The Department of the Interior and Local Government-Cordillera (DILG-CAR) presents the LGC RevAmP or the Local Government Code Review and Amendment Program to engage stakeholders across sectors to share their inputs and provide their recommendations on the amendment of the thirty-five year-old Local Government Code.

We recognize the need to revisit the LGC in order to better position our local government units to respond to and address contemporary governance challenges, and it is necessary that these recommendations are sourced directly from our constituents.

Among the key reform areas include Fiscal/Financial Reforms, Service Delivery, Local Autonomy, and Administrative and Operational Reform. However, policy recommendations on any part of the LGC are welcome!

Whether you are affliated to an LGU, civil society organization, higher education institution, or national government agency, you have a say on this important endeavor!

June 17, 2026 | The Committee on Health and Sanitation convened a committee meeting to deliberate on the proposed ordinance institutionalizing and strengthening the Province of Benguetโ€™s response to Sexually Transmitted Infections (STI), Human Immunodeficiency Virus (HIV), and Acquired Immunodeficiency Syndrome (AIDS), including the provision of funds for its implementation.

This was facilitated by committee chairperson Hon. Lady Charmaine S. Molintas-Likigan, with vice chairperson Hon. Romeo K. Salda, and member Hon. Ruben L. Tinda-an.

Present during the meeting were resource persons Dr. Meliarzon F. Dulay, Provincial Health Officer II and Dr. Jocelyn E. Legaspi, Provincial Health Officer I of the Provincial Health Office; Dr. Mercedes S. Calpito, Disease Management Officer V and Mr. Darwin F. Babon, MMPHA, Disease Management Officer III of the Department of Healthโ€“Benguet; Dr. Joanne Uy, Medical Specialist II of Benguet General Hospital; and Dr. Ryan C. Guinaran, Country Program Manager of the AIDS Healthcare Foundation Philippines.

Technical and administrative assistance were provided by the Office of the Secretary to the Sangguniang Panlalawigan and the Office of the Sangguniang Panlalawigan Members.

42nd Regular Meeting of the 12th Sangguniang Panlalawigan ng Benguet was held on June 15, 2026, at the SP Session Hall, 2nd Floor Legislative Building, Capitol Compound, La Trinidad, Benguet. The meeting was presided over by Hon. Marie Rose T. Fongwan-Kepes, Provincial Vice Governor and Presiding Officer.

LEGISLATIVE ACTIONS TAKEN DURING THE REGULAR MEETING:

I. ORDINANCE/RESOLUTION APPROVED ON ITS 3RD AND FINAL READING:
1. Provincial Ordinance No. SP12-066, entitled: "AN ORDINANCE INSTITUTIONALIZING THE STELLAR HEALTH ACHIEVEMENTS YEARLY AWARDS (SHAYAW) OF THE PROVINCE OF BENGUET, PROVIDING FOR ITS STRUCTURE AND FUNDING." (Authored by: Hon. Lady Charmaine S. Molintas-Likigan)
2. Provincial Resolution No. SP12-R-89, entitled: "A RESOLUTION CONGRATULATING AND RECOGNIZING DR. FREDDIE B. CADAY OF BARANGAY AMPUCAO, ITOGON, BENGUET, ON HIS APPOINTMENT AS THE THIRD PRESIDENT OF IFUGAO STATE UNIVERSITY." (Author: Hon. Johannes A. Amuasen)

II. RESOLUTION FROM OTHER LOCAL GOVERNMENT UNITS GIVEN SUPPORT:
1. Philippine Councilors League-Benguet Chapter (PCL-Benguet Chapter) Resolution No. 01, series of 2026, entitled: "A RESOLUTION URGING THE DEPARTMENT OF AGRICULTURE TO IMPOSE AN IMMEDIATE MORATORIUM ON THE IMPORTATION OF HIGHLAND VEGETABLES, AND TO PRIORITIZE DOMESTIC SUPPLY CHAIN INTERVENTIONS."

