As part of the ongoing efforts to improve the implementation of the Peopleโ€™s Law Enforcement Board (PLEB) in Northern Mindanao, the DILG Bukidnon, in partnership with the NAPOLCOM, and Bukidnon League of Secretaries, conducted a Training-Workshop on Strengthening the Peopleโ€™s Law Enforcement Board (PLEB) on October 22-24, 2025 at Malaybalay Airโ€™BnB Hotel, Casisang, Malaybalay City, Bukidnon.

The activity aimed to further equip PLEB members with the knowledge and skills necessary to effectively perform their duties in handling administrative complaints against erring police personnel, thereby promoting accountability and strengthening community trust in law enforcement.

Representing the Municipality of Impasugong were the PLEB members composed of a Sangguniang Bayan Member, the Liga ng mga Barangay President, a community woman representative, the Principal of Kalabugao Elementary School, and the PLEB Secretariat. Also joining the delegation was MLGOO Marydhel C. Daelo, who support to the PLEB in the performance of its mandates.

The training served as a valuable platform for learning and collaboration, reaffirming the commitment of PLEB members to uphold justice, integrity, and accountability in local governance and police oversight.

Twelve (12) barangays from the Municipality of Impasugong, Bukidnon participated in the Roll-Out of the Strengthening the Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) 3.0 held on October 20, 2025, at the Peopleโ€™s Hall, New Malaybalay City Hall, Malaybalay City, Bukidnon.

Participants included members of the Barangay Anti-Drug Abuse Councils (BADAC), particularly the Punong Barangay, Sangguniang Barangay Members serving as Committee Chairs on Operations and Advocacy, Executive Officers (Chief Tanod), and BADAC Cluster Leaders.

Before the activity concluded, Punong Barangay Roselou Turtosa of Barangay La Fortuna shared his impression of the activity, expressing appreciation for the valuable insights and emphasizing the importance in enhancing their barangay's capacity to sustain a drug-free and safe communities.

The activity aimed to equip BADAC members with the necessary knowledge, skills, and values to ensure the effective and sustainable implementation of anti-illegal drug programs at the grassroots level.

The roll-out was spearheaded by the Department of the Interior and Local Government (DILG) Bukidnon, in collaboration with the Philippine Drug Enforcement Agency (PDEA) Bukidnon, the Bukidnon Police Provincial Office (BPPO), and the College of Public Administration and Governance (CPAG) of Bukidnon State University (BukSU).

Also in attendance were Municipal Local Government Operations Officers (MLGOOs), Chiefs of Police, and selected BADAC members from the municipalities of Baungon, Cabanglasan, Impasugong, Lantapan, Libona, San Fernando, Sumilao, and Talakag.

๐—œ๐—–๐—ฌ๐— ๐—œ! | In its continuing effort to strengthen the capacities of priority barangays in the fight against illegal drugs, the Department of the Interior and Local Government (DILG) Bukidnon conducted the Batch 3 Roll-Out of the Strengthening the Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) 3.0 on October 20,2025, at People's Hall, New Malaybalay City Hall, Malaybalay City, Bukidnon

This initiative, aligned with the Buhay Ingatan, Drogaโ€™y Ayawan (BIDA) Program, aims to equip BADAC members with essential knowledge, skills, and values to ensure the effective and sustainable implementation of anti-illegal drug programs.

The activity was carried out in collaboration with the Philippine Drug Enforcement Agency (PDEA) Bukidnon, the Bukidnon Police Provincial Office, and the College of Public Administration and Governance (CPAG) of Bukidnon State University (BukSU). It was attended by Municipal Local Government Operations Officers, Chiefs of Police, and selected BADAC members from the municipalities of Baungon, Cabanglasan, Impasugong, Lantapan, Libona, San Fernando, Sumilao, and Talakag.

In compliance with DILG Memorandum Circular No. 2024-059, the Municipal Road Clearing Validation Team of Impasugong continued the 3rd Quarter Validation of the KALINISAN Program on October 16, 2025, covering activities under the Community Clean-Up (BARKADA) and Barangay Road Clearing Operations (BaRCO). The validation for the day included Barangays Impalutao, Capitan Bayong and Poblacion.

