DAR Cotabato Conducts ESS Review and Planning Session
The Department of Agrarian Reform (DAR) Cotabato Province successfully concluded its 2-day Review and Planning Session on Environmental and Social Safeguards (ESS) Compliance Requirements, held on April 6-7, 2026 at Sudapin Coffee, Sudapin, Kidapawan City.
The activity convened Municipal Agrarian Reform Program Officers (MARPOs) and their ESS focal persons. During the session, Cherry Mae M. Man-on, Provincial ESS Support Staff, presented the targets versus accomplishments on the implementation of environmental and social safeguards in the municipal offices. She also discussed the status of ESS folder accomplishments vis-à-vis the Individual Land Distribution Folder (ILDF), including key findings from the submitted reports of each municipal office.
Key provisions of the Indigenous Peoples Policy Framework (IPPF) and Resettlement Policy Framework (RPF) were revisited to reinforce understanding and compliance. Participants also engaged in action planning to address pending ESS folder requirements.
PARPO II Evangeline C. Bueno emphasized the importance of sustaining consistent compliance, noting that strict adherence to ESS requirements is vital in ensuring transparency, accountability, and the successful implementation of agrarian reform programs. Meanwhile, CARPO and Provincial ESS Coordinator Emelita A. Mayol highlighted the critical role of accurate documentation of Indigenous Peoples (IP) and Project-Affected Persons (PAP), in alignment with World Bank standards, to ensure inclusivity in agrarian reform implementation.
The activity concluded with the presentation of municipal action plans designed to clear pending ESS requirements. By strengthening coordination and reporting practices, DAR Cotabato continues to ensure a sustainable, transparent, and inclusive delivery of agrarian reform services.
