The award was presented by Samson B. Appoy, the Cluster Head of the Department of the Interior and Local Government - Ifugao, during the Aguinaldo Local Government Unit (LGU) Flag Ceremony on June 1, 2026.

The award was accepted by Municipal Mayor Clemente S. Talusig, along with Municipal Vice Mayor Ricky B. Uchayan and Sanggunian Bayan members Hon. Nitz Guinay B. Paynohon, Hon. Joel C. Maguiwe, Hon. The Comprehensive Land Use Plans (CLUP) of thirteen LGUs are nearing completion with the commencement of Phase 5 of the land use plan intervention implemented through Regional Institutional Development Support (RIDS) today, May 25.

Through the partnership between DILG-CAR and DHSUD-CAR, the target LGUs shall embark on revisiting their sectoral goals and objectives in preparation for the public consultations and eventual drafting of their Zoning Ordinances later this year.

In his message, DILG-CAR Regional Director Atty. Anthony C. Nuyda, CESO III emphasized the importance of ensuring the completion of the LGUs' CLUPs citing the heightened need for mainstreaming disaster risk reduction and climate change adaptation across local development plans.

It can be recalled that the DILG, DHUSD, and the University of the Cordilleras commenced the CapDev intervention on CDRA and CLUP in 2024 as the region's flagship program for the RIDS.

DILG-CAR proudly celebrates the exemplary performance of Local Government Units across the Cordillera Administrative Region in the CY 2026 Local Council for the Protection of Children (LCPC) Functionality Assessment.

Out of eighty-three (83) LGUs assessed, seventy-three (73) achieved the IDEAL Level of Functionality, reflecting strong and effective child protection systems at the local level. The remaining LGUs were assessed under the MATURE and PROGRESSIVE Levels, demonstrating sustained efforts toward continuously strengthening LCPC structures, policies, and service delivery for children.

This accomplishment underscores the unwavering commitment of LGUs in advancing responsive, inclusive, and rights-based governance for children through strengthened Local Councils for the Protection of Children.

DILG-CAR extends its sincere appreciation to all Local Government Units and partner stakeholders for their dedication and collective efforts in ensuring the promotion, protection, and fulfillment of every childโ€™s rights and welfare in the region.

The Provincial Inter-Agency Monitoring Team (IMT) of the Local Committee on Anti-Trafficking and Violence Against Women and Their Children (LCAT-VAWC) successfully conducted the ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ ๐—Ÿ๐—–๐—”๐—ง-๐—ฉ๐—”๐—ช๐—– ๐—™๐˜‚๐—ป๐—ฐ๐˜๐—ถ๐—ผ๐—ป๐—ฎ๐—น๐—ถ๐˜๐˜† ๐—”๐˜€๐˜€๐—ฒ๐˜€๐˜€๐—บ๐—ฒ๐—ป๐˜ on May 21, 2026 at the Conference Room, DILG-Ifugao Provincial Office, Lagawe, Ifugao.

The activity brought together representatives from various member agencies of the Provincial IMT to assess the functionality and performance of the eleven (11) municipalities of Ifugao in implementing programs, policies, and initiatives geared towards combating human trafficking and addressing violence against women and their children.

Prior to the assessment, all municipalities successfully submitted their Means of Verification (MOVs) on or before the prescribed deadline, reflecting their commitment to strengthening local mechanisms that promote the protection, welfare, and rights of women and children.

The Provincial IMT is composed of partner agencies and stakeholders led by REGINA ELIZABETH L. MAMMAG, Provincial Director of DILG-Ifugao, as Chairperson; together with representatives from the Provincial Social Welfare and Development Office (PSWDO), Department of Justice (DOJ)/Provincial Prosecutor, Provincial Health Office (PHO), Philippine National Police (PNP), and civil society organization.

The assessment underscores the collective commitment of the Provincial IMT in ensuring that LGUs maintain responsive, gender-sensitive, and child-friendly governance systems anchored on collaboration, accountability, and protection of vulnerable sectors.

Through strengthened inter-agency partnership and shared responsibility, the Provincial IMT continues to uphold its vital role in advancing safe, inclusive, and empowered communities in the Province of Ifugao.
