InfoACE Mindanao Cluster Pays Courtesy Visit to Tawi-Tawi Agriculture Office|

The Information and Advocacy for Communication and Education (InfoACE) Mindanao Cluster paid a courtesy visit to the Office of the Chief Agriculturist of Tawi-Tawi as part of the preparations for the first-ever clusterwide coordination meeting and Workshop on Video Production for Effective Public Communication and Strategic Communication Alignment for PRDP Scale-Up.

RPCO BARMM InfoACE Unit Head Musrifa Mago, together with PRDP Project Support Office (PSO) Mindanao Information and Advocacy Specialist Joseph John Palarca, DVM, met with Dr. Hja. Aida T. Jumli, Chief Agriculturist of the Province of Tawi-Tawi.

The courtesy visit provided an opportunity to strengthen coordination and establish collaboration with the provincial agriculture office, particularly in documenting and promoting the implementation and impact of DA-PRDP subprojects in Tawi-Tawi.

The clusterwide activity will bring together InfoACE personnel and focal persons from PSO Mindanao and RPCOs IX, X, XI, XII, XIII, and BARMM. It aims to enhance competencies in multimedia storytelling and video production while strengthening strategic communication, message alignment, branding, and communication approaches across PRDP implementing offices.

Through strengthened partnerships and coordinated communication efforts, the InfoACE Mindanao Cluster seeks to effectively showcase the stories, accomplishments, and development impact of PRDP Scale-Up across Mindanao.

𝗥𝗣𝗖𝗢 𝗫𝗜𝗜 𝗟𝗜𝗡𝗞𝗦 𝗥𝗔𝗙𝗜𝗣 𝗣𝗥𝗜𝗢𝗥𝗜𝗧𝗜𝗘𝗦 𝗧𝗢 𝗣𝗥𝗢𝗚𝗥𝗔𝗠𝗦 𝗔𝗡𝗗 𝗦𝗨𝗣𝗣𝗢𝗥𝗧

A plan is only as useful as the action it helps set in motion. For the Department of Agriculture - Philippine Rural Development Project (DA-PRDP) Regional Project Coordination Office (RPCO) XII, this means ensuring that investment priorities identified across SOCCSKSARGEN do not remain confined to planning documents, but are considered in the programs and interventions that can help bring them closer to the farmers, fisherfolk, and communities they are intended to support.

With this in mind, DA-PRDP RPCO XII, through the I-PLAN Component, conducted the Regional Agriculture and Fishery Investment Portfolio (RAFIP) Leveraging to Components activity on September 2 to 3, 2026 in General Santos City.

The activity focused on linking the Region 12 RAFIP with the operating components of PRDP and the regular programs of the Department of Agriculture, providing a venue to examine where identified investment priorities could find possible pathways for funding, support, and implementation.

The Region 12 RAFIP consolidates evidence-based findings and investment-ready interventions identified across the region's four provinces and one city. It covers key agricultural and fishery commodities, including rice, corn, coconut, coffee, rubber, abaca, cacao, and tuna.

More than a list of priority commodities, the RAFIP is intended to serve as a reference for programming, investment planning, resource mobilization, and the identification of interventions that may be supported by DA Banner Programs and other relevant stakeholders.

During the activity, participants discussed how RAFIP-identified investments could be aligned with the mandates, priorities, eligibility requirements, and available resources of the PRDP operating components and DA regular programs, while encouraging concerned offices and programs to consider the RAFIP as a reference in identifying opportunities to support and scale up priority agricultural and fishery interventions across the region.

For DA-PRDP, the process is about strengthening the link between planning and implementation. Investments identified through evidence and stakeholder engagement can only create an impact when they are translated into programs, projects, and support that reach farmers, fisherfolk, and agricultural communities.

By bringing the RAFIP to the attention of implementing components and regular programs, the activity aims to give the region's investment priorities a clearer path from planning documents to potential interventions on the ground.

