The Comprehensive Development Plan (CDP) Technical Assessment Committee (TAC) of the Province of Aklan, headed by Provincial Planning and Development Coordinator (PPDC) 𝑬𝒏𝒈𝒓. 𝑹𝒐𝒈𝒆𝒓 𝑴. 𝑬𝒔𝒕𝒐, 𝑫𝑷𝑨, successfully conducted the review of the Municipality of Balete’s CDP for 2025–2030 on 𝙁𝙚𝙗𝙧𝙪𝙖𝙧𝙮 27, 2025, at the 𝙎𝙋 𝙀𝙖𝙨𝙩 𝙖𝙣𝙙 𝙒𝙚𝙨𝙩 𝘾𝙤𝙣𝙛𝙚𝙧𝙚𝙣𝙘𝙚 𝙍𝙤𝙤𝙢𝙨 𝙤𝙛 𝙩𝙝𝙚 𝙎𝙖𝙣𝙜𝙜𝙪𝙣𝙞𝙖𝙣𝙜 𝙋𝙖𝙣𝙡𝙖𝙡𝙖𝙬𝙞𝙜𝙖𝙣 𝘽𝙪𝙞𝙡𝙙𝙞𝙣𝙜. The activity reaffirmed the Province’s commitment to strengthening local development planning across its municipalities.

In his message, Engr. Esto emphasized the importance of having an updated and responsive Comprehensive Development Plan, noting that the CDP serves as a vital roadmap in guiding the municipality’s programs, projects, and activities toward sustainable and inclusive growth.

In his opening message, 𝑯𝒐𝒏𝒐𝒓𝒂𝒃𝒍𝒆 𝑽𝒊𝒄𝒆 𝑴𝒂𝒚𝒐𝒓 𝑷𝒂𝒕𝒓𝒊𝒄𝒌 𝑳𝒂𝒄𝒉𝒊𝒄𝒂 expressed his appreciation to the CDP-TAC and the municipal team for their collaborative efforts in realizing the plan. He underscored the importance of unity and partnership in advancing the development agenda of the Municipality of Balete.

𝐄𝐧𝐏 𝐎𝐫𝐥𝐢𝐞 𝐊. 𝐀𝐠𝐮𝐝𝐞𝐬 presented the members of the CDP-TAC, setting the tone for a comprehensive and constructive review. The activity served as a venue for technical evaluation and refinement, ensuring that the CDP is aligned with provincial and national development priorities while addressing the needs of the community.

𝐄𝐧𝐠𝐫. 𝐃𝐢𝐧𝐝𝐨 𝐑𝐞𝐛𝐞𝐧𝐢𝐭𝐨, 𝐄𝐧𝐏, 𝐌𝐮𝐧𝐢𝐜𝐢𝐩𝐚𝐥 𝐏𝐥𝐚𝐧𝐧𝐢𝐧𝐠 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐂𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐨𝐫 (𝐌𝐏𝐃𝐂), presented the Comprehensive Development Plan of the Municipality of Balete, highlighting its key sectoral strategies, priority programs, and proposed projects for 2025–2030. His presentation provided a clear overview of the municipality’s development direction, reflecting both local priorities and alignment with broader planning frameworks.

In her closing message, 𝐌𝐚𝐲𝐨𝐫 𝐏𝐫𝐞𝐬𝐜𝐢𝐥𝐥𝐚 𝐆𝐚𝐥𝐞 𝐒. 𝐂𝐚𝐥𝐢𝐳𝐨 expressed her heartfelt gratitude to the Provincial team for their guidance and support in ensuring a successful review process. She also acknowledged the presence of 𝐇𝐨𝐧𝐨𝐫𝐚𝐛𝐥𝐞 𝐕𝐢𝐜𝐞 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐃𝐞𝐱𝐭𝐞𝐫 𝐌. 𝐂𝐚𝐥𝐢𝐳𝐨, who was the Municipal Mayor of Balete during the initial crafting of the Comprehensive Development Plan, and who joined the activity in support of the municipality’s continuing development initiatives.

The successful conduct of the CDP-TAC Review highlights the Province of Aklan’s continued efforts to promote effective, evidence-based, and participatory planning among its local government units.

February 20, 2026 | The Province of Aklan welcomed the Graduate School Program delegation of State University of Northern Negros for their Industry Exposure Activity, with Provincial Administrator Atty. Selwyn formally receiving the group during their visit.

EnP. Khristine Yasa, representing the Provincial Planning and Development Office, shared the Province’s journey as an 8-time SGLG awardee, highlighting institutionalized systems and best practices that sustain excellence in local governance.

