In a push to turn every lesson into a launchpad for critical thinking and creativity, Carsadang Bago Elementary School recently staged an In-Service Training (INSET) themed โFrom Thinking to Creating: Harnessing Bloomโs Taxonomy and Cognitive Demand to Develop Higher Order Thinking Skills in Elementary Learners.โ
Resource speaker Ruby B. Heramia, EPS for Values Education and GMRC, challenged teachers to craft polished, competency-aligned assessments that truly measure learningโand equip young minds not just with information, but with the power to transform it.
Held at the schoolโs premises, the activity zeroed in on one of the most urgent tasks in basic education today: designing lessons and test items that move beyond rote recall and instead develop Higher Order Thinking Skills (HOTS) through deliberate use of Bloomโs Taxonomy and cognitive demands.

Opening her resource session, Heramia reminded teachers that learning must โcome backโ to them through the assessments they give. She stressed that every test item should be polished, aligned to the exact competency, and matched to the intended level of difficulty before it is reproduced and administered to learners.
โDapat nasunod yung mismong competency. Naka-align si test item dun sa pinili nyo yung level of difficulty. Bago natin i-reproduce. Para ma-measure natin yung learning ng test to jump it,โ she said, underscoring that a well-aligned assessment is the only reliable way to know if students have truly learned what was taught.
Just as important, she added, is integrity in the work of assessment even when no one is watching.
โSabi nga yung integrity. Kahit walang nakatinginโฆ May nakatingin man na principal o master teacher, o wala. We are doing our job. And isa sa mga task natin ay isulat ng tama yung ating assessment na ibibigay sa mga bata,โ Heramia said, framing careful test construction as both a professional duty and a moral commitment to learners.

Using a series of reflective slides, the speaker painted every lesson as a journey that begins with knowledge, helping learners remember and understand but finds its true impact when students are guided to apply, analyze, evaluate, and ultimately create.
"Every lesson we teach is a journey. We begin with knowledge, helping learners remember and understand. But our true impact happens when we guide them to apply what they learn, analyze situations, evaluate choices, and create new possibilities,โ she said, setting the tone for a session that linked theory directly to classroom practice.
She urged participants to โcontinue to teach with purpose, challenge with compassion, and inspire with excellence,โ and to design learning experiences that โawaken curiosity, inspire critical thinking, and empower creativity.โ
โAs teachers, we are not simply delivering content. We are cultivating minds,โ Heramia said, adding that โthe goal of education is not merely to fill minds with information but to equip minds for transformation.โ
