Visayas Command, AFP Your Reliable Armed Forces in the Visayas! In September 1962, it was reorganized to become the 3rd Military Area or the 3rd Brigade of the Philippine Army.

The Visayas Command of the Armed Forces of the Philippines traces its roots from the former 3rd Military Area that was activated on May 17, 1942, at the height of the Second World War. Little is told about its existence but some history annals are replete with narratives on how its four military districts covering Panay Island; Negros; Cebu and Bohol; and Samar and Leyte, the 3rd Military Area under Colonel Juan K Causing played an important role for the liberation of the Visayas by organizing the Filipino resistance against the Japanese occupation. As the Cebuanos commemorate yearly the landing of US troops at the beach of Talisay, 4 miles South of Cebu City, on March 26, 1945, they also remember the heroism of more than 8,000 Filipino soldiers and guerillas who fought alongside the American forces to liberate Cebu, Bohol and Negros from the hands of the Japanese Forces. About 3,600 Filipino soldiers and guerillas died and thousands more were wounded before Cebu was totally liberated in July 1945. Facing internal security threat after the 2nd World War, the 3rd Military Area under Brigadier General Cornelio Bondad reconstituted in March 1954 to take operational control of the Philippine Army and the Philippine Constabulary units in the Visayas against the Hukbalahap forces. With the newly activated 5th Infantry Division of the Philippine Army under its control, the 3rd Military Area deployed Battalion Combat Teams in the different islands in the Visayas. The Command saw one of its glorious years after its reorganization in 1970 to become the 3rd Infantry Brigade Separate, Philippine Army. While maintaining its Headquarters in Cebu, this Command in 1973, then under Brigadier General Fortunato Abat, deployed four of its battalions to form the Central Mindanao Command CEMCOM that featured in famous battles at the Tran-Lebak Complex in Sultan Kudarat breaking the backbone of the rebellion. With its proven mettle in combat and in rebuilding communities affected by the raging conflict, the Command was upgraded to become the 3rd Infantry Division of the Philippine Army in 1974. Three of its infantry battalions that were deployed in Mindanao were awarded with the Presidential Streamer Award by then President Ferdinand Edralin Marcos for their outstanding feat in both combat and non-combat operations. The creation of the regional unified commands as controlling operational headquarters for counter-insurgency operations in every region in 1981 and the subsequent transfer of the 3rd Infantry Division Headquarters to the Island of Panay in 1986, in effect, dissipated and disrupted the services and history of this Command until the activation of the Visayas Command (VISCOM) on March 29, 1988. On 01 December 2001, VISCOM was renamed Central Command as it was reorganized from an Area Command into a Unified Command. However, following its rich history from the time of its activation. Central Command was reverted back to its name as Visayas Command on 07 July 2021 with the primary mission of conducting prompt and sustained joint air, sea, and land operations, including military operations in the whole Visayas region. For the task of securing more than 18 million people in three regions; 16 provinces; 39 cities and 369 municipalities, VISCOM employs two Joint Task Forces: the Joint Task Force Spear stationed in Camp Macario B Peralta in Jamindan, Capiz, and the Joint Task Force Storm in Camp Vicente Lukban, Catbalogan City, Samar. The Naval and Airforce component units, the Naval Forces Central in Naval Base Rafael Ramos in Lapu-lapu City, and the Tactical Operations Wing Central of the Philippine Airforce which is stationed at Brigadier General Benito N Ebuen Air Base in Mactan, Cebu, and the Army's 53rd Engineer Brigade for combat support operations and engineering civic action programs.

New VISCOM Chief Assumes Command, Pledges Strengthened Security Across the Visayas

CEBU CITY — Major General Moises L Micor PAF, formally assumed leadership of the Visayas Command (VISCOM) on Monday, October 5, 2026, during a turnover ceremony at Camp Lapulapu, Cebu City, committing to elevate the military's operational readiness and sustain peace across the central Philippines.

Maj Gen Micor, a seasoned Philippine Air Force officer, takes the helm at a critical time as the Armed Forces of the Philippines (AFP) continues to modernize its response to evolving regional security threats. He succeeds Acting Commander Major General Peter B Burgonio PA.

Chief of Staff AFP General Antonio G Nafarrete PA, presided over the change of command ceremony.

