Effective March 16, 2026, agencies that have NOT YET REGISTERED in PhilGEPS may proceed with their online registration through the official portal, https://philgeps.gov.ph.

Section 20.3.1 of RA 12009 provides: “All Procuring Entities are mandated to fully use the PhilGEPS and its features in accordance with the policies, rules, regulations, and procedures prescribed by
this IRR and adopted by the GPPB. ALL PROCURING ENTITIES SHALL REGISTER WITH THE PHILGEPS and undertake measures to ensure their access to an online network to facilitate the open, speedy and efficient online transmission, conveyance and use of electronic data messages or electronic documents.”

Key Features of mPhilGEPS:
1) eBidding Facility (for posting of procurement opportunities);
2) Virtual Store (for procurement of Common-use Supplies and equipment or CSE);
3) eMarketplace (for procurement of Motor Vehicles, Airline Tickets, Software andLicenses);
4) Annual Procurement Plan (APP) – uploading of APP for procurement activity posting purposes);
5) Annual Procurement Plan – Common-use Supplies and Equipment (APP-CSE) – serves as the basis of PS in forecasting CSE demands for the applicable budget year;
6) eWallet - allows agencies and suppliers to handle payments digitally within the platform

In view of the full implementation of the Virtual Store (VS) in PS-DBM Koronadal Depot and the impending Decommissioning of PhilGEPS 1.5, we seek ALL government procuring entities’ prompt
cooperation in ensuring registration with the Modernized PhilGEPS effective immediately.

#𝑷𝑺𝐀𝐝𝐯𝐢𝐬𝐨𝐫𝐲 2026-09: Following the publication of the Extension of the Deadline for the Decommissioning of the PhilGEPS 1.5 for the Third Batch of PEs, dated March 2, 2026, the Procurement Service-DBM (PS-DBM) issues this advisory to inform Procuring Entities (PEs)—who belong to the third batch for decommissioning with last day of posting procurement opportunities in PhilGEPS 1.5 on April 30, 2026—are now provided with an extension period until June 30, 2026. This means that only then will these agencies no longer be able to post new procurement opportunities in PhilGEPS 1.5.
This second extension is granted to ensure sufficient time for the completion of remaining service transition activities, resolution of identified incidents and underlying technical issues, and to provide continued support to agencies in achieving full and stable migration to the Modernized PhilGEPS (mPhilGEPS).
All concerned PEs are strongly advised to complete all necessary preparations and ensure readiness for the use of mPhilGEPS within the revised timeline. In particular, agencies are reminded to 𝗥𝗘𝗦𝗘𝗧 𝗧𝗛𝗘𝗜𝗥 𝗣𝗔𝗦𝗦𝗪𝗢𝗥𝗗𝗦 𝗔𝗡𝗗 𝗩𝗔𝗟𝗜𝗗𝗔𝗧𝗘 𝗨𝗦𝗘𝗥 𝗔𝗖𝗖𝗘𝗦𝗦 until 22 May 2026 to avoid disruptions in procurement activities.
