Poblacion, Itogon - Seeking to address pressing concerns in the agricultural sector, the Sangguniang Bayan’s Committee on Agriculture convened a Committee Hearing on May 26, 2026, at the SB Session Hall to deliberate three key IMAFC Resolutions.

Providing crucial on-the-ground insights were attendees IMAFC Coordinator Mr. Marlou K. Daliling and IMAFC Chairperson Mr. Romeo D. Casilla, who provided valuable inputs during the hearing.

The three Resolutions under consideration were:

(a) IMAFC Resolution No. 02, series of 2026, which pushes for a non-punitive ordinance on improper animal waste disposal to encourage sustainable practices among livestock and poultry raisers;

(b) IMAFC Resolution No. 03, series of 2026, which seeks to authorize the LGU to implement a procurement and subsidized sale program for farmers, complete with guidelines and fund allocation; and

(c) IMAFC Resolution No. 04, series of 2026, which requests the Municipal Livelihood Section to conduct a training on catsup making for tomato farmers to reduce post-harvest wastage and counter low market prices.

Presiding over the hearing was Committee Chairperson Hon. Noel D. Bilibli, joined by Vice Chairperson Hon. Norberto I. Pacio, Committee Member Hon. Edwin O. Atumpag, and SB Member, Hon. Albert C. Carantes, Jr.

The committee will now consolidate the inputs gathered during the hearing and prepare recommendations for the Sangguniang Bayan in session.

Poblacion, Itogon - The Local Inter-Agency Committee (LIAC) held a hearing on May 18, 2026, at the Sangguniang Bayan (SB) Conference Hall to discuss and finalize the implementing guidelines for the resettlement project, particularly on the prioritization of qualified beneficiaries.

The hearing was presided over by Hon. Dante Alain Xavier D. Godio, Municipal Vice Mayor, and was attended by the LIAC Committee members. During the deliberation, the committee thoroughly discussed the criteria and mechanisms for identifying eligible beneficiaries. Key points included the documentation requirements and on-site validation process.

After thorough deliberation, the committee approved the finalized guidelines, which will serve as the official framework for the prioritization process. The guidelines aim to ensure transparency, accountability, and fairness in the implementation of the resettlement project.

𝙎𝙪𝙮𝙤 𝙎𝘽 𝘽𝙚𝙣𝙘𝙝𝙢𝙖𝙧𝙠𝙨 𝙄𝙩𝙤𝙜𝙤𝙣’𝙨 𝙇𝙚𝙜𝙞𝙨𝙡𝙖𝙩𝙞𝙫𝙚 𝙋𝙧𝙖𝙘𝙩𝙞𝙘𝙚𝙨

The Sangguniang Bayan (SB) of Suyo visited Itogon, Benguet, on June 5, 2026, for a benchmarking activity focused on legislative practices. SB Suyo was led by Hon. Renato B. Ngangac, Vice Mayor of Suyo, together with SB members Hon. Maylane N. Labador, Hon. Philip L. Bistoyong, Hon. Romulus S. Arcano, Hon. Nestor A. Arcinas, Hon. Napoleon D. Tipallo, Hon. Orlando S. Aglibot, Hon. Reginald M. Orpilla, Hon. Thomas B. Almazan, Hon. Rogelio M. Tia-an Jr., Liga ng mga Barangay President; Hon. Rejinald A. Luchina, Sangguniang Kabataan Federation President; Hon. Felinor B. Sajonia, Municipal IPMR; and Ms. Rowena M. Garcia, Secretary to the Sanggunian.

Hon. Dante Alain Xavier D. Godio, Municipal Vice Mayor, along with the present councilors, Hon. Norberto I. Pacio, Hon. Albert C. Carantes Jr. and the Sangguniang Bayan staff welcomed the SB Suyo to the Sangguniang Bayan Session Hall.

During the activity, Vice Mayor Godio shared several legislative practices of SB Itogon, including the conduct of Out-of-Municipal Hall Sessions, where the council holds its sessions directly in the communities. He also presented the organizational chart of the SB Office and explained the functions of each staff position to illustrate how the office structure supports legislative efficiency.