"As I assume command, I do so with a clear understanding that this position is not merely a privilege, but a responsibility," Maj Gen Micor said during his assumption speech. "In leading this Command, I will be guided by the three Cs that have shaped my service: Character, Competence, and Credibility. Character provides the moral foundation, competence provides the ability to perform, and credibility builds the trust necessary for our organization to move forward as one. Above all, our greatest strength remains with our people. With their continued commitment, discipline, and professionalism, we will face the challenges ahead with determination and move forward with confidence and trust."

A member of the Philippine Military Academy (PMA) "Maalab" Class of 1993, Maj Gen Micor brings extensive leadership experience to VISCOM. His previous assignments include commanding the Air Mobility Command (AMC), the Tactical Operations Wing Central (TOWCEN), and the 205th Tactical Helicopter Wing. Defense officials expect his specialized background in air mobility and tactical operations to significantly reinforce VISCOM’s regional capabilities.

He inherits a command that maintained strong operational momentum under Maj Gen Burgonio, who was credited with preserving vital peace and development gains throughout the Visayas during his tenure.

Gen Nafarrete acknowledged the contributions of the outgoing leadership and expressed absolute confidence in Maj Gen Micor’s ability to steer VISCOM toward its objectives.

"Maj Gen Burgonio knew the operating environment and understood the work that had to continue. And today, Maj Gen Micor takes responsibility for that work, bringing to VISCOM a career built in operation and command," Gen Nafarrete stated. "The Commander changes today, but the mission remains. The gains we have made against the remaining communist terrorist groups must be sustained, while VISCOM must also remain ready to respond to other missions that may be required of it. This requires every soldier, airman, sailor, and marine to work as one force across a wide and complex operating environment. I am confident that Maj Gen Micor will lead the Command well."

Gen Nafarrete concluded by calling on the men and women of VISCOM to extend their full support to the new Commander and continue performing their duties with the professionalism expected of the Command.

Under Maj Gen Micor’s directive, VISCOM is expected to push forward with new initiatives aimed at modernizing its ranks, strengthening inter-branch cohesion, and proactively securing a safer, more peaceful region.

STRENGTHENING HADR READINESS IN TACLOBAN CITY THROUGH HAZMAT TRAINING

The Visayas Command (VISCOM), through Joint Task Force (JTF) Storm, reinforced its Humanitarian Assistance and Disaster Response (HADR) capability by conducting a two-day Hazardous Materials (HAZMAT) Training under the framework of Pacific Partnership 2026. The training was designed to enhance responders’ knowledge and operational readiness in identifying, assessing, and appropriately responding to hazardous materials incidents, while fostering interoperability among government agencies and volunteer organizations to ensure a safe, coordinated, and effective response to HAZMAT-related emergencies across the Visayas region.

Held on September 14 and 15 at the Tropic's Hotel, MacArthur Park in Palo, Leyte, the training brought together personnel from Task Group Tacloban, the 543rd Engineer Construction Battalion, 525th Engineer Combat Battalion, 505th Search and Rescue Group, Tacloban City Police Office, Tacloban City Disaster Risk Reduction and Management Office (CDRRMO), Coast Guard District – Eastern Visayas, and the Bureau of Fire Protection (BFP). This diverse participation provided a valuable platform to strengthen inter-agency coordination, enhance shared understanding, and prepare units for effective HAZMAT incident management.

The sessions covered critical areas such as HAZMAT labeling standards and placards, identification of exposure signs, protective and safety measures, and risk assessment of potentially contaminated areas. Through these discussions and practical learning activities, participants sharpened their ability to recognize hazards, evaluate risks, and apply protective measures to safeguard responders and communities. Each participant was also provided with the 2024 Emergency Response Guidebook, a vital reference for the initial phase of transportation incidents involving hazardous materials or dangerous goods.

This training formed part of the series of engagements under Pacific Partnership 2026 (PP26), an annual multinational humanitarian mission in the Indo-Pacific. PP26 brings together the United States, Allies, and Partner nations to work alongside host countries in advancing disaster preparedness, humanitarian response, and community resilience. This humanitarian mission aims to enhance HADR capabilities and interoperability through joint training and exercises, strengthen civil-military cooperation by fostering collaboration among military, government, and humanitarian organizations, and promote grassroots resilience by supporting communities with healthcare, engineering projects, and outreach activities.
