The implementation of the Weekly Clean-up Drive and the HAPAG Program in Inopacan, Leyte, represents a dual-focused effort to ensure environmental sanitation and local food security. These initiatives are spearheaded by the different Barangay Councils in LGU Inopacan in alignment with national directives from the Department of the Interior and Local Government.

Through these programs, the LGU of Inopacan fosters a culture of bayanihan, transforming idle lands into productive gardens while maintaining a cleaner, healthier living environment for its residents.

𝐋𝐆𝐔 𝐈𝐍𝐎𝐏𝐀𝐂𝐀𝐍 𝐔𝐍𝐃𝐄𝐑𝐆𝐎𝐄𝐒 𝟐𝟎𝟐𝟔 𝐑𝐋𝐆𝐂 𝐀𝐒𝐒𝐄𝐒𝐒𝐌𝐄𝐍𝐓

On August 12, 2026, the Regional Local Governance Champion (RLGC) Assessment for LGU Inopacan, Leyte was conducted.

The assessment team, together with the LGU RLGC/SGLG Secretariat and concerned department heads and focal persons, participated in the evaluation. The activity aimed to validate LGU Inopacan’s compliance with the 10 governance areas of RLGC-SGLG: Financial Administration, Disaster Preparedness, Social Protection, Health, Education, Business-Friendliness and Competitiveness, Safety, Peace and Order, Environmental Management, Tourism, and Youth Development.

During the assessment, documentary evidence, data, and programs of the LGU were presented and reviewed per indicator. The team also discussed best practices, challenges, and areas for improvement to further strengthen service delivery in the municipality.

The LGU reaffirmed its commitment to uphold good governance, transparency, and responsive public service

The RLGC Assessment serves as a key step for LGU Inopacan in its bid to qualify for the Seal of Regional Local Governance Champion (RLGC) and to continuously improve the quality of life for the people of Inopacan.

𝐋𝐨𝐜𝐚𝐥 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐯𝐞 𝐀𝐰𝐚𝐫𝐝 (𝐋𝐋𝐀) 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭

The DILG Municipal Office of Inopacan recently conducted the Local Legislative Award Assessment aimed to evaluate the performance of the Sangguniang Bayan in terms of legislative processes, documentation, and compliance to standards for the Local Legislative Award.

The activity was participated by the SB Secretary Ms. Melanie M. Matin-ao and Mr. Narcis Lean Montajes last July 23, 2026.

The participants gained better understanding of the criteria and documentary requirements under the Local Legislative Award. Gaps and areas for improvement in record-keeping and legislative processes were identified to ensure Sanggunian Bayan’s commitment to uphold transparency, efficiency, and excellence in local legislation

The LGU Inopacan recently conducted the RLGC Secretariat Meeting this July 15, 2026 at the LGU Conference Room to align preparations for the Regional Local Governance Champion assessment recently known as the Seal of Good Local Governance (SGLG).

The meeting was attended by the SGLG Secretariat Technical Working Group headed by Ms. Mildred C. Bregildo, MPDC/SGLG Focal Person and the MLGOO.

Secretariat members were oriented on the updated RLGC indicators and requirements,
assigned responsibilities and deadlines for submission of documents and strengthened commitment of LGU Inopacan to pursue and sustain good governance standards

The meeting reinforces LGU Inopacan’s goal to qualify for the Regional Local Governance Champion (RLGC) awards and continuously improve public service delivery.

The meeting aimed to discuss and clarify important issuances and compliance requirements from the Department.

𝗕𝗙𝗗𝗣 𝗖𝗼𝗺𝗽𝗹𝗶𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗨𝗽𝗱𝗮𝘁𝗶𝗻𝗴- The Barangay Full Disclosure Policy Board compliance status was reviewed. Field updates, common issues encountered, and deadlines for submission and updating of financial data were emphasized.
