CAGAYAN DE ORO CITY, Agosto 19–20 — Bilang bahagi ng patuloy na pagsusulong ng mahusay at responsableng lokal na pamamahala, nagbigay ang Kagawaran ng Interyor at Pamahalaang Lokal ng Bukidnon ng teknikal na suporta sa Sangguniang Bayan ng Impasugong sa pamamagitan ng dalawang araw na 𝘊𝘢𝘱𝘢𝘤𝘪𝘵𝘺-𝘉𝘶𝘪𝘭𝘥𝘪𝘯𝘨 𝘈𝘤𝘵𝘪𝘷𝘪𝘵𝘺 𝘰𝘯 𝘵𝘩𝘦 𝘘𝘶𝘢𝘴𝘪-𝘑𝘶𝘥𝘪𝘤𝘪𝘢𝘭 𝘍𝘶𝘯𝘤𝘵𝘪𝘰𝘯𝘴 𝘰𝘧 𝘵𝘩𝘦 𝘚𝘢𝘯𝘨𝘨𝘶𝘯𝘪𝘢𝘯𝘨 𝘉𝘢𝘺𝘢𝘯.

Layunin ng aktibidad na higit na mapaunlad ang kaalaman at kasanayan ng mga miyembro ng Sangguniang Bayan sa pagganap ng kanilang mga tungkuling quasi-judicial, partikular sa pagsunod sa wastong proseso at due process, gayundin sa maayos at makatarungang pagpapasya sa mga usaping inihaharap sa sanggunian.

Sa unang araw, pinangunahan ni Atty. Abulcair D. Lindao, Chief of Staff ng Office of the Regional Director ng DILG 10, ang Session 1: Quasi-Judicial Functions of Sanggunians. Tinalakay rito ang kalikasan, saklaw, at mga limitasyon ng quasi-judicial powers ng mga sanggunian, gayundin ang proseso at mga naaangkop na batayan sa pagdinig at pagresolba ng mga kaso.

Sinundan ito ng Session 2: Formulating the Rules of Procedure on Quasi-Judicial Cases, sa pangunguna ni Atty. Rued M. Sacabin, Attorney IV. Tinalakay niya ang mga mandatory at optional na probisyon at ang Quasi-Judicial Internal Rules of Procedure (IRP) Checklist. Isinagawa rin ang isang workshop kung saan bumuo ang mga kalahok ng template ng IRP para sa mga kasong quasi-judicial at inilahad ang kanilang mga output.

Sa ikalawang araw, nakatuon ang talakayan sa Administrative Investigation, kabilang ang kalikasan ng administrative hearings, ebidensya, at daloy ng administrative proceedings. Nagsagawa rin ng mock trial upang mabigyan ang mga kalahok ng pagkakataong mailapat sa praktikal na sitwasyon ang mga legal na prinsipyo at pamamaraang tinalakay sa mga sesyon.

Nagtapos ang dalawang araw na aktibidad sa Session 4: Effective Decision Writing, sa pangunguna ni Atty. Jian Margareth C. Maagad Verdadero, Attorney III. Tinalakay rito ang mahahalagang batayan ng legal writing at ang wastong organisasyon at pagbubuo ng mga desisyon, na sinundan ng decision-writing workshop at presentasyon ng mga output.

Sa pamamagitan ng aktibidad, patuloy na isinusulong ng DILG ang pagpapaunlad ng may kakayahan, may pananagutan, at tumutugong mga lokal na sanggunian. Ang mga kaalaman at praktikal na kasanayang nakuha mula sa dalawang araw na pagsasanay ay inaasahang makatutulong sa Sangguniang Bayan ng Impasugong sa mas maayos, patas, at naaayon sa batas na pagganap ng kanilang mga tungkuling quasi-judicial.

𝗥𝗘𝗦𝗨𝗟𝗧𝗦 𝗔𝗥𝗘 𝗜𝗡: 𝗜𝗺𝗽𝗮𝘀𝘂𝗴𝗼𝗻𝗴 𝗠𝘂𝗻𝗶𝗰𝗶𝗽𝗮𝗹 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻 𝗧𝗲𝗮𝗺 𝗙𝗶𝗻𝗮𝗹𝗶𝘇𝗲𝘀 𝘁𝗵𝗲 𝗥𝗲𝘀𝘂𝗹𝘁𝘀 𝗼𝗳 𝘁𝗵𝗲 𝟮𝟬𝟮𝟲 𝗕𝗮𝗿𝗮𝗻𝗴𝗮𝘆 𝗘𝘃𝗮𝗹𝘂𝗮𝘁𝗶𝗼𝗻𝘀

In preparation for the official recognition of outstanding barangay performance, the Impasugong Municipal Evaluation Team convened on August 18, 2026 at the Municipal Conference Room to review, calibrate, and finalize the results of the 2026 barangay evaluations.