Mr. Donald Rubio, acting department head of Aklan Provincial ICT Office, presented their transformation from a division into a full-fledged department, along with their key accomplishments in advancing ICT initiatives.

Engr. Alexys Apolonio, Provincial Agriculturist, also discussed vital agricultural programs and the Province’s experiences in strengthening the agri sector.

Prior to the office visit, the team toured Aklan Agri-Aqua Demonstration Farm and Training Center, where they witnessed firsthand the Province’s agricultural innovations and forward-looking development strategies.

February 19, 2026 | The Provincial Government of Aklan (PGA), through the Provincial Planning and Development Office (PPDO), and in partnership with the Department of Energy (DOE) and the Aklan League of Planning and Development Coordinators Inc. (ALPDCI), successfully conducted the Orientation on the Formulation of the Local Energy Efficiency and Conservation Plan (LEECP) and Training on the GEMP Online System.

The activity gathered representatives from all 17 LGUs in Aklan and focused on strengthening local capacities in energy planning, compliance with the Government Energy Management Program (GEMP), and the institutionalization of energy efficiency and conservation measures in government operations.

Through this initiative, the Province reaffirms its commitment to sustainable energy management, cost efficiency, and climate-responsive governance across all local government units in Aklan.

The activity was held at GCLCTTC Hall 3 and was attended by representatives from the Provincial Government of Aklan, concerned national government agencies, and the Local Government Unit of Ibajay, led by 𝙀𝙣𝙜𝙧. 𝙅𝙤𝙨𝙚 𝙈𝙞𝙜𝙪𝙚𝙡 𝙈. 𝙈𝙞𝙧𝙖𝙛𝙡𝙤𝙧𝙚𝙨, 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡 𝙈𝙖𝙮𝙤𝙧, and 𝙃𝙤𝙣. 𝙉𝙚𝙨𝙩𝙤𝙧 𝙁𝙧𝙖𝙣𝙘𝙞𝙨𝙘𝙤 𝙈. 𝙄𝙣𝙤𝙘𝙚𝙣𝙘𝙞𝙤, 𝙑𝙞𝙘𝙚 𝙈𝙖𝙮𝙤𝙧.

The review aimed to assess the technical soundness, internal consistency, and compliance of the proposed CDP with national planning standards and guidelines, ensuring its alignment with provincial and regional development frameworks and priorities.

The program formally opened with preliminary ceremonies, followed by the welcome remarks, message, and declaration of quorum by 𝙀𝙣𝙜𝙧. 𝙍𝙤𝙜𝙚𝙧 𝙈. 𝙀𝙨𝙩𝙤, 𝘿𝙤𝙘𝙩𝙤𝙧 𝙤𝙛 𝙋𝙪𝙗𝙡𝙞𝙘 𝘼𝙙𝙢𝙞𝙣𝙞𝙨𝙩𝙧𝙖𝙩𝙞𝙤𝙣, 𝙋𝙧𝙤𝙫𝙞𝙣𝙘𝙞𝙖𝙡 𝙋𝙡𝙖𝙣𝙣𝙞𝙣𝙜 𝙖𝙣𝙙 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩 𝘾𝙤𝙤𝙧𝙙𝙞𝙣𝙖𝙩𝙤𝙧 𝙤𝙛 𝘼𝙠𝙡𝙖𝙣. In his message, Engr. The Provincial Government of Aklan, through the Road Safety Task Force, is implementing the “𝙇𝙞𝙜𝙩𝙖𝙨 𝘽𝙞𝙮𝙖𝙝𝙚 𝙨𝙖 𝙋𝙖𝙨𝙠𝙬𝙖” holiday road safety campaign on December 22–23, 2025, to promote safe travel and reduce road traffic accidents during the Christmas season.

The campaign forms part of the province’s continuing road safety initiatives pursuant to General Ordinance No. 2020-004, otherwise known as the Road Safety Ordinance of the Province of Aklan, and Executive Order No. 046, Series of 2025. It is being carried out through the coordinated efforts of national government agencies, local government units, and enforcement authorities.

The “𝙇𝙞𝙜𝙩𝙖𝙨 𝘽𝙞𝙮𝙖𝙝𝙚 𝙨𝙖 𝙋𝙖𝙨𝙠𝙬𝙖” campaign includes intensified traffic law enforcement, increased visibility of uniformed personnel along major roads, and the conduct of public information and education activities to remind motorists and commuters of road safety rules and responsible road use.

