Commission on Population and Development Region XII Enabling SOCCSKSARGEN institutions towards People-centered development. Masayang Pamilya at Komunidad! Our region is composed of 4 provinces and 4 cities.

Welcome to the SOCCSKSARGEN Region (Region XII), home to 4,360,974 tri-people in Mindanao (2020). Cotabato Province, including Kidapawan City, is the most populous comprising 29.24% of the total population (1,275,185 in 2020). South Cotabato including Koronadal City follow at 22.37% (975,476). Sultan Kudarat including Tacurong City is a close third at 19.58% (854,052) and Sarangani province ranks

fourth at 12.82% (558,946). General Santos City, the only chartered city in SOCCSKSARGEN has a total population of 697,315 (15.99%). The population of Region XII increased by 1.60 percent annually from 2015 to 2020. By comparison, the rate at which the population of the region grew from 2010 to 2015 was higher at 1.94 percent. While the total population of SOCCSKSARGEN is steadily rising, its growth rate has slowed down from 2.99 in 2000 (1990-2000) to 1.78 in 2020 (2010-2020). The working age population comprises the majority of the population at 62.58% (15-64 years old), with young (0-14 years old) dependents following at 33.01%. The region is relatively young, with old dependents (65 years old and over) at less than 5%. Given this population age distribution, the region stands to gain its demographic dividend, if the necessary target indicators are met in the coming years. To contribute to the national goal of Matatag, Maginhawa at Panatag na Buhay, CPD XII is earnest in the implementation of its regional Philippine Population and Development-Plan of Action, with its 8-Core Strategic Actions, that are all designed to strengthen local government units, through capacity development for their effective promotion of Responsible Parenthood and Family Planning and Advancing Adolescent Health and Development, support the empowerment of the labor force and healthy, active ageing, harmonize development efforts and resources with regional line agencies and development partners such as Civil Society Organizations, work closely with international aid agencies, and cultivate a more data and research-driven Population and Development environment. CPD strongly believes in placing people at the heart of development. When people own development, they become its prime movers. But the arduous journey towards development calls for a collective effort from all of us, a whole-of-nation-approach. Everyone joining hands. Everyone taking part. The alarming rise in registered live births among girls aged 10โ€“14 in SOCCSKSARGEN is a call to action for all of us. Behind every number is a child whose rights, safety, health, and future must be protected.

The Commission on Population and Development (CPD) Region XII joins President Ferdinand R. Marcos Jr. in calling on government agencies, local government units, schools, parents, communities, civil society, the private sector, and digital platforms to strengthen our collective efforts to keep children safe from abuse, exploitation, violence, and online harms.

Preventing adolescent pregnancy among very young girls is not only a health or development concernโ€”it is a child protection imperative. It requires stronger families, safer communities, responsive services, effective local protection mechanisms, and meaningful opportunities for young people to thrive.

To help ensure that couples enter married life equipped with the knowledge and skills needed to build healthy, resilient, and responsible families, the Commission on Population and Development (CPD) Region XII successfully conducted the Pre-Marriage Orientation and Counseling (PMOC) Training on July 7โ€“9, 2026, at Paraiso Verde Hotel, Koronadal City.

Through interactive learning sessions, practical exercises, and return demonstrations, participants strengthened their competencies in facilitating quality pre-marriage orientation and counselingโ€”empowering them to guide future couples in making informed decisions on marriage, responsible parenthood, family planning, and family well-being.

This capacity-building initiative reinforces CPD Region XII's commitment to empowering local implementers and ensuring that every Filipino family has access to accurate information and responsive services that contribute to healthier families and sustainable communities.

PROTECT THE FILIPINO YOUTH!

The Commission on Population and Development (CPD) supports the call of President Ferdinand Marcos Jr., on protecting our young Filipinos from "harmful influences and forces that exploit their vulnerability: the corrosive influence of fake news; the unfettered exposure to po*******hy, even to minors; the constant depiction of casual violence; and the toxicity and hate culture pervasive in social media.โ€ CPD lauds his call to address the consequences of such influences including the rise in teenage pregnancies.

We need stronger protection systems and coordinated action. โ€œWhen a 10-year-old girl becomes a mother, she loses the opportunity to fully grow into her potential,โ€ USEC.