III. RESOLUTION ENDORSED TO OTHER LOCAL GOVERNMENT UNITS:
1. FAFOD Resolution No. 2026-008, entitled: โ€œA RESOLUTION URGING THE MUNICIPAL LOCAL GOVERNMENT UNITS OF THE PROVINCE OF BENGUET TO ENACT AN ORDINANCE REQUIRING THE REGISTRATION AND ORIENTATION OF MIGRANT WORKERS IN THEIR LOCALITY.โ€

IV. RATIFIED CONTRACTS/AGREEMENTS:
1. Memoranda of Agreement entered into by and between the Provincial Government of Benguet and the following personnel: Mr. Lester L. Marzan, Nurse I; Mr. Christian Resti C. Bugaoisan, Casual Nurse I; and Mr. Dandi C. Depayso, Casual Administrative Aide I, pertaining to the training on Hemodialysis Machines and Equipment Operation from May 17 to July 19, 2026.
2. Memorandum of Agreement between the Provincial Government of Benguet and the Department of Educationโ€“Schools Division of Benguet, pertaining to the implementation of a Milk Feeding Program through the provision of locally produced fresh milk-based food products to undernourished children, pursuant to Republic Act No. 11037, otherwise known as the National Feeding Program Act. Adaoay Kindergarten and Elementary School, being the nearest school to the Kabayan Animal Breeding Station, shall serve as the initial beneficiary of the program.
3. Contract of Services of the following personnel assigned at the different offices of the Provincial Government of Benguet for the period June to December 2026, to wit: Ms. Diseny D. Sawey, Administrative Aide VI at the Northern Benguet District Hospital; Ms. Eriel Cate M. Pilay, Administrative Aide VI at the Northern Benguet District Hospital;Ms. Clairedelaine M. Cayapa, Administrative Aide VI at the Northern Benguet District Hospital;Ms. Juliet C. Cuyasen, Pharmacist I at the Northern Benguet District Hospital; Ms. Vanessa Joy N. Esteban, Pharmacist I at the Itogon District Hospital; Ms. Kiruna P. Camsol, Bookkeeper at the Provincial Accounting Office;and Ms. Kleanne Faye F. Lauro, Administrative Aide VI at the Provincial Health Office.

V. FAVORABLY REVIEWED MUNICIPAL ORDINANCES:
1. Bokod Municipal Ordinance No. 31, series of 2026, entitled: โ€œLIMITING THE JURISDICTION OF THE SANGGUNIANG BAYAN IN THE EXERCISE OF ITS QUASI-JUDICIAL POWERS EXCLUSIVELY TO ELECTIVE BARANGAY OFFICIALS."
2. Kapangan Municipal Ordinance No. 262, series of 2026, entitled: "AN ORDINANCE AMENDING SECTION 3 OF MUNICIPAL ORDINANCE NO. 165, SERIES OF 2021, ENTITLED "AN ORDINANCE GRANTING SUPPLEMENTARY INCENTIVE TO BARANGAY AGRICULTURAL EXTENSION WORKERS OF KAPANGAN AS COUNTERPART TO THE CURRENT AMOUNT OF INCENTIVE BEING PROVIDED BY THE PROVINCIAL GOVERNMENT," BY INCREASING THE MONTHLY INCENTIVE FROM SEVEN HUNDRED PESOS (P700.00) TO ONE THOUSAND PESOS (P1,000.00), AND FOR OTHER PURPOSES."

4. Bokod Municipal Ordinance No. 28, series of 2026, entitled: "REGULATING THE USE OF VIDEOKE MACHINES AND OTHER AMPLIFIED AUDIO DEVICES WITHIN THE MUNICIPALITY OF BOKOD, BENGUET."
5. Bokod Municipal Ordinance No. 29, series of 2026, entitled: "PROHIBITING THE ACT OF BEING TOPLESS OR HALF-NAKED IN PUBLIC PLACES WITHIN THE MUNICIPALITY OF BOKOD, BENGUET."
6. Bokod Municipal Ordinance No. 30, series of 2026, entitled: "BANNING DRINKING OF LIQUOR AND INTOXICATING BEVERAGES IN PUBLIC PLACES WITHIN THE MUNICIPALITY OF BOKOD, BENGUET."

June 11, 2026 | The Committee on Disaster Risk Reduction and Management conducted a consultation meeting on June 11, 2026, facilitated by Committee Chairperson Hon. Mary Joy P. Sabo-Fermin, together with Hon. Ruben L. Tinda-an and Hon. Jim G. Botiwey.

The consultation focused on the presentation of current Disaster Risk Reduction and Management (DRRM) programs and activities, as well as proposals on the formulation of a DRRM Code and other DRRM-related policies for legislative action. Discussions also covered other matters relevant to strengthening disaster preparedness, response, and resilience in the Province of Benguet.

Present during the meeting were invited resource persons from the Office of the Governor - Provincial Disaster Risk Reduction and Management Office (PDRRMO) headed by Mr. Jessie Jose T. Domeris, LDRRMO III.

Technical assistance and secretariat support were provided by the Office of the Secretary to the Sangguniang Panlalawigan (OSSP) and the Office of the Sangguniang Panlalawigan Members (OSPM).
