With the intention to uplift the disadvantaged sectors, Mayor Roderick Awingan has directed the experimental implementation of exempting Persons with Disabilities (PWDs) and Senior Citizens from the number coding scheme as stated in Executive Order No. 65 s. 2026.

The trial run’s goal is two-fold: 1) generate data as a basis for policy-making and 2) determine the possibility of amending local ordinances.

Moreover, beneficiaries are required to submit a valid PWD or Senior Citizen ID and the OR/CR of the vehicle to the Municipal Social Welfare Development Office (MSWDO).

The exemption stub must be obtained a day before or on the day of usage, which is valid for a maximum of 12 hours.

To avoid overlap, the exemption will begin on May 1 until June 15, 2026.

This period immediately follows the end of the temporary coding suspension as mandated in Administrative Order No. 13 s. 2026 issued on April 8, 2026.