Facilitated by MLGOO Marydhel C. Daelo of DILG Impasugong, the Evaluation Team successfully finalized the results for the following evaluation areas:

1. Localized Seal of Good Local Governance for Barangays (SGLGB)
2. Sangguniang Kabataan Functionality Audit
3. Galing sa Pangangalaga ng Kalikasan (GPK)
4. Cleanest Barangay Office/Facility

The completion of these evaluations marks another important step in recognizing the commitment, performance, and good governance practices of the barangays of Impasugong. The finalized results will serve as the basis for identifying and giving due recognition to the top-performing barangays that have demonstrated excellence, accountability, effective governance, environmental stewardship, and quality public service.

𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬𝗦 𝗢𝗙 𝗜𝗠𝗣𝗔𝗦𝗨𝗚𝗢𝗡𝗚 𝗖𝗢𝗠𝗣𝗟𝗬 𝗪𝗜𝗧𝗛 𝗧𝗛𝗘 𝗖𝗥𝗘𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗕𝗔𝗥𝗔𝗡𝗚𝗔𝗬 𝗔𝗡𝗗 𝗦𝗞 𝗜𝗡𝗩𝗘𝗡𝗧𝗢𝗥𝗬 𝗧𝗘𝗔𝗠𝗦

In line with DILG Memorandum Circular No. 2026-021, all barangays and Sangguniang Kabataan (SK) are required to issue an Order creating their respective Barangay Inventory Team (BIT) and SK Inventory Team (SKIT).

The creation of these teams is an important step in ensuring an orderly, transparent, and accountable transition of barangay and SK governance. The BIT and SKIT are tasked to facilitate the proper checking, physical inventory, verification, and documentation of all barangay and SK properties, equipment, records, and other accountable items.

Through this process, barangays and SKs can ensure that all properties and records are properly accounted for and formally turned over to the incoming officials, promoting continuity of service, accountability, and responsible stewardship of public resources.

As part of the preparations for the upcoming transition of barangay and SK governance, MLGOO Marydhel C. Daelo discussed the salient provisions of DILG Memorandum Circular No. 2026-021 during the Liga ng mga Barangay Meeting attended by the Punong Barangays and Barangay Secretaries on August 13, 2026 at the Liga Building.

The Circular provides guidelines to ensure a smooth, orderly, and accountable transition through the proper checking, physical inventory, verification, and documentation of barangay and Sangguniang Kabataan properties, financial records, documents, and other accountable resources prior to the assumption of office of the newly elected or incoming barangay and SK officials.

Through this initiative, DILG Impasugong continues to support barangays in promoting transparency, accountability, continuity of governance, and responsible stewardship of public resources.

As part of its continuing commitment to promoting transparency, accountability, and sound local governance, the DILG through MLGOO Marydhel Daelo, participated in the Monthly Sangguniang Kabataan (SK) Federation Meeting on July 27, 2026 at the Sangguniang Bayan Session Hall, Impasugong, Bukidnon.

In preparation for the inventory and turnover of barangay and SK properties, financial records, official documents, and money accountabilities, MLGOO Daelo discussed the salient provisions of DILG Memorandum Circular No. 2026-021. The discussion emphasized the prescribed guidelines for the orderly and turnover of barangay and SK properties through proper conduct of physical inventory, verification, reconciliation, and documentation of all properties, records, and financial accountabilities prior to the assumption of office by the newly elected officials.

The activity reinforced the importance of transparency, accountability, and stewardship of public resources among SK leaders, ensuring a smooth leadership transition while upholding the principles of integrity and reasonable youth governance.

Reaffirming its commitment to excellence in local governance, environmental stewardship, and accountable public service, the Municipal Government of Impasugong continued the CY 2026 Municipal Evaluation in Barangay Kalabugao on its last day, July 24, 2026 (afternoon).

Strongly supported by Municipal Mayor Jetaime Okinlay-Gumban, the annual evaluation aims to assess the performance, functionality, compliance, and best practices of all thirteen (13) barangays while promoting innovation, environmental sustainability, transparency, and responsive local governance.

The municipal evaluation covers the following assessment areas:
Seal of Good Local Governance for Barangay (SGLGB)
SK Functionality Assessment
Galing sa Pangangalaga ng Kalikasan (GPK)
Best Communal Garden
Cleanest Barangay

The assessment is spearheaded by the Municipal Evaluation Team, chaired by the Department of the Interior and Local Government (DILG)–Impasugong, with the active participation of the Municipal Accounting Office, Municipal Budget Office, Municipal Treasurer's Office, Municipal Disaster Risk Reduction and Management Office, Municipal Social Welfare and Development Office, Municipal Planning and Development Office, Municipal Health Office, Municipal Environment and Natural Resources Office, Municipal Agriculture Office, and the Local Youth Development Office.

Beyond recognizing outstanding performance, the assessment serves as a valuable platform for identifying best practices, addressing governance gaps, and strengthening institutional capacities toward the delivery of more effective, inclusive, and sustainable public services.
