The Local Government Unit of Kayapa, under the leadership of Elizabeth D. Balasya, MD, MPH, -Municipal Mayor successfully celebrated the culminating activity of the Women’s Month Celebration on March 25, 2026, held at the 5th Floor of Abong ni I-Kayapa, Pampang, Nueva Vizcaya.

The event featured an Acoustic Concert that fostered camaraderie and appreciation among women employees, alongside the conduct of the Employee Recognition Program, which honored the dedication, excellence, and outstanding contributions of LGU offices and personnels.

This meaningful celebration was organized and facilitated by the Human Resource Management Office (HRMO), reflecting the LGU’s continued commitment to recognizing its workforce and promoting a culture of inclusivity, empowerment, and excellence.

LGU Kayapa celebrates the strength and achievements of women every Wednesday this March.

𝐇𝐑 𝐒𝐲𝐬𝐭𝐞𝐦𝐬 𝐨𝐟 𝐋𝐆𝐔-𝐊𝐀𝐘𝐀𝐏𝐀 𝐫𝐞𝐜𝐨𝐠𝐧𝐢𝐳𝐞𝐝 𝐟𝐨𝐫 𝐏𝐑𝐈𝐌𝐄 𝐇𝐑𝐌 𝐌𝐚𝐭𝐮𝐫𝐢𝐭𝐲 𝐋𝐞𝐯𝐞𝐥 𝐈𝐈

The Local Government Unit of Kayapa, Nueva Vizcaya was awarded a Certificate of Recognition for successfully attaining a Process Defined HRM in the areas of Recruitment, Selection, and Placement (RSP) and Performance Management (PM) on March 16, 2026. The recognition was conferred by Mr. Elpidio S. Bunagan, Jr. of Civil Service Commission- Nueva Vizcaya Field Office.

The award was received by Elizabeth D. Balasya, MD., MPH, Municipal Mayor together with the officials and staff of the LGU.

This milestone signifies a substantial step forward in LGU Kayapa continuing transformation under the PRIME-HRM, reflecting a strategic commitment to strengthening its human resource management systems and institutionalizing merit-based and performance-driven governance. Building on this momentum, LGU Kayapa is now focused on further advancing the remaining core HR systems, particularly on Learning and Development (L&D) and Rewards and Recognition (R&R) with the goal of achieving the PRIME-HRM Bronze Award.

This recognition underscores the LGU’s growing excellence in human resource management and highlights its commitment to fostering innovation, professionalism, and service excellence in the public sector.

The Human Resource Management Office of LGU Kayapa conducted an Orientation Program to the 23 OJT Students (Bachelor of Science in Public Administration and Bachelor of Arts in English Language) from Nueva Vizcaya State University - Bambang Campus on February 23, 2026 at the 4th Floor, Pampang, Kayapa, Nueva Vizcaya, equipping our student interns with essential knowledge on workplace policies, professionalism, and public service values.

We are excited to guide and mentor these future professionals as they begin their journey in public service. Once again, Welcome to LGU Kayapa! 💚
