๐๐ข๐ข๐ | The Local Government Unit of Kawayan conducted its regular Flag Raising Ceremony on June 1, 2026 at the Municipal Grounds. The activity was attended by Municipal Mayor Rodolfo J. Espina, Vice Mayor Jake S. Espina, Department Heads, LGU Employees, Uniformed Personnel, and SPES Workers.

Hon. Rodolfo J. Espina announced the implementation of Executive Order No. 24, Series of 2026, signed by the Provincial Governor of Biliran, which reinstitutes the regular five-day workweek for the Provincial Government and all its eight component municipalities effective today, June 1, 2026. Government offices will observe Monday to Friday operations from 8:00 AM to 5:00 PM.
In line with this directive, Mayor Espina highlighted that austerity measures remain in effect, particularly in the use of electricity and other energy-saving initiatives. The LGU also noted a continuing decline in electricity consumption over the past three months, recorded as follows: February at โฑ249,702.09, March at โฑ199,046.96, and April at โฑ179,344.00.
Mayor Espina further announced a series of ongoing and proposed infrastructure and development projects aimed at strengthening public service delivery and improving community facilities within the municipality.
These include the construction of a crossroad leading to Barangay Ungale with an allocation of โฑ5,000,000, drainage system improvements along the barangay road in Barangay Poblacion, and the construction of multipurpose buildings in Barangays Balite (โฑ5,000,000), Bilwang (โฑ10,000,000), Balacson (โฑ8,000,000), and Masagongsong (โฑ10,000,000).
Moreover, other projects include the rehabilitation of the Old Municipal Building (Phase 2) in Kawayan amounting to โฑ10,000,000, and the construction of a Rural Health Unit Emergency Room and Pharmacy in Barangay Poblacion worth โฑ3,000,000.00.
Additional developments include the completion of the covered court at Kawayan National High School, construction of a covered court at Kawayan Central School (Lower Campus), a proposed multipurpose facility at the tennis court area, and the implementation of a renewable energy project.

Mr. Jessie Victorioso, MDRRMO, announced that LGU Kawayan, through their office, in partnership with AmeriCares, will conduct a Full-Scale Simulation Exercise on June 8. This activity aims to evaluate and strengthen the effectiveness of the partnership and enhance disaster response coordination and preparedness.
As part of the preparation, the MDRRMO participated in an orientation today, June 1, held in Barangay Masagaosao, together with the Philippine National Police (PNP) and Bureau of Fire Protection (BFP), in preparation for the upcoming simulation exercise.
In addition, on June 3, he mentioned that the MDRRMO will conduct readiness activities in the evacuation center focusing on evacuation management procedures in preparation for a multi-hazard drill. The drill will cover scenarios involving tropical cyclones, earthquakes, and fire emergencies.

The Commission on Elections (COMELEC) Office in Kawayan will be closed to the public on June 8, 15, 22, and 29, as announced by Election Officer Mrs. Joelibeth Ong. However, the office will remain open on June 1 in line with the scheduled Election Registration Board Hearing to accommodate related election proceedings and activities.

Hon. Jake S. Espina announced that an emergency meeting will be conducted today with department heads and municipal officials of the Municipality of Kawayan to discuss the Peopleโs Survival Fund (PSF), a program of the Climate Change Commission. The meeting will focus on identifying and preparing priority projects for submission under the PSF, which supports LGUs in implementing climate change adaptation initiatives. The submission deadline is this Friday.
He also emphasized that priority will be given to lower-class local government units, noting that previous PSF grants have ranged from โฑ30 million to โฑ80 million depending on approved projects.
Heads and Officials are expected to finalize a series of interventions aligned with the municipalityโs Comprehensive Development Plan (CDP) and Local Climate Change Action Plan (LCCAP).
