A HEARTFELT MESSAGE OF GRATITUDE

Every great achievement begins with a humble dream.

On June 13, 2018, Rizal Central School (RCS) – Cadao Site welcomed its first batch of learners, marking the beginning of a journey inspired by hope, dedication, and a shared vision of bringing accessible and quality education closer to the children of the Cadao community.

What started as a humble school site has, through eight (8) years of perseverance, collaboration, and unwavering support from the Department of Education, the Provincial, Municipal and Barangay Local Government Units, partner agencies, school personnel, parents, and the community, grown into a thriving learning institution.

Today, we proudly celebrate a historic milestone as Cadao Elementary School officially begins its journey as an independent public elementary school effective School Year 2026–2027. This achievement is not merely the establishment of a new school—it is the fulfillment of a long-cherished dream and a testament to what can be accomplished when people unite with one common purpose: to provide every child with quality education and a brighter future.

This milestone was not achieved by one person alone, but through the collective efforts, unwavering dedication, and shared vision of government leaders, education officials, partner agencies, community leaders, parents, teachers, and every stakeholder who believed in the dream of bringing quality education closer to the children of Cadao.

With hearts overflowing with gratitude, we humbly acknowledge the following individuals and institutions whose invaluable support made this dream a reality.

TO ALMIGHTY GOD

Our highest praise and deepest thanksgiving belong to Almighty God, whose divine guidance, wisdom, protection, and abundant blessings sustained us throughout this remarkable journey. Without His grace, this achievement would not have been possible.

DEPARTMENT OF EDUCATION

We extend our deepest appreciation to the Department of Education, especially to Schools Division Superintendent Gloria B. Buya-ao, for her steadfast leadership and unwavering support, and to the DepEd Cordillera Administrative Region, under the leadership of Regional Director Nicolas T. Capulong, for approving the establishment of Cadao Elementary School effective School Year 2026–2027.

Our heartfelt gratitude goes to Former Assistant Schools Division Superintendent Ginadine L. Balagso, whose firm guidance, unwavering commitment, and high standards ensured that every requirement was diligently complied with.

We likewise thank our Public Schools District Supervisor, Madam Maribel L. Viernes, for her timely updates, constant reminders, guidance, and close monitoring of the application process.
Our sincere appreciation is also extended to Madam Neva Jane Atiwag and Madam Maribel Latawan for their patience, technical guidance, encouragement, and constant reminders that kept the application moving forward until its successful approval.

We are equally grateful to Engr. Frodie Dan Bete, Budget Officer Irene S. Moron, and Planning Officer Estrella Lacuesta for their invaluable technical assistance and for ensuring that all documentary requirements were properly prepared and completed.

PROVINCIAL LOCAL GOVERNMENT UNIT OF KALINGA

Our heartfelt gratitude goes to Governor James S. Edduba for his unwavering commitment to advancing quality education for the people of Kalinga.

We likewise extend our sincere appreciation to Hon. Emilio T. Kitongan, Committee Chair on Education, and Hon. Chester Alunday, Acting Presiding Chairman of the Sangguniang Panlalawigan, for their invaluable support and endorsement of the establishment of Cadao Elementary School.

We also express our sincere appreciation to the Provincial Budget Officer Mr. Richard Daliyong for the additional required documents issued, and to the Provincial Legal Office, headed by Atty. JP Baguiwan, for the prompt facilitation and efficient processing of the Memorandum of Agreement (MOA) between the Department of Education and the Provincial Local Government Unit of Kalinga, signed on September 11, 2025. This partnership laid the legal foundation for the establishment of Cadao Elementary School.

MUNICIPAL GOVERNMENT OF RIZAL

Our deepest appreciation goes to Mayor Karl P. Baac for his steadfast support and commitment to making the establishment of Cadao Elementary School a reality.

We also express our heartfelt gratitude to Hon. Consolacion Catalon, Chairperson of the Committee on Education of the Sangguniang Bayan of Rizal, for her untiring support and advocacy.

Our sincere thanks likewise go to Former Vice Mayor Samuel Valdez for his invaluable guidance and support, and to Municipal Engineer Aurora Cuaresma for her technical assistance and valuable contributions throughout the establishment process.

BARANGAY LOCAL GOVERNMENT UNIT OF BABALAG WEST

We extend our heartfelt gratitude to the Barangay Local Government Unit of Babalag West, headed by Punong Barangay Virgilio Bagalay, for its unwavering support and commitment to the establishment of Cadao Elementary School.

We likewise express our sincere appreciation to Former Punong Barangay Vladimir Lampitoc, whose invaluable support during the early stages of this endeavor helped pave the way for the realization of this long-cherished dream.

Our heartfelt thanks also go to the Honorable Members of the Sangguniang Barangay, especially the Barangay Kagawads, for their active participation, cooperation, and dedication throughout the establishment process.

Our sincere gratitude goes to the Department of Environment and Natural Resources (DENR-CENRO) and the Mines and Geosciences Bureau (MGB) for their invaluable technical assistance.

Special thanks to Ms. Imelda Casiwan for facilitating our requests and to Ms. Jestee Ruth Dona-al for conducting the ocular inspection, which became an essential part of the successful processing of our application.

We likewise thank the Bureau of Fire Protection (BFP) – Rizal Fire Station for conducting the required site inspection and ensuring compliance with fire safety standards.

To the Rizal Central School Family, headed by Principal Joey N. Patinglag, thank you for your visionary leadership, dedication, and unwavering commitment in nurturing RCS Cadao Site from its inception into what is now Cadao Elementary School.

Our heartfelt appreciation also goes to the dedicated teachers assigned to RCS Cadao Site—Ms. Leah Oddoc, Ms. Florida Anilom, and Ms. Rowena S. Mary—for your patience, determination, sacrifices, and unwavering commitment throughout the application process.

We likewise extend our deepest appreciation to Mr. Marcial A. Bulao, Administrative Officer II of Rizal Central School, who served as the overall technical coordinator during the establishment process. Through his dedication, competence, and perseverance, he ensured that all documentary requirements were secured, completed, and submitted in accordance with DepEd standards. He likewise coordinated with the Provincial Government, Municipal Government, Barangay Local Government Unit, DENR-CENRO, Mines and Geosciences Bureau, Bureau of Fire Protection, and other partner agencies, ensuring the timely completion of every requirement necessary for the successful establishment of Cadao Elementary School.

Our special thanks go to our hardworking PTA President, Mr. Sabado S. Awao, for his untiring support, dedication, and commitment throughout the establishment of Cadao Elementary School.
We also sincerely acknowledge Mr. Jerry S. Awao for his selfless voluntary services rendered to Cadao Elementary School since its very first day.

To all our PTA Officers, parents, community leaders, stakeholders, and residents of Cadao, thank you for your continued trust, cooperation, prayers, generosity, and wholehearted support for every initiative undertaken for the welfare of our school and our learners.

The establishment of Cadao Elementary School is not merely the opening of a new educational institution; it is the realization of a shared dream that began on June 13, 2018, when RCS Cadao Site first opened its doors to learners. Eight years later, that dream has become a lasting legacy through the collective efforts of government leaders, education officials, partner agencies, local government units, teachers, parents, and the entire Cadao community.

May Cadao Elementary School continue to stand as a beacon of hope, learning, and opportunity for generations to come. May this milestone inspire us to strengthen our partnership in providing quality, inclusive, and accessible education for every child.

To everyone who believed in this vision and became part of this remarkable journey, please accept our deepest and most sincere gratitude. This achievement belongs to all of us.