𝗦𝗨𝗟𝗧𝗔𝗡 𝗞𝗨𝗗𝗔𝗥𝗔𝗧 𝗖𝗢𝗙𝗙𝗘𝗘 𝗘𝗡𝗧𝗘𝗥𝗣𝗥𝗜𝗦𝗘 𝗨𝗡𝗗𝗘𝗥𝗚𝗢𝗘𝗦 𝗧𝗘𝗖𝗛𝗡𝗜𝗖𝗔𝗟 𝗥𝗘𝗙𝗜𝗡𝗘𝗠𝗘𝗡𝗧

For Sultan Kudarat's coffee producers, turning a promising business idea into a working enterprise requires more than a good plan. It requires a proposal strong enough to move through technical review and toward possible implementation.

That process continued through the PSO-RPCO Joint Technical Assistance (JTA) for the Integrated Coffee Enterprise of Sultan Kudarat, conducted from August 24 to 28, 2026, in Koronadal City, South Cotabato.

The five-day activity brought together technical teams to assess the readiness and completeness of the enterprise's Business Plan and identify areas that still need to be strengthened.

It followed earlier technical assistance and the presentation of the Business Plan in July, continuing the process of refining the proposed enterprise before its finalization and eventual approval under the PRDP Scale-Up.

At the center of the review was a key question: 𝗗𝗼𝗲𝘀 𝘁𝗵𝗲 𝗽𝗿𝗼𝗽𝗼𝘀𝗲𝗱 𝗶𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁 𝗵𝗮𝘃𝗲 𝘁𝗵𝗲 𝘁𝗲𝗰𝗵𝗻𝗶𝗰𝗮𝗹, 𝗼𝗽𝗲𝗿𝗮𝘁𝗶𝗼𝗻𝗮𝗹, 𝗳𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹, 𝗮𝗻𝗱 𝗺𝗮𝗿𝗸𝗲𝘁 𝗳𝗼𝘂𝗻𝗱𝗮𝘁𝗶𝗼𝗻𝘀 𝗻𝗲𝗲𝗱𝗲𝗱 𝘁𝗼 𝗳𝘂𝗻𝗰𝘁𝗶𝗼𝗻 𝗮𝘀 𝗮 𝘀𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗰𝗼𝗳𝗳𝗲𝗲 𝗲𝗻𝘁𝗲𝗿𝗽𝗿𝗶𝘀𝗲?

The proposed project takes a holistic approach to the coffee value chain, covering production, processing, marketing, and financial planning. The technical assistance aimed to identify gaps in the proposal, provide recommendations, and guide the proponents on the succeeding steps needed to strengthen it.

The proposed enterprise will be co-managed by the Provincial Local Government Unit of Sultan Kudarat and United Highlander MPC, based in Senator Ninoy Aquino, Sultan Kudarat.

Three cooperative clusters are proposed to operate under the enterprise:
• Premium Coffee Farmers Enterprise Agriculture Cooperative
• Salangsang Coffee Growers Marketing Cooperative
• Tiger Farmers Agriculture Cooperative

The arrangement brings government support and organized coffee producers under a common enterprise structure, with the aim of consolidating production and strengthening the coffee value chain from farm to market.

The proposed subproject has also been refined into a medium-scale enterprise, with a proposed project cost of approximately ₱100 million. The revised scale and corresponding arrangements are among the matters examined during the Joint Technical Assistance as technical teams work with the proponents to ensure that the proposal remains viable and responsive to the needs of the coffee producers it intends to serve.

Once implemented, the PRDP Coffee Enterprise is expected to help increase coffee production, improve bean quality, introduce modern technologies, and expand connections with institutional buyers.

For Sultan Kudarat's coffee producers, the work now underway is part of the journey from plan to enterprise. The goal is not simply to complete a Business Plan, but to build an enterprise capable of producing better coffee, reaching wider markets, and creating a stronger link between the province's coffee farms and the buyers waiting for their beans.

Cotabato Province, PSO Mindanao Strengthen Coordination on Proposed PRDP Scale-Up Subprojects|

The Province of Cotabato and the Philippine Rural Development Project (PRDP) Project Support Office (PSO) Mindanao strengthened their coordination on the Province’s proposed subprojects under the PRDP Scale-Up, as provincial official and technical personnel met with the PSO Mindanao team to discuss the status of the proposals and the requirements needed for their further evaluation.

