The Local Government Unit of Kauswagan is set to launch 311 Kauswagan, a groundbreaking mobile application designed to transform public service delivery and strengthen knowledge management within the municipality.

This new innovation underscores the LGU’s commitment to digital governance, transparency, and citizen empowerment. 311 Kauswagan serves as a one-stop digital gateway for residents, providing convenient access to key government services, information, and real-time updates.

Through the app, users can easily file service requests, report concerns, monitor government programs, access essential documents, and receive timely public advisories — all from their mobile devices. Vice Mayor Rommel Arnado , the visionary behind 311 Kauswagan, emphasized that the initiative is part of the municipality’s continuing drive to make governance more efficient and people-centered.

“311 Kauswagan definitely brings government closer to our communities,” Arnado said. “By leveraging digital technology, we are making public service more accessible, responsive, and transparent to every Kauswaganon.”

On the other hand, Mayor Sonia Altares Arnado is excited about the platform as Kauswagan becomes the first user of 311 technology outside North America. 311 is a non-emergency facility that is widely used in the United States and Canada. It is being developed by Knewt Media (California) and TechDaddy (Cebu City).

"I am happy and excited that we are able to launch 311 here in Kauswagan. This will definitely benefit many of our people and our community and allow us to be more efficient in our response to the needs of the people," the mayor said.

The mobile platform also strengthens the LGU’s internal knowledge management systems, allowing departments to coordinate faster, address citizen concerns more accurately, and track service performance using real-time data. This supports Kauswagan’s vision of becoming a fully “smart municipality” where innovation drives inclusive and effective governance. The upcoming launch of 311 Kauswagan marks a significant milestone in the town’s digital transformation journey — reinforcing its reputation as a multi-awarded municipality known for excellence, innovation, and good governance.
