SERBISYO STORY || DILG Kawayan Conducts On-Ground Inspection of Barangay Governance Compliance
The Department of the Interior and Local Government (DILG) Kawayan, in coordination with the Municipality of Kawayan, carried out the Open Governance on the Ground (OGG) inspection from June 15 to 17, 2026, covering all 20 barangays of the municipality. The inspection team, led by LGOO V Gibson C. Tobias together with Administrative Assistant Joey Vesagas and Municipal Local Government Operations Officer (MLGOO) Dexter Narrido, went barangay by barangay to validate compliance with key governance and service delivery standards mandated by the DILG.
The three-day activity assessed eight critical areas of barangay governance: the Barangay Full Disclosure Policy (BFDP), the Sangguniang Kabataan Full Disclosure Policy (SKFDP), the posting of the Citizen's Charter, the operation of Materials Recovery Facilities (MRF), the presence and readiness of Disaster Risk Reduction (DRR) corners, the Halina't Magtanim ng Prutas at Gulay (HAPAG) program, adherence to KALINISAN cleanliness standards, and compliance with Barangay Road Clearing Operations (BarCO). Each component reflects a core commitment to transparency, youth governance accountability, public information access, environmental management, disaster preparedness, food security through home and community gardening, sanitation, and unobstructed access along barangay roads.
Through this ground-level validation, the DILG and the local government unit aim to pinpoint specific gaps in program implementation across the barangays, allowing for targeted technical assistance and capacity-building interventions where they are most needed. The findings of the OGG inspection will serve as a guide for crafting responsive support mechanisms, ensuring that every barangay in Kawayan is equipped to deliver consistent, quality public service to its constituents and that good governance truly reaches the ground.