Key implementing agencies include the Land Transportation Office, the Philippine National Police, and concerned local government units, with operational support and coordination provided by the Road Safety Task Force. The Provincial Planning and Development Office serves as the lead Technical Working Group (TWG), facilitating inter-agency coordination and monitoring.

On 𝙩𝙝𝙚 𝙛𝙞𝙧𝙨𝙩 𝙙𝙖𝙮 𝙤𝙛 𝙞𝙢𝙥𝙡𝙚𝙢𝙚𝙣𝙩𝙖𝙩𝙞𝙤𝙣, 𝙩𝙤𝙙𝙖𝙮, 𝘿𝙚𝙘𝙚𝙢𝙗𝙚𝙧 22, 2025, monitoring teams recorded several traffic violations, particularly involving some jeepney drivers. Common violations noted included the absence of valid OR/CR, defective or non-functioning signal lights, and other vehicle compliance deficiencies.

The inspection was conducted by the Road Safety Task Force and led by the Land Transportation Office, under the supervision of 𝙀𝙣𝙜𝙧. 𝙈𝙖𝙧𝙡𝙤𝙣 𝙑𝙚𝙡𝙚𝙯. Inspections were carried out at major transport terminals in the 𝙈𝙪𝙣𝙞𝙘𝙞𝙥𝙖𝙡𝙞𝙩𝙮 𝙤𝙛 𝙆𝙖𝙡𝙞𝙗𝙤, including the 𝘾𝙞𝙩𝙮𝙈𝙖𝙡𝙡 𝙏𝙚𝙧𝙢𝙞𝙣𝙖𝙡 𝙖𝙣𝙙 𝙩𝙝𝙚 𝘽𝙖𝙣𝙜𝙖 𝙏𝙚𝙧𝙢𝙞𝙣𝙖𝙡.

The Provincial Government of Aklan encourages all road users to cooperate with traffic authorities, comply with traffic rules and regulations, and prioritize safety to help ensure a peaceful and accident-free holiday season.

The Provincial Government of Aklan convened the Road Safety Summit and the First Meeting of the Road Safety Task Force on December 18, 2025, at the PGO Conference Room, Provincial Capitol, Kalibo, as part of its continuing efforts to institutionalize coordinated road safety interventions and reduce road traffic-related incidents in the province.

The activity was conducted pursuant to General Ordinance No. 2020-004, otherwise known as the Road Safety Ordinance of the Province of Aklan, and Executive Order No. 046, Series of 2025. It was attended by representatives from concerned national government agencies, local government units, enforcement bodies, and other stakeholders to harmonize policies, programs, and implementation mechanisms on road safety.

The Provincial Planning and Development Office (PPDO), led by Engr. Roger M. Esto, Doctor of Public Administration and Provincial Planning and Development Coordinator, facilitated the conduct of the summit in its capacity as the lead Technical Working Group (TWG) of the Road Safety Task Force. The meeting was presided over by Engr. Marlon Velez of the Land Transportation Office. Key agenda items included the identification of priority road safety programs for Calendar Year 2026, the agreement on implementation timelines and deliverables, and the adoption of measures to further strengthen inter-agency coordination.

One of the highlights of the meeting was the Task Force presentation on the “𝙇𝙞𝙜𝙩𝙖𝙨 𝘽𝙞𝙮𝙖𝙝𝙚 𝙨𝙖 𝙋𝙖𝙨𝙠𝙬𝙖” holiday road safety campaign scheduled on 𝘿𝙚𝙘𝙚𝙢𝙗𝙚𝙧 22–23, 2025. The campaign aims to intensify traffic law enforcement, enhance public information and education activities, and increase visibility of enforcement personnel along major roads. The Philippine National Police likewise presented recent road accident data and trends in the province to support evidence-based planning and the formulation of targeted road safety interventions.

The Task Force also reviewed the proposed enhanced Road Safety Ordinance, patterned after the draft framework initiated by the Department of Health, with the objective of strengthening institutional coordination, preventive strategies, and the use of data in road safety planning and policy implementation.

Provincial officials reiterated that the conduct of the summit demonstrates the Province of Aklan’s commitment to mainstreaming road safety in local governance, strengthening preventive measures, and promoting discipline and responsibility among all road users. The Road Safety Task Force is chaired by Jose Enrique M. Miraflores, providing overall policy direction and executive oversight to ensure effective implementation of road safety initiatives.

Through sustained inter-agency collaboration and compliance with existing laws and issuances, the Provincial Government of Aklan continues to advance its objective of safer roads and improved public safety for all Aklanons.

