𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | To strengthen financial planning and support effective project implementation, project implementers of the Philippine Fisheries and Coastal Resiliency (FishCoRe) Project convened for the FY 2027 Annual Budget Ex*****on Plans and Targets Workshop, held September 1-4, 2026, in Quezon City.

The four-day workshop focused on the development, review, and finalization of the FY 2027 Budget Ex*****on Documents (BEDs), ensuring that financial and physical targets are aligned with the project's strategic priorities and implementation goals. It also provided an avenue to strengthen coordination among the National Project Management Office (NPMO), Regional Project Implementation Units (RPIUs), and FMA Coordinating Units (FCUs) in preparation for the implementation of the FY 2027 budget.

𝐓𝐈𝐍𝐆𝐍𝐀𝐍 | Nakiisa ang Department of Agriculture-Bureau of Fisheries and Aquatic Resources (DA-BFAR) sa 6th All About Tuna Handline Summit na ginanap noong Setyembre 2, 2026 sa Robinson’s Place Atrium, General Santos City, sa ilalim ng temang “LAYAG: Sama-sama Tungo sa Pagbangon ng Tuna Handline.” Ang pagtitipon ay nagsilbing mahalagang plataporma upang pagsama-samahin ang mga tuna handline fisher, pamahalaan, industriya, lokal na pamahalaan, at iba pang katuwang sa pagtugon sa mga hamon ng sektor.

Binigyang-diin ni DA-BFAR National Director Elizer S. Salilig ang patuloy at konkretong suporta ng Bureau sa mga tuna handline fisher, mula sa registration, documentation, catch reporting, at traceability hanggang sa training, technical assistance, responsible fishing, at mas maayos na access sa mga programa at serbisyo ng pamahalaan. “Kayo po ang nasa puso ng ating mga pagsisikap. BFAR will continue to listen to your concerns and work with you in addressing the needs of the industry,” pahayag ni Director Salilig, bilang pagkilala sa mahalagang ambag ng mga tuna handline fisher sa sektor ng pangisdaan.

Samantala, binigyang-diin ni Assistant Director for Technical Services Isidro M. Velayo Jr. na kailangan ng malinaw na direksyon para sa tuna handline sector, isang direksyong nakabatay sa sustainable fisheries, responsive government support, at mas matatag na oportunidad para sa mga mangingisda.

Aktibo ring nakiisa sa Summit ang mga opisyal at kawani mula sa DA-BFAR Central Office, mga Regional Director, at mga kinatawan ng mga Regional Director mula sa iba’t ibang rehiyon, bilang pagpapakita ng sama-samang pagkilos ng Bureau upang mailapit ang mga programa, teknikal na serbisyo, at tulong ng pamahalaan sa mga tuna handline fisher at kanilang mga komunidad. Kabilang sa programa si BFAR XII Regional Director Eugene Casas, na tinalakay ang kalagayan ng tuna stocks, ambag ng handline fisheries, at mga hamong kinakaharap ng sektor sa Pilipinas.

Sa pamamagitan ng Summit, muling pinagtitibay ng DA-BFAR ang buong suporta nito sa tuna handline sector. Patuloy na makikipagtulungan ang Bureau sa mga mangingisda, lokal na pamahalaan, industriya, at iba pang katuwang upang palakasin ang kabuhayan, mapabuti ang access sa serbisyo, at matiyak ang responsable at napapanatiling pamamahala ng ating yamang tuna.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | Under the Food and Agriculture Organization of the United Nations’ Technical Cooperation Program (TCP/RAS/4004) on the Support to the Development of the National Innovation and Investment Plan (NIIP) and the Aquaculture Transformation Monitoring System (ATMS) in Asia and the Pacific Region, the back-to-back Country Baseline Assessment and Validation Workshop and the Focus Group Discussion on Investment Proposals for the crafting of the Philippines’ NIIP were successfully concluded. The event was organized in partnership with the Food and Agriculture Organization Regional Office for Asia and the Pacific (FAORAP) and the Network of Aquaculture Centers in Asia Pacific (NACA) on September 1-2, 2026, at the Bureau of Fisheries and Aquatic Resources (BFAR) Conference Room.