Led by the Department of the Interior and Local Government (DILG), the validation team โ€” composed of representatives from the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Municipal Engineering Office (MEO), and Municipal Assessorโ€™s Office (MAssO) โ€” conducted an ocular inspection of barangay roads to ensure public safety, accessibility, and the maintenance of orderly and well-kept streets.

The team likewise evaluated the barangaysโ€™ efforts under the Community Clean-Up (BARKADA) component, particularly on proper waste management and disposal, as well as the cleanliness and upkeep of barangay halls and facilities.

In addition, the visit served as an opportunity for the validation team to cascade important announcements and reminders from their respective offices, guiding barangay officials on key compliance requirements and priority actions under the KALINISAN Program.

Pursuant to Section 397 of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, and Proclamation No. 599, series of 2018, declaring the Saturdays and Sundays of March and October of every year as Barangay Assembly Days, all barangays are enjoined to conduct their 2nd Semester Barangay Assembly on any Saturday or Sunday of October 2025. This aims to operationalize the minimum number of barangay assembly to be conducted and to ensure the widest participation of the residents in the said assembly.

As the Vice-Chairperson for Disaster Preparedness, MLGOO Marydhel C. Daelo, DILG Impasugong, participated in the Local Disaster Risk Reduction and Management (LDRRM) Plan 2026โ€“2028 Formulation Workshop of the Local Government Unit (LGU) of Impasugong, held on October 8โ€“10, 2025, at the Limketkai Luxe Hotel, Cagayan de Oro City.

Mayor Jetaime Okinlay-Gumban, together with the Members of the Sangguniang Bayan and the Local Disaster Risk Reduction and Management Council (LDRRMC), actively participated in the said activity. The activity was facilitated by the Municipal Disaster Risk Reduction and Management Office (MDRRMO) of Impasugong, with technical guidance from the Office of Civil Defense (OCD) and the MDRRMOs of Kadingilan (Bukidnon) and Sinacaban (Misamis Occidental), who served as resource persons.

During the workshop sessions, LDRRMC members were organized into their respective thematic areas of concern, namely: Prevention and Mitigation, Disaster Preparedness, Response and Early Recovery, and Rehabilitation and Recovery to ensure focused discussion and comprehensive planning.

The formulation of the LDRRM Plan 2026โ€“2028 serves as a crucial step in strengthening the municipalityโ€™s resilience to disasters. It provides a comprehensive framework that guides the LGU and its stakeholders in implementing proactive, coordinated, and sustainable disaster risk reduction and management initiatives. Through this plan, Impasugong reaffirms its commitment to safeguarding lives, properties, and the environment toward building a safer and more disaster-resilient community.

Following the recent selection of Civil Society Organization (CSO) representatives to the Local Special Bodies, the Local Government Unit of Impasugong convened a joint organizational meeting of the Municipal Development Council (MDC), Municipal Peace and Order Council (MPOC), Municipal Anti-Drug Abuse Council (MADAC), Municipal Health Board (MHB), Municipal School Board (MScB), and Municipal Nutrition Council (MNC). The meeting was presided over by Municipal Mayor Jetaime Okinlay-Gumban on September 30, 2025 at the Municipal Conference Hall.

To open the activity, MLGOO Marydhel C. Daelo gave a brief orientation on the roles and functions of the Local Special Bodies, emphasizing the importance of CSO partnership and partnerships in strengthening local governance and inclusive development.

The joint meeting provided a platform to tackle significant updates from the different councils, particularly on peace and order and anti-illegal drugs. Serving also as the 3rd Quarter Meeting of the MPOC and MADAC, the meeting featured progress reports from partner agencies, including the Philippine National Police (PNP), Bureau of Fire Protection (BFP), Department of the Interior and Local Government (DILG), and the Philippine Army (8IB, 28IB, 88IB and 1stSF).

The meeting concluded with the adoption of several key resolutions, three (3) of which are aimed at sustaining the municipality's initiatives in promoting peace and order, public safety, and overall community well-being.

