A new chapter in coffee will begin here in Kabayan!

We’ve just wrapped up our presentation with Mayor Rex and the whole Sangguniang Bayan of the Municipality of Kabayan, Benguet, and we’re looking forward to the official adoption of the Farm to Cup Program in the area!

This program aims to empower local farmers through coffee nurseries, production and processing training, roasting, barista workshops, entrepreneurship, and AI-powered digital farming with Aniya Philippines.

Kabayan is one step closer to becoming a model for sustainable and smart coffee farming.

𝐒𝐋𝟐𝐏𝐒𝐋𝐏 𝐒𝐄𝐌𝐈𝐍𝐀𝐑 𝐄𝐌𝐏𝐎𝐖𝐄𝐑𝐒 𝟓𝟎 𝐒𝐋𝐏 𝐁𝐄𝐍𝐄𝐅𝐈𝐂𝐈𝐀𝐑𝐈𝐄𝐒 𝐅𝐎𝐑 𝐄𝐍𝐓𝐑𝐄𝐏𝐑𝐄𝐍𝐄𝐔𝐑𝐒𝐇𝐈𝐏

Kabayan, Benguet—On October 21, 2025, , in partnership with the Department of Social Welfare and Development (DSWD), conducted a seminar dubbed as 𝐒𝐋𝟐𝐏𝐒𝐋𝐏 (Sustainable Livelihood Progam to Strategic Livelihood Practices) equipping them with essential entrepreneurial knowledge and awareness aimed at fostering both the beneficiaries and community's economic growth.

During the seminar, the Resource Persons covered various topics: Business Name Registration and DTI Services by Ma'am Rashaira D. Tome, Business Counselor of Negosyo Center Kabayan, Licensing and Permit Requirements and Process by Mr. Edmund B. Bul-oran, Licensing Officer I, Bureau of Internal Revenue (BIR) Registration by Ms. Loida P. Luzada and Team from the BIR RD09, DOLE Registration and Livelihood Projects by Ms. Justina C. Daniel, PESO Designate, Philippine Crop Insurance Corporation (PCIC) Programs and Services by Mr. Leonard T. Aguinse, Agriculturist I, and Skills Enhancement and Entreprise Development by Ms. Haydeeh A. Baldino, CTEC Designate.

Beyond theory, the seminar also served as avenue for the 50 SLP beneficiaries to delved into practical aspects including identifying business opportunities, managing resources, and addressing market competition, designed to help participants not only launch their ventures but also sustain them for long-term economic impact.

The activity was also graced by the presence of the Municipal Social Welfare and Development Office (MSWDO) led by Ms. Edelyn M. Pakatiw, with Honorable Rolly Chard P. Tugay-an and Honorable Marylou B. Cosalan, who represented Honorable Ghislyn L. Marave, Sangguniang Bayan Committee Chairperson on Social Services, for e Welcom3 Remarks.

Messages of Support were also delivered by Mr. Heada B. Cacdac, SLP Provincial Coordinator, through the representation of Ms. Catherine Cabansi.

Mayor Rex Guzman Aquisan also gave emphasis on strengthening the DSWD and LGU collaboration for the future of 's sustainable livelihoods. He further stressed that the LGU will continue fostering connections and exploring strategies for the SLP programs to thrive and contribute to Kabayan's progress.

The street market will run from November 25 to 29, 2025, specifically designed to provide essential extra income opportunities for our Micro, Small, and Medium Enterprises (MSMEs).

Block applications and reservations will now be accepted starting October 20, 2025 and are open to both local business owners of Kabayan and non-resident peddlers/vendors, though all participation is subject to application pre-requisites and adherence to existing local policies.

The Small Business Corporation (SB Corp), in collaboration with the Department of Trade and Industry (DTI) Baguio-Benguet, will conduct a rollout in the Municipality of La Trinidad to promote and offer its Enterprise Rehabilitation Financing (ERF) Loan Program.

This activity aims to assist micro, small, and medium enterprises (MSMEs) from areas declared under a state of calamity by the NDRRMC. THIS ACTIVITY WILL SHOWCASE THE ON-SITE END-TO-END ONLINE BORROWER REGISTRATION AND LOAN APPLICATION PROCESS, WITH GUARANTEED LOAN APPROVAL WITHIN THE SAME DAY.

Through this, SB Corp seeks to support business owners in recovering and rebuilding their enterprises, providing them with accessible financing options to help restore operations and sustain livelihoods after disasters.

New borrowers will only need to submit the following:
1. 2024 & 2025 Mayor's Permit or BMBE Certificate for loans morethan 100K; or Barangay Certification/Barangay Permit for loans up to 100K; (original copy, certified original copy, or clear digital photo of the original copy);
2. Clear Digital photos of Business Signage, Business Inventories and Business Assets;
3. Government Issued ID;

In anticipation of these adverse weather conditions, the Local Government of Kabayan recognizes the need to implement preemptive and proactive measures to safeguard its constituents and ensure the orderly delivery of essential services.

In furtherance thereof, and pursuant to the General Welfare Clause as stated in the Republic Act No. 7160, the local government is bound to exercise its powers necessary to promote the general welfare, health, and safety of its constituents.

In consideration of the foregoing, through Executive Order No. 35-2025, Mayor Rex Alwin G. Aquisan orders the following:

Section 1. All work in the government offices in the Municipality of Kabayan is hereby suspended on October 3, 2025 (Friday), from 12:00 nn onwards. However, all offices that are responsible for delivering health services, disaster response, and other critical emergency services shall remain operational to ensure the continuity of essential government functions.

Section 2. Suspension of work in private establishments and offices shall be at the prerogative of the respective heads of office.

Everyone is advised to prioritize safety amidst adverse weather conditions. Stay indoors and keep updated on the latest weather forecasts and announcements from local authorities.
