RCMB NCR Highlights Conflict Management and Grievance Handling at Pasig City Industry Forum 2026

Pasig City, - The National Conciliation and Mediation Board-NCR (NCMB-NCR) continues its relentless drive to strengthen workplace harmony as it participated in the Pasig City Industry Forum 2026, organized by the Pasig City Public Employment Service Office (PESO), at the 2/F Narra Hall, Pasig Creative Arts Academy, Pasig City.

Even with rain pouring outside, participants came in full force, undeterred in their intent to learn and engage in meaningful discussions.

A little past 2:00 PM, the learning session started with a transformative discussion on Conflict Management and Grievance Handling.

Chief Labor and Employment Officer Maria Cecille V. Ceballos of RCMB NCR delivered a compelling session that underscored the urgency of proactive grievance mechanisms in todayโ€™s dynamic labor landscape.

Chief Labor and Employment Officer Maria Cecille V. Ceballos of RCMB NCR delivered a compelling presentation that underscored the importance of bipartite mechanisms under Alternative Dispute Resolution (ADR), particularly Laborโ€‘Management Cooperation (LMC) and Grievance Machinery (GM) as proactive essential tools for maintaining industrial peace.

She emphasized that effective conflict management begins within the organization, through structured internal dialogue and problemโ€‘solving before disputes escalate.

By exhausting internal discussions first, organizations can resolve issues constructively, fostering trust and accountability between labor and management.

Chief LEO Ceballos further highlighted that LMC and GM Programs are not just a disputeโ€‘resolution tool but a strategic safeguard, empowering employees to voice concerns responsibly, preventing minor disagreements from intensifying, and ensuring fair and humane resolution of conflicts.

By keeping communication lines open and systematic, grievance handling becomes a cornerstone of industrial peace, productivity, and trust.

This activity also stands as proof of the continued collaboration between the Pasig City Government, the Pasig City PESO, and RCMB NCR.

Together, these institutions reaffirm their shared commitment to advancing workplace cooperation, strengthening grievance machinery, and promoting industrial peace through sustained partnership and dialogue.

Strengthening the Frontlines of Labor Relations: RCMB-NCR and NCMB Central Office Support Advanced SEADO Training

Malate, Manila โ€” Advancing the commitment to responsive and effective labor and employment services, the Regional Conciliation and Mediation Branch โ€“ NCR (RCMB-NCR), in coordination with the NCMB Central Office, provided technical assistance and expertise as resource persons during the Advanced Single-Entry Assistance Desk Officer (SEADO) Training Course for DOLE-NCR held on August 26โ€“28, 2026 at Hotel Benilde Maison De La Salle, Manila.

The three-day training served as a meaningful avenue for DOLE-NCR SEADOs to deepen their knowledge, sharpen their skills, and strengthen their confidence in addressing labor and employment concerns through effective conciliation-mediation.

The learning sessions were designed to move beyond theoretical discussions and provide participants with practical tools and hands-on experiences that they can apply in assisting workers and employers.

Conciliator-Mediator Estelita S. Bautista served as the resource speaker, providing participants with a comprehensive review of the fundamental principles, processes, and practical approaches in effective conciliation-mediation. She also facilitated the succeeding group discussions and mock conciliation activities, giving participants an opportunity to apply the concepts and techniques discussed during the session.

During the interactive discussions, Conciliator-Mediator Atty. Rowena M. Gutierrez and Atty. Reverie Joyce F. Rivera actively shared their insights and perspectives in response to the questions and concerns raised by the participants. Their contributions enriched the discussions and provided practical guidance drawn from their experience in handling conciliation-mediation matters.

On the third day, Planning Officer III Ianne R. Go facilitated the Walk-Through on DOLE ARMS and the DOLE-ARMS Workshop, equipping participants with practical knowledge on the system and its application in their day-to-day functions. Information Systems Analyst II Ramir D. Peleo likewise provided technical guidance during the workshop, helping participants become more familiar and confident in navigating the system.

Throughout the training, the participants demonstrated enthusiasm, active engagement, and openness to learning. The lively discussions, collaborative workshops, mock conciliation exercises, and interactive activities made the three-day training a fruitful and enriching learning experience for everyone involved.

More than a training activity, the event highlighted the importance of continuously investing in the people who stand at the forefront of providing assistance to workers and employers. By strengthening the competencies of SEADOs, the program contributes to a more responsive, informed, and effective delivery of labor and employment services.

The successful conduct of the training also reflects the continuing partnership between DOLE-NCR, RCMB-NCR, and the NCMB Central Office in building the capacity of SEADOs and strengthening mechanisms for the early, accessible, and amicable resolution of workplace concerns.

Armed with enhanced knowledge, strengthened skills, and renewed confidence, the SEADOs return to their respective workplaces better prepared to listen, assist, and contribute to the promotion of harmonious and productive workplace relations.
