Revived Weekly Skills Practice Begins with Basic Ropemanship

Basic Ropemanship was lectured and demonstrated by the personnel of the Bureau of Fire Protection (BFP) Kibungan Fire Station Bfp Car B Kibungan to Team Alpha and Team Bravo during the kick-off activity of the revived weekly skills practice for trained employees of the Local Government Unit of Kibungan. Team Charlie & Delta will be scheduled nextweek for the same skill practice.

The revival of the regular skills practice and simulation exercises is in accordance with Executive Order No. 16, s. 2026, signed by Hon. Agustin J. Tello, Municipal Mayor and MDRRMC Chairperson. The initiative aims to strengthen the preparedness and capability of the municipality's Emergency Response Team by ensuring that responders are well-equipped to take effective action during emergencies. It also seeks to enhance team coordination, improve attitude, discipline, build trust and confidence among responders.

Ms. Emma D. Eliw, LDRRM Officer, encouraged all participating employees to maximize the opportunity to learn, improve their skills, and build their confidence as emergency responders.

The weekly skills practice starts every 1:00pm-5:00 pm ,Wednesdays, it will focus on Rope Management, First Aid, Basic Life Support (BLS), Extrication, Spine Board Management, and other essential emergency response competencies. The activities are scheduled for Teams Alpha, Bravo, Charlie, and Delta.

39 New RDANA Responders Ready to Serve!

A Rapid Damage Assessment and Needs Analysis (RDANA) Course Training was successfully conducted on May 4–7, 2026 at the Municipal Function Hall, Poblacion, Kibungan.

The opening program was graced by Municipal Mayor and MDRRMC Chairperson Hon. Agustin J. Tello together with Vice Mayor Hon. Laurence D. Toking, who encouraged the participants to continuously enhance their knowledge, skills, and commitment in strengthening the municipality’s disaster response efforts.

The participants came from various offices of the LGU, Barangay LGUs, Bureau of Fire Protection – Kibungan Station, Kibungan Municipal Police Station, and the DepEd Kibungan District.

Mandated under Republic Act No. 10121, the RDANA training aims to strengthen the capability of different sectors in conducting Rapid Damage Assessment and Needs Analysis during disasters and emergencies.

During the Closing Program, Hon. Lovio T. Nabe and Hon. Marcial Lingaling emphasized the importance of commitment and teamwork in the effective implementation of RDANA. They also commended the MDRRMO for continuously capacitating the response teams of both the LGU and Barangay LGUs.

The successful conduct of the training was made possible through the dedicated Pool of Trainers: Sir Jason Kevin Lipa (LGU-Bakun), Sir Erick O. Abangley (LGU-Kapangan), Sir Jerwell S. Alones (LGU-La Trinidad), and from this local government unit, Ma’am Emma D. Eliw and Elibeth F. Aludos.

Special thanks are also extended to Ma’am Agusta Dayao, Ma’am Jonalyn Gapad, Sir J***y Waking, Sir Vincent Paleng, and Sir Prudencio Tulabis for serving as actors during the simulation activities.

Kibungan Youth Power Up: 27 Graduate from CBDRRM Course!

A three-day Completion Course on Community-Based Disaster Risk Reduction and Management (CBDRRM) for YOUTH was officially conducted by the Office of Civil Defense – Cordillera from April 26–29, 2026, at Orchard Hotel, Baguio City.
This training was held as part of the ongoing goals of the Agent for Risk and Damage Management (AGRIDAM) Project 2024, in partnership with the Presidential Assistant for Northern Luzon and the Office of Civil Defense through Regions I, II, and CAR. It was implemented in collaboration with TESDA, the National Youth Commission (NYC), and the Commission on Higher Education (CHED).

The initiative aims to capacitate the youth and strengthen their commitment to actively participate in Community-Based DRRM as future resilient builders.

The training was coordinated with the Local Government Unit of Kibungan through the Disaster Risk Reduction and Management Office (DRRMO) and the Local Youth Development Council (LYDC) for the identification of participants. The municipality expresses its gratitude for this opportunity, recognizing the vital role of the youth as key partners in the development and implementation of DRRM programs.

ONE CALL. ONE MISSION !!!
Maksil Responders of Kibungan in action!!!

