On August 27, 2026, the Palimbang Federation of CIA, Inc. held its regular Board of Trustees (BOT) meeting, together with an orientation and field demonstration on the Alternate Wetting and Drying (AWD) method in Kitao, Kanipaan, Palimbang, Sultan Kudarat.

The activity aimed to equip farmers with practical, water-saving rice production techniques as one of the mitigating measures against the effects of El Niรฑo. Through the AWD method, farmers are encouraged to adopt climate-smart practices that promote efficient water use while sustaining rice productivity.

The activity was facilitated by the Institutional Development Unit, under the close supervision of Engr. Gina L. Lozano, demonstrating the organizationโ€™s continued commitment to strengthening farmersโ€™ knowledge, resilience, and capacity to adapt to changing climate conditions.

When we hear the word dam, we often picture massive structures built to store and regulate large volumes of water. But did you know that, aside from the big dams we commonly know, the NIA also implements supplementary dams as part of its projects and programs?

Though smaller in scale, supplementary dams serve an important purpose in supporting irrigation and agriculture. These structures help improve water availability, provide additional support to irrigation systems, and contribute to a more reliable supply of water for our farmers.

Every water source matters, especially in agriculture, where a dependable supply of water is essential to sustaining crop production and supporting the livelihoods of farming communities.

Through these projects, the NIA continues to strive to strengthen irrigation services and maximize available water resources, helping bring water closer to where it is needed most.

In the municipality of Mamasapano, Maguindanao del Sur, the Al-Gafoor Irrigators Association (IA), under the NIA-Kabulnan River Irrigation System (NIA-KRIS), exemplifies the power of unity and cooperation among farmers. With a service area of 642.68 hectares and 673 farmer-beneficiaries, the association plays a vital role in supporting agricultural production and improving the lives of farming communities.

Through collective effort and proper irrigation management, Al-Gafoor IA ensures that water reaches the farmlands of its members, enabling them to cultivate their crops and sustain their agricultural activities. Beyond providing irrigation services, the association brings farmers together by encouraging cooperation, shared responsibility, and active participation in the management and maintenance of their irrigation system.

The Irrigation Management Transfer (IMT) Program begins with farmers within the irrigation service area organizing themselves into an Irrigators Association (IA) to promote unity, participation, and shared responsibility in irrigation management. Once organized, the IA registers with the Securities and Exchange Commission (SEC) to gain legal personality and the capacity to enter into agreements. After SEC registration, the IA enters into an IMT contract with the National Irrigation Administration (NIA), which clearly defines the roles and responsibilities of both parties in managing the irrigation system. Through this agreement, the IA gradually assumes the operation and maintenance (O&M) of the irrigation facilities, either partially or fully, while NIA continues to provide technical guidance, monitoring, and institutional support.

Mahigit 350 magsasaka mula sa mga bayan ng Midsayap, Libungan, at Pigcawayan sa Cotabato ang nakilahok sa kamakailang orientation para sa Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program ng Department of Labor and Employment (DOLE). Ang aktibidad na ito ay bahagi ng mga convergence program ng National Irrigation Administration (NIA) na naglalayong magbigay ng karagdagang pagkakakitaan sa mga magsasaka, lalo na ngayong panahon ng tagtuyot.

Bukod sa ayuda sa kabuhayan, layunin din ng programa na paigtingin ang paglilinis at pag-aalis ng putik sa mahigit sa 31 kilometrong irrigation canal ng Libungan River Irrigation System (LIBRIS) na hindi kayang linisin gamit ang makinarya. Sa pamamagitan ng manual na paglilinis, napapanatili ang tuloy-tuloy na daloy ng tubig patungo sa mga sakahan.

Ayon kay Lorena V. Fernandez, President ng LIBRIS Division 5 Chrislam IA, โ€œMalaking tulong ito sa aming mga magsasaka dahil magkakaroon sila ng trabaho nang isang buwan kung saan makakakuha sila ng malaking halaga. Sa amin din sa Irrigatorsโ€™ Association, malaking ginhawa ang malinis na mga kanal dahil tuloy-tuloy ang daloy ng tubig.โ€

Ang pagkakaisa ng mga ahensya ng pamahalaan at ng mga magsasaka ay patunay na kapag sama-sama, mas napapalakas ang sektor ng agrikultura. Sa bawat proyektong gaya ng TUPAD, mas napapalapit tayo sa layuning masiguro ang seguridad sa pagkain at mas magandang kinabukasan para sa ating mga magsasaka.

The conference was spearheaded by Ms. Vency T. Villariza, State Auditor V and Regional Supervising Auditor; Ms. Irene May J. Estrologo, State Auditor IV and Audit Team Leader; and Mr. Kim Anthony N. Acosta, State Auditor III and Audit Team Member.

Attended by both IMO's Division Managers, Engr. Rowena G. Ebeo and Engr. Gina L. Lozano, the meeting provided an opportunity for COA and the concerned offices to discuss and clarify upcoming audit activities, objectives, focus area, expected audit outputs and procedures.
