PRO 5 ALL SET FOR SAFE OPENING OF CLASSES 2026; OVER 7,000 SECURITY PERSONNEL TO BE DEPLOYED IN BICOL
As the opening of classes on June 8, 2026 draws nearer, the Police Regional Office 5 (PRO 5), under the leadership of PBGEN Erosito N Miranda, Regional Director, is significantly stepping up its security preparations to ensure the safety, protection, and peace of mind of learners, teachers, parents, and school communities in the Bicol Region.
PBGEN Miranda emphasized that the safety of students remains a top priority of the organization, in line with the PNP’s commitment to safe and secure learning environments.
To ensure a secure and orderly opening of classes, PRO 5 will deploy a total of 2,389 police personnel strategically assigned throughout the region. This will be supported by 667 personnel from partner agencies, including the Bureau of Fire Protection (BFP), Armed Forces of the Philippines (AFP), and Philippine Coast Guard (PCG). In addition, 4,067 force multipliers from local government units, barangay peacekeeping groups, and community-based support organizations will further enhance security presence.
In total, a combined force of 7,123 security personnel will be deployed across 4,166 identified public and private schools in the entire Bicol Region.
As part of enhanced visibility and rapid response mechanisms, PRO 5 will establish 286 Police Assistance Desks (PADs) strategically located within school premises and nearby convergence points. These will be manned by 809 trained police personnel who will provide immediate assistance, respond to emergencies, and ensure the safety and security of students, teachers, and school personnel.
To further deter criminal activities such as theft, “salisi” schemes, bullying, and other threats against students, PRO 5 will intensify round-the-clock foot and mobile patrol operations in identified school zones, transport routes, and surrounding communities.
Police visibility will also be strengthened in terminals, pedestrian crossings, and other high-traffic areas to ensure the safe movement of students to and from schools.
In addition, continuous police operations and intelligence-driven law enforcement activities will be sustained throughout the school year to maintain peace and order and prevent criminal threats within school communities.
The Regional Headquarters’ D.E.A.R. (Disaster Emergency Assistance Response) and C.A.R.E. (Crowd Management Advance Reactionary Force Engagement) contingents remain on FULL ALERT status. These elite response units are strategically positioned and ready for immediate deployment to provide augmentation support in emergency situations, crowd management, and areas requiring additional police presence.
PRO 5 continues to strengthen coordination with school administrators, local government units, parents-teachers associations, and community stakeholders to ensure a whole-of-community approach to school security. Information sharing, preventive education campaigns, and community engagement activities will also be intensified to support safer and more secure learning environments.