The 2-day workshop activities brought together technical representatives from the private sectors in aquaculture, National Fisheries Research and Development Institute (NFRDI), and BFAR personnel from national, regional and national technology centers. The NIIP is expected to transform aquaculture in Asia and the Pacific region into more efficient, inclusive, resilient, and sustainable aquatic food systems that contributes to the sustainable development goal (SDG) 2.1 through stimulating innovations, investment and partnership across the region. The workshop highlights the discussion on the investments for innovation of aquaculture technologies, activities and projects focusing on: (a) Water Quality and Climate Resilience; (b) Aquatic Animal Health and Biosecurity; and (c) Market Systems and Value Chain Transformation.

Moving forward, the Philippine government through BFAR will convene all technical divisions relevant to the aquaculture value chain to further review, identify targets, and indicators for the NIIP that go beyond the business-as-usual and routine activities and to capture transformative interventions. Furthermore, to ensure that the NIIP adopts a whole-of-value-chain approach from input supply, production, processing, and marketing.

MANILA, Philippines — In a gesture of unity and in salute to the nation’s maritime identity, Philippine-flagged vessels across the country sounded their horns simultaneously, September 1, as the Presidential Office for Maritime Concerns (POMC) led the Nationwide Blowing of Ships’ Horns, officially kicking off the month-long celebration of the Maritime and Archipelagic Nation Awareness Month (MANA Mo) 2026.

The Department of Agriculture - Bureau of Fisheries and Aquatic Resources (DA‑BFAR) joined the nationwide observance through its vessels, field offices, and fisheries stakeholders, underscoring the Bureau’s support for greater awareness and appreciation of the Philippines as a maritime and archipelagic nation.

BFAR vessels from Luzon, Visayas, and Mindanao joined other Philippine-flagged vessels in the synchronized horn-blowing activity, demonstrating solidarity with the broader maritime community.

At Pier 13, South Harbor, Manila, BFAR vessels MMOV 5001 and MMOV 5002 joined other Philippine‑flagged ships in the synchronized maritime salute. BFAR personnel and participating vessels in different regions also took part, making the activity a collective expression of solidarity across the country’s maritime community.

The salute consisted of nine short blasts followed by one long blast lasting one minute, symbolizing 9.1 (September 1) and marking the opening of the MANA Mo.

The activity aims to raise public awareness of maritime issues and promote appreciation for protecting the country’s maritime zones and national territory. It also highlighted the maritime sector’s vital role in the economy, food security, environmental sustainability, and national development.

“The blowing of ships’ horns reminds us that our waters are vital to our nation and our people. They are a source of food, livelihood, biodiversity, and abundant resources, especially for our fisherfolk and coastal communities. On behalf of BFAR, we stand with the maritime community in promoting public awareness and strengthening our collective commitment to the sustainable management and protection of the Philippines’ fisheries and aquatic resources,” BFAR National Director Elizer Salilig said.

The BFAR Vessel Operations Center reported that a total of 35 BFAR vessels participated in the activity. Municipal fisherfolk organizations, partner groups, and local fisheries offices also joined in their respective areas, broadening the reach of the maritime salute. Their participation underscores the shared responsibility across all sectors and fisheries stakeholders.

As the synchronized horns echoed from ports and coastal waters nationwide, the activity sent a unified message of solidarity and stewardship for the Philippines’ maritime spaces.

The horn‑blowing marked the start of MANA Mo 2026, which will feature activities and initiatives throughout September to promote maritime awareness and appreciation. From national ports to coastal communities, BFAR joins the maritime community in sounding the call for a more aware, responsible, and sustainable maritime Philippines. # # #

These discussions provide stakeholders with information that can help strengthen their fishing operations, livelihoods, and participation in responsible fisheries management.

BFAR National Director Elizer S. Salilig, MFT also delivered the keynote address, highlighting the importance of continued collaboration among government, industry stakeholders, and fishing communities in responding challenges and opportunities facing the tuna sector.

Through the 6th All About Tuna Handline Summit, BFAR XII continues to support meaningful collaboration and stronger partnerships with the tuna handline community. The gathering underscores that sustaining the tuna handline sector requires not only responsible fisheries management, but also continued support for the fisherfolk whose livelihoods depend on the sea.
