In an effort to ensure that members of the House of Representatives in the 20th Congress have a deeper understanding of their roles as legislators and the processes in Congress—particularly in crafting sound and evidence-based legislation—the House of Representatives in partnership with Center for Policy and Executive Development (CPED) of the University of the Philippines – National College of Public Administration and Governance (UP-NCPAG) today conducted the Executive Course on Legislation for the New Members of the 20th Congress.
Forty-one (41) neophyte and returning House Members comprise the first batch of participants of the three-day training program. They were welcomed by House Secretary General Reginald Velasco, UP Diliman Chancellor Edgardo Carlo L. Vistan II, and UP-NCPAG OIC Dr. Erwin Gaspar A. Alampay.
Resource speakers for today’s session include Dr. Henry Basilio, UP NCPAG-CPED Director; Atty. David Robert U. Amorin, House Deputy Secretary General, Legislative Operations Department; Deputy Majority Leader and Iloilo 3rd district Representative Lorenz Defensor; and Senior Deputy Minority Leader Paul R. Daza.
Aside from lectures and presentations, part of the three-day orientation program is the staging of mock sessions to give the participants an idea on what takes place during legislative proceedings.
