The Datu Kamlong Banwe Cultural Music and Dance Workshop (Year 2) reinforces the municipalityโ€™s commitment to cultural continuity, youth engagement, and Indigenous leadership formation. It establishes a sustainable pathway from learning to performance to organized cultural representation through Didaya Performing Arts Guild (DIPAG), ensuring that Indigenous arts remain vibrant, practiced, and respected across generations.

This activity shall be conducted as a one-day intensive workshop, with the audition for the Didaya Performing Arts Guild (DIPAG) integrated into the learning and performance process. This approach ensures that assessment is culturally grounded, experiential, and aligned with Indigenous values rather than purely technical standards.

The workshop aims to:
โ€ข Strengthen knowledge and practice of Indigenous dance, music, and chanting traditions of Jose Abad Santos
โ€ข Deepen participantsโ€™ understanding of Kรฉpiyaan, Indigenous identity, and cultural responsibility

1. Open to all bonafide residents of Jose Abad Santos.
2. Entries may be solo, duo, or group performances but must not exceed five members. This includes the songwriter or composer, the arranger, and the performer who will give the interpretation of the song. The singer, songwriter or composer and the arranger may be just one person.
3. Each participant or group may submit two (2) entries only for purposes of screening. If there will be two entries, the entry chosen by the committee or the organizing team shall be the piece to be performed.

Himig JASenyo is a cultural recognition activity, not a commercial music contest. It values authenticity, respect for culture, and meaningful storytelling over spectacle. The title Bโ€™ya te JAS 2026 is a cultural recognition, not a political position and not a commercial title. It honors an Indigenous woman whose leadership reflects the values of Kรฉpiyaan and whose life work contributes to the protection of ancestral domain, cultural continuity, and community well-being.

1. Participation in the Search for Bโ€™ya te JAS is grounded in community legitimacy. Each barangay of Jose Abad Santos may nominate one woman candidate, ensuring equitable representation across all twenty-six (26) barangays of the municipality.
2. In case there are three ICCs present in the barangay, the IPMR shall have the discretion who must be sent. However, the tribes of the representatives should be sent in an alternate manner.
3. Candidates must be Indigenous women belonging to recognized Indigenous Cultural Communities such as the Manobo, Sangil or Blaan. They may not be purely Indigenous, provided that they possess at least twenty-five percent (25%) Indigenous bloodline.
4. ๐‘ป๐’‰๐’† ๐’„๐’‚๐’๐’…๐’Š๐’…๐’‚๐’•๐’†๐’” ๐’Ž๐’–๐’”๐’• ๐’ƒ๐’† ๐’‚๐’ƒ๐’๐’† ๐’•๐’ ๐’”๐’‘๐’†๐’‚๐’Œ ๐’•๐’‰๐’†๐’Š๐’“ ๐’๐’‚๐’•๐’Š๐’—๐’† ๐’๐’‚๐’๐’ˆ๐’–๐’‚๐’ˆ๐’† ๐’‡๐’๐’–๐’†๐’๐’•๐’๐’š.
5. Residency may be established either by actual residence or domicile.
6. Candidates must be 16 years old and must not be over 24 years old.
7. Candidates are expected to be women of good moral standing, actively engaged in community life, leadership, cultural work, advocacy, or Indigenous governance. What is valued is not prominence or popularity, but credibility, integrity, and lived service.

9. They are to be judged by their wit and intelligence, and advocacy on cultural preservation and Indigenous women empowerment.

1. Judgment in the Search for Bโ€™ya te JAS is vested in twenty-six (26) Indigenous Peoples Mandatory Representatives (IPMRs)โ€”one from each barangay of Jose Abad Santos. This structure ensures that assessment is decentralized, community-based, and culturally grounded.
2. The equivalent to Chairman of the Board of Judges, consistent with the Indigenous Cultural Communityโ€™s Political Structure is the Municipal Indigenous Peoples Mandatory Representative.
3. Judges are expected to exercise their role guided by Indigenous values, RA 8371, customary laws, and collective responsibility. The judging process is an act of cultural discernment rather than competition, aimed at identifying a woman who genuinely embodies Indigenous leadership.

1. Candidates are nominated through their barangays, with the endorsement of recognized Indigenous leaders, Punong Barangay, councils, or organizations. A screening process ensures compliance with eligibility requirements in a manner respectful of Indigenous customs and legal standards.
2. During the search, candidates will share their leadership journey, their understanding of Indigenous womenโ€™s roles, their knowledge of IPRA and IKSPs, and their lived interpretation of Kรฉpiyaan. Emphasis is placed on narrative, reflection, and authenticity rather than performance.
3. There will be no paper-for-tabulation, rather, a majority vote will be basis to award the following titles and prizes:

1. The competition is open to all bonafide residents (individuals or groups) in Jose Abad Santos, Davao Occidental. They may represent their barangay, school or any existing group.
2. There are no age restrictions; dancers of all ages may participate as long as they are certified members of the group. ๐˜พ๐™š๐™ง๐™ฉ๐™ž๐™›๐™ž๐™˜๐™–๐™ฉ๐™ž๐™ค๐™ฃ may be done in writing by the teacher, coach, and/or Indigenous Peoples Mandatory Representative (IPMR) of the barangay where they reside.
3. Each group can consist of a minimum of five (5) dancers and a maximum of 20 dancers, including musicians (if any).
4. Each group will be given 3โ€“5 minutes for their performance.
5. The performance must include both dance and music.

7. Dances should be traditional, folk, or fusion, but rooted in cultural expression.
8. Cultural misappropriation, as deemed by the judges during the performance, is not allowed. When observed in the performance, this may be grounds for disqualification.

10. Props may be used but should be in line with the theme and not hinder the movement of the dancers.
11. Costumes and props should not be overly distracting or dangerous to performers or the audience. Fire may be used for rituals; however, it should first be checked by the organizers to ensure that it does not put anyone in danger. Allowing fire and/or smoke is in respect of our culture and tradition.
12. The performance must be accompanied by live or recorded music. For original music that is not yet recognized as part of the public domain, authorization from the musicโ€™s original composer should be submitted. A screenshot or an approval through Messenger is allowed.
13. Music should be appropriate to the theme and culture of the dance.

o Performance and Ex*****on (25%) โ€“ Precision, synchronization, and energy in the dance performance.
o Costume and Presentation (15%) โ€“ Appropriateness and visual appeal of the costumes and props.

1. Participants must register in advance and submit a brief description of their performance, including the culture or theme they will represent, the number of dancers, and any special requirements (props, music).
2. The deadline for registration will be on April 10, 2026, at 11:59 PM.
3. The competition will take place in the Municipal Gymnasium on April 18, 2026, at exactly 8:00 AM.
4. Groups must ensure that their routine is adaptable to the stage size.
5. If using recorded music, it must be submitted to the organizers at least 48 hours before the competition (April 16, 2026).
6. File format for recorded music: MP3 or WAV.
7. Groups should arrive at least 2 hours before the event begins for final checks and instructions.
8. Dancers should be dressed in costumes and ready for their performance at least 15 minutes prior to their scheduled time.
