledged to act on CSU’s recommendations, emphasizing strategies to address migration drivers, strengthen reintegration programs, and ensure overseas employment becomes a choice rather than a necessity. Ms. Sheila Marie T. Villamil, DOH-CVCHD also linked the findings to declining birth rates and Dr. Allan M. Sande, Provincial Health Officer of Batanes, called for recalibrated health systems to meet the needs of ageing and dispersed families.
The workshop is part of the Responsible Parenthood and Reproductive Health Caravan funded by DOH-CVCHD, underscored CSU’s vital role in shaping evidence-based policies that respond to the realities of migration in Batanes.
