In compliance with Memorandum Circular No. 02-2026 issued by the Supreme Court through Chief Justice Alexander G. Gesmundo, Hon. Judge Ryan B. Deleña of the 5th MCTC Imelda-Malangas-Diplahan-Payao issued Memorandum Order No. 01-2026 setting the guidelines for on-site work from Monday to Thursday and Work-From-Home Arrangements every Friday.

The 5th MCTC Imelda paid a courtesy visit to Hon. Mayor Joshua Carlo Mendoza of Payao, Zamboanga Sibugay.

During the said visit, Hon. Judge Ryan B. Deleña congratulated Mayor Mendoza on his re-election and expressed the court’s gratitude for the LGU Payao’s continuous support to its operations. Mayor Mendoza ensures the LGUs continuous support and shall help in the renovation and repainting of the court premises slated this year.

The 5th Municipal Circuit Trial Court of Imelda-Malangas-Diplahan-Payao paid a courtesy visit to Hon. Boy Famor, the new Municipal Mayor of Imelda, Zamboanga Sibugay.

Considering that the Court is stationed in the Municipality of Imelda, Judge Ryan B. Deleña had a dialogue with the Mayor as to security and sanitation of the court building and its premises. The possibility of transferring the courts to a new building was also discussed.

In line with the reported confirmed cases of MPOX involving a three (3) – year old child in one of the municipalities within the province of Zamboanga Sibugay and with a total of nineteen (19) reported cases in Mindanao, it is important to restrengthen the existing health protocols being implemented by this Court as a precautionary measure to help curb the spread of the MPOX. In line with this and considering that this court caters to clients and litigants on a daily basis, the court shall observe the following:

1. Litigants and their counsels are hereby advised to wear face masks during the scheduled hearings.

2. Considering the limited space inside the Court Room, only the litigants and their witnesses who will be presented during the scheduled hearing shall be allowed inside the Court Room to avoid overcrowding.

3. It is important to ensure that the Court Room shall be sanitized before and after each hearing. Common areas such as the foyer shall be sanitized at least twice daily to ensure safety and cleanliness.

4. The staff are hereby directed and reminded to sanitize their hands and their respective work stations as frequent as possible to ensure safety and cleanliness inside the office. While wearing of face masks inside the office is optional, the same shall be mandatory for all staff attending the hearings or when dealing with clients accessing the services of this Court.

5. The Branch Clerk of Court shall notify all the lawyers appearing before this Court regarding this Memorandum for their information and for them to advise their clients and their staff about the wearing of face masks while inside the court premises.

6. Further, copies of this Memorandum shall be posted in the Court Bulletin Board for the information of the general public.

Petitions for Inclusion or Exclusion of Voters in the Permanent Voters List are within the jurisdiction of first level courts pursuant to RA 8189.

The Supreme Court reiterated in OCA Circular No. 09-2025 dated January 20, 2025 that pursuant to RA 8189, Petitions for Inclusion shall be decided within FIFTEEN DAYS FROM FILING (Sec. 34) while Petitions for Exclusion shall be decided within TEN DAYS FROM FILING (Sec. 35).

Are you filing a civil case in a trial court?

The Philippine Judiciary is now going digital.

From September 1 to December 1 this year, first-level and second-level courts all over the country will slowly transition to electronic filing for civil cases.

By September 1, all civil filings must include electronic versions of hard copies, or else the courts will not act on them.

During the three-month transition period, each judicial region will be certified before they can start implementing a fully-electronic mode of filing.

The goal is that by December 1, electronic filing will be considered the only mode of filing, except for initiatory pleadings, which would still require hard copies.