In a separate technical session, the SB staff of Itogon demnonstrated the SB Legislative Records and Management System, used for legislative documentation and records management. This hands-on presentation allowed the Suyo staff to understand how technology supports transparency and accountability in the council’s daily operations.

The benchmarking activity concluded with an exchange of ideas between the two municipalities, with participants expressing enthusiasm for potential replication of certain practices in Suyo.

The 12th Sangguniang Bayan conducted its second public hearing on May 21, 2026, at the ITC Building in Bua, Itogon, Benguet. The hearing focused on the proposed ordinance titled "An Ordinance Revising Ordinance No. 55, Series of 2018, Otherwise Known as the Revised Motorized Tricycle Ordinance of the Municipality of Itogon."

The Committee on Transportation presented the revised proposal, which now includes comments and recommendations gathered from the first public hearing held on February 3, 2026, also at ITC, Bua.

In the open forum that followed, stakeholders and community members raised several key issues, including the transport of passengers traveling to and from other barangays; proposed penalties and concerns related to Tricycle Operators and Drivers Associations (TODAs); and operating conditions and requirements for franchise holders.

The Sangguniang Bayan answered all the inquiries and assured the public that all inputs will be considered before the proposed ordinance is endorsed for further review and eventual approval.

Immediately after the public hearing, an Information, Education, and Communication (IEC) activity on the Fuel Subsidy Program for Public Utility Jeepneys (PUJs) and Tricycle Drivers was conducted. The presentation was led by James D. Kidange, Information Systems Researcher II, who explained the mechanics, eligibility requirements, and disbursement of the fuel assistance program.

The Municipal Gymnasium buzzed with anticipation on June 4, 2026, as the Palarong Bayan 2026 came to a close, finally revealing the long-awaited overall champion after days of fierce competition across eight sporting events.

Barangay Gumatdang emerged as the overall champion, claiming the championship trophy. Barangay Ucab secured first runner-up honors, while Barangay Tuding finished as second runner-up. The remaining rankings saw Loacan in fourth, followed by Tinongdan, Poblacion, Ampucao, and Dalupirip in that order.

The closing ceremony was spearheaded by the Sangguniang Bayan office. Hon. Clint D. Galutan delivered the opening remarks, striking a reflective and grateful tone for the occasion.

In her closing remarks, Hon. Rachelle B. Capsula congratulated all participants and extended her heartfelt thanks to everyone who contributed to the success of the Palarong Bayan.

The event ended with a promise of more spirited competition: until next year’s opening whistle for the Palarong Bayan 2027.

To address concerns hounding the shift from traditional to electronic business permitting, the
Department of Information and Communications Technology – Cordillera Administrative Region (DICT-CAR) presented the Electronic Local Government Unit (eLGU) system to the Sangguniang Bayan (SB) of Itogon on May 12, 2026.

The presentation, held during an en banc session at the SB Session Hall, was a direct response to SB Resolution No. 188, series of 2026, which formally requested DICT-CAR to demonstrate the system to the municipality’s legislative body and concerned offices.

Ms. Glynez Kyle C. Lim, Information Systems Analyst III of DICT-CAR, led the presentation and live demonstration of the eLGU system, specifically its Electronic Business One-Stop Shop (eBOSS) module. She showed officials and staff how to create an account and navigate the platform.

According to Ms. Lim, the eLGU system simplifies business transactions by enabling a fully digital, zero-contact process. This aligns with Republic Act No. 10844, which mandates DICT to plan, develop, and promote the national ICT agenda. Under Section 7 of the law, all government agencies and local government units (LGUs) must conduct transactions through a DICT-acceptable system with a no-contact policy.

The Municipality of Itogon began transitioning from the traditional Business One-Stop Shop
(BOSS) to eBOSS on January 2, 2026, during the annual BOSS operations. However, the shift
encountered several implementation and operational issues.

To resolve these, the SB’s Committee on Trade and Industry conducted hearings on March 3
and April 14, 2026. These deliberations led to the crafting of Resolution No. 188, passed on
April 20, 2026, formally requesting DICT-CAR to present the eLGU system to all concerned
offices.
