Cebu City Jail History Formerly known as BAGONG BUHAY REHABILITATION CENTER (BBRC)
The Cebu City Jail, formerly known as Bagong Buhay Rehabilitation Center (BBRC) was constructed on the year 1975-1976, through the efforts of the local government of Cebu City during the incumbency of the then Mayor Eulogio E. The Jail was situated in Apas, Lahug, Cebu City, adjacent to the old Lahug Airport (now IT Park Business Center) and has an area of 10,000 square meters. The jail accommodates detainees/persons arrested for crimes committed within Cebu City. It has two (2) buildings within its compound; one for the administrative office, Medical & Dental Clinic and the Warden's Office and another building which the different cells were located (Male and Female Dorms). The perimeter is restricted and secured by a wall of about 22 feet in height reinforced with hog wire with its concrete base of about 1 foot wide. The four corners of the perimeter fence are provided with watch towers for the Jail Officers. The facility has a maximum capacity of two hundred fifty (250) inmates (now Persons Deprived of Liberty) which can be accommodated with ease and convenience. From the start of operation, it was all manned by the elements of PC/INP/PNP until 1991, where the Bureau of Jail Mangement and Penology (BJMP) joined custody in operating the facility pursuant to RA 6975 or the DILG Act of 1990. On July 1, 1992, Police Senior Inspector Gaudioso P Navales the then Jail Warden of BBRC transferred branch of service from PNP to BJMP, earning him one rank higher as Commissioned Officer. This started the BJMP's full management of BBRC. As years pass by, BBRC's physical structures succumbed to inevitable deterioration and became dilapidated. Inmate population swelled extensively, causing an estimated 960% congestion rate as of May 2007. Sanitary condition worsens causing many illnesses and other health related conditions. To combat these existing concerns and to alleviate the living condition of the inmates, a new facility was constructed at Barangay Kalunasan, Cebu City. On November 30 and December 01, 2006 a total of Nine Hundred Sixty (960) inmates while the remaining One Thousand Five Hundred (1,500) inmates were transferred to the new jail facility in 2007. Pursuant to BJMP7 memorandum dated March 8, 2007 with the subject Reversion of Jail Names to District, City or Municipal Jails, effective April 01, 2007 the name Bagong Buhay Rehabilitation Center (BBRC) was changed to Cebu City Jail. On April 1, 2023 Cebu City Jail – Annex is officially a separate jail unit from Cebu City Jail – Male Dormitory. With their own management, the facility is fully operational and functional. There were more than 500 Persons Deprived of Liberty (PDL) with special needs who were transferred to CCJ-Annex' custody. At present, Cebu City Jail Male Dormitory houses 5619 male PDL. The facility includes the Main Building and Drug Offenders Building manned by 174 Jail Officers under the management of JSUPT GREGORIO C ACACIO, City Jail Warden.
