We owe much to Congressman Carl Cari for his unwavering dedication to the 5th District of Leyte. His commitment to delivering the best possible service is evident in the meaningful projects he has brought to our communities. In Inopacan alone, we have benefited from several initiatives that continue to make a real and positive impact on the lives of our people.
𝐀𝐧𝐠 𝐊𝐚𝐦𝐚𝐭𝐮𝐨𝐫𝐚𝐧 : Recent social media posts citing data from the Philippine Center for Investigative Journalism (PCIJ) have raised questions about alleged “allocables” or “pork barrel” attributed to members of Congress in the Visayas, including Congressman Carl Cari.

What are commonly called “allocables” are not personal funds of legislators. DILI NI BUDGET NI CONG CARL.
These are district-indicated projects included in the national budget to address clearly identified local needs such as classrooms, health centers, farm-to-market roads, irrigation systems, flood control, and livelihood support.
A congressman’s role is limited to identifying priority needs of the district and endorsing them during budget deliberations. Once the GAA is enacted, the congressman has NO AUTHORITY to release funds, choose contractors, or implement projects.
All implementation is carried out by national government agencies (DPWH, among others), in accordance with procurement laws and subject to Commission on Audit review.
For the Fifth District of Leyte, these appropriations are needs-driven, not discretionary.
The projects reflected in the budget correspond to long-standing gaps in infrastructure and basic services experienced by the constituents in the district.
These include support for agriculture and fisheries, school facilities for growing student populations, health services for underserved barangays, and infrastructure aimed at disaster resilience.
As for this post, I find this very malicious ang intent. When it appeared to my newsfeed, grabe ka toxic sa mga comments. Walay substantial context ang post to inform the public on how the system works. Instead, it’s giving the WRONG assumption nga GIKAWAT or CORRUPT or GIUGOM ni Congressman Carl ang 6 Billion. Which is not true!
Daghang kaayohan ang atong nakita ug natagamtam sa Kinto Distrito and this issue will not stop Congressman Carl Cari to continue his legacy programs alang sa dugang Kalinaw, Kahapsay, ug Kalambo-an sa Kinto Distrito!
