"I come from a broken family and was raised by my beautiful mother together with my siblings. As the eldest among four siblings, reality hit me early because my mother alone worked hard to take care of us as a caregiver. Yet, because of God, He gave me opportunities and people who helped me grow and move forward until the end of my journey as a student.

"I came from a simple family, and life was not always easy financially. Because of this, I learned to value education, hard work, and perseverance. Through dedication and continuous effort, I proudly graduated cm laude.

The CHED-UNIFAST TES program was a great help throughout my college journey. The financial assistance supported my daily allowance, school fees, projects, transportation, and other educational needs. Because of TES, I was able to continue my studies with less financial burden on my family and focus more on reaching my goals.

My experiences taught me to stay strong during difficult times and to always be thankful for every opportunity and blessing. I hope to use my education and experiences to inspire others, especially students who are also facing challenges in life. I believe that with determination, support, and faith, dreams can truly be achieved. I will always remain grateful to the people and programs that helped me become the person I am today.

I am truly grateful to be one of the beneficiaries of the TES program. Being a TES grantee has been a great help in my academic journey, especially in supporting my financial needs as a student. The financial assistance I received was used for my daily allowance, miscellaneous school fees, projects, transportation, and other academic expenses, allowing me to continue my studies without placing too much burden on my family.

Through this program, I became more motivated and determined to do my best in school because I knew that there were people and institutions that believed in students like me. TES not only helped me financially but also inspired me to strive harder and pursue my dreams despite the challenges I encountered during my college journey.

Because of the support and opportunities provided by TES, I successfully completed my degree and proudly graduated as a cm laude awardee. As part of its month-long celebration of Higher Education Week, the Commission on Higher Education – Cordillera Administrative Region (CHED-CAR), through its UniFAST Unit, successfully conducted the first episode of the SEEDLING Project 2026 Series on May 28, 2026, via an online platform. The episode, titled “Impact Beyond Grant: Leading Change in Your Community,” gathered 234 participants.

The session featured Dr. Sheridan Athena Gajete, Presidential Staff Officer IV of the National Youth Commission, as the resource speaker. In her address, she emphasized the vital role of youth participation as a cornerstone of effective leadership, highlighting that meaningful engagement empowers young people to drive change in their communities.

Dr. Gajete’s message to the youth was captured through the “BEYOND” principle: building solutions, confidence, and communities; empowering fellow youth through action and leadership; yielding positive impact through service and participation; opening opportunities for collaboration and growth; nurturing advocacies, compassion, and social responsibility; and developing sustainable change and future leaders.

The SEEDLING Project—Skills Enhancement, Engagement, and Development: A Learning Intervention to Nurture Grantees—is one of the flagship initiatives of the UniFAST Unit. It offers free learning and development opportunities to student-grantees under the Universal Access to Quality Tertiary Education Act (UAQTEA), reinforcing the agency’s commitment to empowering learners beyond financial assistance.

𝗡𝗘𝗪𝗦 𝗙𝗘𝗔𝗧𝗨𝗥𝗘 | 𝗖𝗛𝗘𝗗–𝗖𝗔𝗥 𝗨𝗻𝗶𝗙𝗔𝗦𝗧 𝗨𝗻𝗶𝘁 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗔𝗻𝗻𝘂𝗮𝗹 𝗠𝗼𝗻𝗶𝘁𝗼𝗿𝗶𝗻𝗴 𝗮𝘁 𝗜𝗙𝗦𝗨

As part of its continued commitment to ensuring effective program implementation, the Commission on Higher Education – Cordillera Administrative Region (CHED–CAR), through its UniFAST Unit, conducted its annual monitoring activity with Ifugao State University (IFSU) on June 2, 2026. The activity aimed to assess the implementation of the Universal Access to Quality Tertiary Education Act (UAQTEA) programs, particularly the Tertiary Education Subsidy (TES) and Tulong Dunong Program (TDP).

The monitoring also served as a platform to gather feedback and recommendations from the university to further enhance the delivery and effectiveness of these programs.

Key areas discussed during the meeting included the application processes for TES and TDP, billing and disbursement procedures, liquidation concerns, and compliance with regional initiatives such as Projects SAGIP and MARITES.

The activity was led by CHED–CAR UniFAST Regional Coordinators, Ms. Delaila Irma T. Calindas and Ms. Jurcell Dilla. The IFSU delegation was headed by Dr. Michele Jaymalin Dulay, University Focal Person for UniFAST, together with focal persons from various IFSU campuses, as well as representatives from the Accounting and Registrar’s Offices.

This collaborative effort underscores CHED–CAR and IFSU’s continued commitment to ensuring the efficient and transparent implementation of student financial assistance programs in the region.

"The financial burden addressed by the CHED-UniFAST TES Program has laid the foundation for what I have achieved now, and without financial support, I may have never finished my course. The Tertiary Education Subsidy has given my parents reinforcement, considering that there were three of us in college pursuing the engineering dream we desired to fulfill, while my father was a carpenter and my mother was a housewife.

The CHED-UniFAST TES Program is a beacon of hope for millions of dreams held by students who believe that someday their aspirations will come true. As for me, there is no “Engineer Me” without the subsidy. Truly, I am an investment of our country through the CHED-UniFAST TES Program."