In pursuit of promoting meaningful and responsive legislation for good governance, the Department of the Interior and Local Government (DILG) Bukidnon, in partnership with the Provincial Government of Bukidnon, spearheaded the 2025 Local Legislative Award and the Localized Excellence in Local Legislation (ExceLL) for Cities, Municipalities, and Barangays.

As part of this initiative, the Sangguniang Bayan of Impasugong and Barangay Dumalaguing underwent assessment today through DILG Sumilao Municipal Local Government Operations Officer Carlos J. Labis, Jr. The process involved a thorough review of the legislative documents covering 2022โ€“2025 for the SB of Impasugong and the 2024 accomplishments of Barangay Dumalaguing.

This evaluation serves as a vital platform to recognize the dedication, achievements, and best practices in local legislation, reflecting the commitment of LGUs to foster good governance and inclusive development.

In attendance are the Sangguniang Bayan of Impasugong together with SB Secretary and SB Staff, and the Barangay Officials of Dumalaguing . Also, prroviding valuable support during the activity was MLGOO Marydhel C. Daelo of DILG Impasugong.

In compliance with DILG Memorandum Circular No. 2025-060, DILG Impasugong in coordination with the CSO Desk Officer, successfully facilitates the conduct of โ€œReconstitution and Selection of Representatives to Local Special Bodiesโ€ on September 19, 2025, at the Municipal Conference Hall, Impasugong, Bukidnon.

A total of 93 Civil Society Organizations (CSOs) were accredited and actively participated in the activity, reaffirming their commitment to inclusive governance and local development. Through the accreditation process, CSOs are empowered to represent their sectors in the Local Special Bodies (LSBs) and take part in shaping the LGUโ€™s policies, programs, and projects.

As part of the proceedings, the Certificates of Accreditation and Sangguniang Bayan Resolutions were formally awarded to accredited CSOs in the presence of Municipal Mayor Jetaime Okinlay-Gumban and SB Member Atty. Neil S. Acal, representing the Sangguniang Bayan, SB Secretary Teresa B. Cominguis, MPDO Conchitina H. Dalinao, and MLGOO Marydhel C. Daelo.
To further highlight the value of peopleโ€™s participation, MLGOO Daelo discussed the Relevance of CSO Engagement, Code-Mandated Avenues for Participation, and a recap of the salient features of the LSB reconstitution guidelines.

The program featured two major learning sessions. Session 1: Youth at Risk โ€“ Provincial Situationer was presented by Ms. Ellen T. Salumintao, RSW, Provincial Social Welfare and Development Officer, who discussed the situation and the root causes of the involvement of the youth in crime, and the corresponding interventions of the Provincial Social Welfare and Development Office (PSWDO).

Session 2: Rewriting the Youth Narratives: From At-Risk to At-Promise was delivered by Dr. Rudjia Faith T. Anino, Associate Professor V at Central Mindanao University, who emphasized shifting perspectives from labeling young people as โ€œat-riskโ€ to recognizing their strengths and potential as โ€œat-promise.โ€

Petilo (Balay Mindanaw Foundation Inc.), who shared insights and recommendations in advancing peace and development efforts.

The event was attended by representatives from youth organizations, local government units, law enforcement agencies, national government agencies, academe, civil society, and media. The activity provided a meaningful platform for dialogue among government agencies, local leaders, and stakeholders to tackle pressing issues confronting the youth sector while fostering stronger collaboration in advancing inclusive and participatory governance.

By joining the initiative, LGU Impasugong underscored its commitment to empower the youth, break barriers that hinder their full potential, and champion a government that is transparent, responsive, and people-centered.

Representing the municipality were MLGOO Marydhel C. Daelo, PMaj Dominador Orate, Chief of Police of Impasugong, along with representatives from the Liga ng mga Barangay (LnB), Sangguniang Kabataan (SK) Federation, Municipal Social Welfare and Development Office (MSWDO), Local Youth Development Office (LYDO), and selected members of the Local Youth Development Council (LYDC).