Governor Emmylou “Lala” J. Talino-Mendoza, MNSA, personally met with PSO Mindanao Project Director Macario D. Gonzaga and Deputy Project Director Carlene C. Collado, CPA, during the engagement. The meeting provided an opportunity to discuss the Province’s proposed investments and the necessary steps to ensure that these are properly documented and aligned with the requirements of the program.

Meanwhile, representatives from the concerned PRDP components and units held a technical discussion with the Province’s technical team. The discussions focused on documentary compliances, technical requirements, and other considerations that need to be addressed as the proposed subprojects undergo the necessary review and assessment.

The engagement highlights the importance of sustained coordination between the Provincial Government and PRDP, particularly during the project preparation stage. By working together on the requirements and technical aspects of the proposals, the concerned teams can help ensure that proposed investments are appropriately planned and assessed based on established program guidelines and the development needs of the communities they intend to serve.

A significant component of PRDP Scale-Up is I-BUILD which supports investments in rural infrastructure that can help improve connectivity, access, mobility, and the delivery of services in rural areas.

I-BUILD subprojects are particularly important in agricultural communities, where infrastructure plays a critical role in connecting production areas to markets and improving the movement of agricultural products. Roads, bridges, and other rural infrastructure can contribute to more efficient value chains and help address physical constraints faced by farmers and rural enterprises.

However, before any proposed investment can proceed, proponents must comply with the necessary technical, financial, environmental, social, and other requirements prescribed under the program. The ongoing discussions between Cotabato Province and PSO Mindanao are therefore part of the continuing process of preparing and assessing the Province’s proposed investments.

For PSO Mindanao, the engagement also demonstrates its role in providing technical guidance to project proponents as they navigate the requirements and processes under PRDP Scale-Up.

“We appreciate the Province of Cotabato’s active coordination with PSO Mindanao. Our role is to provide the necessary technical guidance as the proposed subprojects undergo the required preparation and assessment. We look forward to continuing this dialogue as the Province works on the necessary requirements,” Gonzaga said.

The meeting reflects the shared effort of the Provincial Government of Cotabato and PSO Mindanao to carefully develop and assess proposed investments under PRDP Scale-Up. Through continued technical discussions and coordination, both sides are working to ensure that proposals are properly prepared, responsive to development needs, and consistent with the standards and objectives of the program.

PRDP Scale-Up Mindanao is helping Farmers’ Cooperatives and Associations (FCAs) strengthen their enterprises through better access to financing, insurance, and risk-management services.

This was the focus of the Mindanao C.A.F.E. (Convergence for Agriculture and Fishery Enterprise) PRDP Scale-Up Forum, which brought together FCAs, Local Government Units (LGUs), project implementers, and financing and insurance providers in Davao City from August 25–28, 2026.

Under PRDP Scale-Up, enterprise development goes beyond facilities, equipment, and market support. FCAs must also be able to manage their finances, protect their investments, meet financing requirements, and build partnerships that can help sustain and expand their enterprises beyond project assistance.

The four-day forum covered financing windows and government credit programs, enterprise bankability and creditworthiness, agricultural insurance, climate and enterprise risks, claims and documentation, financial management, and loan repayment capacity. It also gave FCAs and LGUs the opportunity to identify financing needs and engage directly with government and private financial institutions and insurance providers.

Speaking on behalf of DA-PRDP PSO Mindanao Project Director Macario D. Gonzaga, Deputy Project Director Carlene C. Collado, CPA emphasized that strong enterprises require more than physical and market support.

“We recognize that infrastructure, equipment, and market access are only part of what an enterprise needs to succeed. Our FCAs must also be able to access appropriate financing, protect their investments from risks, manage their resources well, and make sound financial decisions as their enterprises grow," Collado said. “The long-term sustainability of PRDP-supported enterprises will depend not only on the assistance the Project provides today, but also on their ability to access opportunities, manage risks, and build partnerships that will help them grow.”

As part of the forum, proponents developed Enterprise Financing Access Plans, Insurance and Risk Mitigation Plans, Financing Readiness Assessments, Stakeholder Partnership Maps, and Action Plans for Enterprise Sustainability.

Through Mindanao C.A.F.E., PRDP Scale-Up is connecting FCAs with financing, insurance, and potential partners to help build more resilient, competitive, and sustainable rural enterprises across Mindanao.