𝐏𝐑𝐎𝐕𝐈𝐍𝐂𝐄 𝐎𝐅 𝐀𝐊𝐋𝐀𝐍 𝐑𝐄𝐂𝐄𝐈𝐕𝐄𝐒 2025 𝐄𝐗𝐂𝐄𝐋𝐋𝐄𝐍𝐂𝐄 𝐈𝐍 𝐋𝐎𝐂𝐀𝐋 𝐆𝐎𝐕𝐄𝐑𝐍𝐀𝐍𝐂𝐄 (𝐄𝐗𝐂𝐄𝐋𝐋) 𝐀𝐖𝐀𝐑𝐃𝐒

The Province of Aklan was recognized as an Awardee of the 2025 Excellence in Local Governance (EXCELL) Awards by the Department of the Interior and Local Government (DILG) Region VI (Western Visayas) during the awarding ceremony held on December 16, 2025, at the Diversion Hotel in Iloilo City.

The recognition honors the Province’s exemplary performance and innovative governance practices across key governance areas, namely: education; safety, peace, and order; tourism, heritage development, culture, and arts; and youth development.

Under the 𝗦𝘂𝘀𝘁𝗮𝗶𝗻𝗮𝗯𝗹𝗲 𝗘𝗱𝘂𝗰𝗮𝘁𝗶𝗼𝗻 governance area, Aklan was recognized for its 𝗧𝗲𝗿𝘁𝗶𝗮𝗿𝘆/𝗖𝗼𝗹𝗹𝗲𝗴𝗶𝗮𝘁𝗲 𝗦𝗰𝗵𝗼𝗹𝗮𝗿𝘀𝗵𝗶𝗽 𝗣𝗿𝗼𝗴𝗿𝗮𝗺 𝗳𝗼𝗿 𝗔𝗸𝗹𝗮𝗻 𝗜𝗻𝗱𝗶𝗴𝗲𝗻𝗼𝘂𝘀 𝗣𝗲𝗼𝗽𝗹𝗲𝘀, which advances inclusive and equitable access to higher education through sustained financial assistance, and strong multi-stakeholder coordination. As a concrete initiative, the Provincial Government of Aklan conducts annual province-wide scholarship application intake, screening, and qualifying examinations for IP applicants, in coordination with the National Commission on Indigenous Peoples (NCIP), tribal leaders, and partner higher education institutions. Through these efforts, the program has supported Indigenous Peoples scholars every year, enabling IP youth to complete tertiary education, improve employability, and emerge as professionals and community leaders.

For 𝗦𝗮𝗳𝗲𝘁𝘆, 𝗣𝗲𝗮𝗰𝗲, 𝗮𝗻𝗱 𝗢𝗿𝗱𝗲𝗿, the Province was awarded for 𝗞𝗮𝘁𝗮𝘄𝗵𝗮𝘆𝗮𝗻 𝗮𝗴 𝗞𝗮𝘂𝘀𝘄𝗮𝗴𝗮𝗻 𝘀𝗮 𝗞𝗮𝗯𝘂𝗸𝗶𝗿𝗮𝗻: 𝗕𝘂𝗶𝗹𝗱𝗶𝗻𝗴 𝗣𝗲𝗮𝗰𝗲, 𝗘𝗻𝘀𝘂𝗿𝗶𝗻𝗴 𝗦𝗮𝗳𝗲𝘁𝘆, 𝗮𝗻𝗱 𝗦𝘁𝗿𝗲𝗻𝗴𝘁𝗵𝗲𝗻𝗶𝗻𝗴 𝗥𝗲𝘀𝗶𝗹𝗶𝗲𝗻𝗰𝗲 𝗶𝗻 𝗔𝗸𝗹𝗮𝗻’𝘀 𝗨𝗽𝗹𝗮𝗻𝗱 𝗖𝗼𝗺𝗺𝘂𝗻𝗶𝘁𝗶𝗲𝘀, an integrated and community-centered initiative that converges peacebuilding, public safety, social services, and disaster resilience. The program has contributed to zero armed encounters in Aklan’s upland communities since 2011 and a 100% High Performing for the PPOC, a 27% reduction in crime rate in 2020-2024, and 90% citizen satisfaction, reflecting strengthened public trust and effective service delivery. The initiative has also institutionalized inter-agency convergence and participatory peace mechanisms across all upland barangays, translating peace gains into improved livelihoods, disaster preparedness, and long-term community resilience positioning Aklan as a replicable model for integrated peace and development planning.