A call for patient transport was received at the Operation Center from a concern citizen at Polis, Poblacion yesterday.
In this response, the spirit of Alluyon/Binnadang was clearly demonstrated through the collective effort of community volunteers who improvised a traditional stretcher to safely transport the patient to the Rural Health Unit.
This was further augmented by the Local Government Unit responders , together with personnel from the Bureau of Fire Protection and the Kibungan Municipal Police Station.

This collaboration highlights not only the strengthening of partnerships among responders but also the growing recognition and sustainability of Indigenous Knowledge in emergency response efforts. These responders both community volunteers and formal service providers truly embody the spirit of unity and service.

While many travel and spend time with their families, we remain committed to ensuring the safety and well-being of everyone in our community.

Under Oplan Semana Santa, the MDRRMO Kibungan, BFP Kibungan Bfp Car B Kibungan , and Kibungan MPS Kibungan Municipal Police Station personnel remain on duty ready to help, protect, and respond whenever needed.

Shear Line affecting the eastern sections of Northern and Central Luzon. Northeast Monsoon affecting the rest of Northern Luzon. Easterlies affecting the rest of the country.

The provinces of Kalinga, Mountain Province and Ifugao will experience cloudy skies with scattered rains and isolated thunderstorms caused by the Shear Line. Possible flash floods or landslides due to moderate to at times heavy rains.

Meanwhile, the rest of the Cordillera Administrative Region (CAR) will experience cloudy skies with rainss due to the Northeast Monsoon. Possible flash floods or landslides due to moderate to at times heavy rains.

"Preparedness grows when shared;resilience strengthens when united"

After the pandemic, the spirit of the Olympics was once again revived. Today, five barangays out of seven proudly submitted their entries and gathered with one purpose: to strengthen their capacity, enhance their skills, and reaffirm their commitment to readiness and community service through the 4th Rescue Olympics.

This event is more than a competition it's a celebration of discipline, teamwork, and the unwavering dedication of every responder.

This activity would not have been possible without the support of the Kibungan MDRRMC, Department Heads, LGU trainers, and our partner agencies. It marks the culmination of the trainings conducted from March until the last quarter of the year, with the help of trainers from the LGUs of Benguet(Mankayan,Bakun,Buguias,Itogon,Barangay Ampucao) PHO staff, Kibungan LGU trainers, and our partners from the BFP Kibungan Fire Station. Through their collective effort, volunteers from all seven barangays of Kibungan were capacitated and equipped.

With the strong support of the MDRRMC, the year’s target capacity-building activities were accomplished 100% a clear reflection of our commitment to disaster preparedness. The Rescue Olympics is one of the highlights, giving every participant not just recognition, but the chance to conquer fears, overcome doubts, and deepen their learning.

Iyaman, DOST-PAGASA and WBMPC!

The Kibungan MDRRMC received one Starlink Unit during the Outreach and Community Engagement Program held at the Socio-Cultural Center, Loo, Buguias on December 1, 2025. The unit was acquired thru the project "Risk Assessment of Frost Events in Benguet" of the DOST PAGASA and thru the generosity of the Weather Bureau Multi-Purpose Cooperative (WBMPC).

The unit was donated to enhance internet connectivity at the MDRRMC EOC and MLGU and to address current challenges in communications and reporting during disasters/emergencies and in regular office operations. Considering the need for internet connectivity not only for DRRM use but for the whole LGU, the Municipal Government Unit, through the Sanggunian Bayan, passed a resolution assuring the allocation for subscription cost for the Starlink unit in the succeeding years.

"LAGING HANDA": A motto of Scout movement which emphasizes preparedness.

This 24th of November 2025, a Scout Official for a Day, Janela L. Abinglas of Legleg Barrio School, assumed as the SOFAD LDRRMO. She experienced a few of the tasks of the position and the office, particularly on disaster/emergency preparedness.

Scout Janela turned-over IEC materials on DRRM to other SOFAD School Heads and Principals, explaining that the materials are for the school libraries and some are for posting on their DRRM information boards.

One concern about emergency preparedness that she shared is the absence of a permanently stationed school nurse, a situation which is true to most schools in the locality. However, it was explained that their teachers, parents, and learners in higher grades can be capacitated to provide first aid while the school maintains availability of first aid/emergency supplies. She then prepared a first aid kit to augment the school's first aid supplies.
