Together with Committee Chairperson on Peace and Order Councilor Bert Hinay, I led the deliberation and consultation held on May 14, 2026 regarding the proposed adoption of DILG Memorandum Circular No. 2026-029, โEncouraging the Enactment of Local Ordinance for Safer Cities: A Call to Action for Local Government Units.โ
The consultation brought together barangay officials, stakeholders, representatives from the City Health Office, Philippine National Police, SK Chairpersons, City ENRO, and members of the business sector to ensure that the proposed policy is balanced, inclusive, and responsive to community needs.
A key point of discussion was Annex โAโ of the memorandum, which encourages the enactment of an ordinance regulating or prohibiting the consumption of alcoholic beverages in public places. Throughout the deliberation, stakeholders emphasized the importance of safeguarding public safety while also considering the legitimate operations of businesses such as restaurants and other permitted establishments.
The committee also explored possible provisions for exceptions, including regulated establishments and permitted events, as well as proposals to strengthen barangay-level enforcement through coordinated efforts among barangay officials, tanods, and law enforcement agencies to ensure fair and effective implementation.
It was also underscored that effective policymaking must always be rooted in consultation and meaningful engagement with all sectors involved. Through inclusive dialogue and responsible governance, we continue to advance our shared goal of safer, more disciplined, and more orderly communities.