In the area of 𝗧𝗼𝘂𝗿𝗶𝘀𝗺, 𝗛𝗲𝗿𝗶𝘁𝗮𝗴𝗲 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁, 𝗖𝘂𝗹𝘁𝘂𝗿𝗲, 𝗮𝗻𝗱 𝗔𝗿𝘁𝘀, Aklan was cited for the 𝗔𝗸𝗹𝗮𝗻 𝗣𝗶ñ𝗮 𝗮𝗻𝗱 𝗙𝗶𝗯𝗲𝗿 𝗙𝗲𝘀𝘁𝗶𝘃𝗮𝗹, a flagship cultural initiative that preserves the province’s centuries-old piña weaving tradition while strengthening livelihoods and the creative economy. As a concrete project, the Province implements piña weaving demonstrations, artisan exhibits and trade fairs, skills enhancement workshops for weavers, and designer–artisan collaborations during the festival, providing direct market access and income opportunities for local producers. Institutionalized as a major provincial event, the festival elevates Aklan’s cultural identity, supports local artisans, and demonstrates the effective integration of heritage preservation, sustainable tourism, and inclusive economic growth, as recognized by UNESCO’s Intangible Cultural Heritage listing.

The Province was likewise recognized under 𝗬𝗼𝘂𝘁𝗵 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 for 𝗬𝗔𝗟𝗔 – 𝗟.𝗘.𝗚.𝗔.𝗖.𝗬. 𝗼𝗳 𝗔𝗞𝗟𝗔𝗡 (𝗬𝗼𝘂𝗻𝗴 𝗔𝗸𝗹𝗮𝗻𝗼𝗻𝘀 𝗟𝗲𝗮𝗱𝗲𝗿𝘀𝗵𝗶𝗽 𝗔𝗰𝗮𝗱𝗲𝗺𝘆), the Province’s flagship youth leadership and governance program that empowers young Aklanons as active partners in development and public service. Launched in 2022, YALA conducts annual leadership academies and governance boot camps, training an average of 120 youth leaders from across the province through structured learning modules, mentorship with government officials, community immersion, and youth-led project development. As a proven practice, the program has strengthened youth participation in governance, improved leadership competencies, and increased youth engagement in civic and community initiatives, resulting in a new generation of ethical, capable, and socially responsible leaders who actively contribute to inclusive, accountable, and future-ready governance in the Province of Aklan.

The said recognition affirms the Province of Aklan’s sustained commitment to inclusive, participatory, and people-centered governance that delivers meaningful outcomes for Aklanons and contributes to regional development.

𝗣𝗚𝗔–𝗔𝗥𝗗𝗖 𝗖𝗼𝗻𝗱𝘂𝗰𝘁𝘀 𝗠𝗮𝗻𝗴𝗿𝗼𝘃𝗲 𝗧𝗿𝗲𝗲-𝗚𝗿𝗼𝘄𝗶𝗻𝗴 𝗔𝗰𝘁𝗶𝘃𝗶𝘁𝘆 𝗶𝗻 𝗜𝗯𝗮𝗷𝗮𝘆

In support of environmental sustainability and climate resilience, the Provincial Government of Aklan (PGA), through the Aklan Rivers Development Council (ARDC), and in collaboration with the Municipality of Ibajay, conducted a mangrove tree-growing activity on December 16, 2025, at Bugtong Bato, Ibajay, Aklan.

The activity was participated by national and local government officials, volunteers, and partner institutions, who planted 200 mangrove seedlings in identified areas. This initiative contributes to watershed protection, biodiversity conservation, and the long-term rehabilitation of coastal ecosystems, consistent with the Province’s environmental management and climate resilience priorities.

The activity formally commenced with a short program, wherein Environmental Planner (EnP) Orlie K. Agudes read the message of Provincial Planning and Development Coordinator Engr. Roger M. Esto, underscoring the importance of integrated river and coastal management and multi-stakeholder participation in sustaining environmental initiatives. Mr. Ariel Alag, representing the Municipality of Ibajay, reaffirmed the local government’s commitment to strengthening coastal resource management and supporting collaborative efforts that promote environmental protection and community resilience.

This was followed by a briefing from Mr. Reynante G. Panaligan, Ecopark Manager, who provided an overview of the Ibajay Ecopark and guided participants on proper mangrove planting techniques.

Participants included representatives from the Municipality of Ibajay; national government agencies such as the Philippine National Police (PNP), the Department of Environment and Natural Resources (DENR), and the National Irrigation Administration (NIA); the Lezo MPC as a civil society organization; and the academic institution Northwestern Colleges.
