DA Secretary Tiu Laurel distributes PCIC indemnity checks to Iloilo farmers

Agriculture Secretary Francisco Tiu Laurel Jr. distributed indemnity payments to farmers whose crops were damaged by drought, pests, and diseases during his visit to Dumangas, Iloilo.

PCIC Regional Office VI released indemnity checks amounting to more than ₱300,000 to 58 farmer-beneficiaries, providing financial assistance to help them recover from crop losses and prepare for the next planting season.

The distribution coincided with the inauguration of the National Food Authority’s modernized postharvest facility in Dumangas and formed part of the ₱168.3 Million worth of agricultural and fisheries interventions provided by the DA Regional Field Office VI, PCIC, Bureau of Fisheries and Aquatic Resources, National Dairy Authority, and Philippine Center for Postharvest Development and Mechanization.

Other assistance distributed during the activity included hybrid seeds, fertilizers, farm machinery, hauling trucks, delivery vehicles, boats, materials for oyster culture projects, and 114 dairy goats. These interventions aim to improve agricultural and fisheries production, strengthen rural livelihoods, and enhance the resilience of farmers and fisherfolk in Iloilo.

Present during the activity were PCIC RO VI officers and staff led by Regional Manager Eva Ulie D. Laud.

PCIC Region VI participated in the Agri Credit Ugnayan organized by the Agricultural Credit Policy Council (ACPC) on August 19, 2026, at the Passi City Arena, together with various government agencies and partner institutions.

The activity served as a platform to bring government programs and services closer to farmers and fisherfolk through direct engagement and on-site assistance.

As part of the activity, PCIC Region VI set up an information booth where farmers and fisherfolk were able to inquire about PCIC insurance programs, coverage, insurance status, claims, and other available services. Participants also received PCIC tote bags containing information and marketing materials to increase awareness and help them learn more about the Corporation’s various insurance programs and benefits.

PCIC Region VI Regional Manager II Eva Ulie D. Laud was present during the opening ceremony and later visited the PCIC booth to engage with personnel and observe the ongoing delivery of services to participants.

Laud emphasized the importance of bringing government services directly to farmers and fisherfolk through activities such as the Agri Credit Ugnayan.

“This kind of activity is very efficient for us and for our farmer beneficiaries. We are able to provide direct services to them, address their concerns, and give them immediate information about our insurance programs,” Laud said.

Through its participation in the Agri Credit Ugnayan, PCIC Region VI continues to bring agricultural insurance services closer to farmers and fisherfolk, ensuring that they have access to information, assistance, and protection that can help strengthen their resilience and sustain their livelihoods.

PCIC presented the RSBSA-funded free insurance allocation for Iloilo City, targeting expanded coverage for more farmers and fisherfolk.

The meeting resulted in an agreement for both parties to conduct information campaigns and activities to increase the awareness of the farmers and fisherfolk on PCIC insurance programs, coverage, and available benefits.

Garingalao also shared the farming practices of vegetable growers in the city and requested PCIC to consider these practices for possible insurance coverage in the future. Director Tamba welcomed the proposal and said it would be further discussed with PCIC top management.

The meeting underscored the shared commitment of PCIC and the Iloilo City Agriculture Office to strengthen coordination and expand agricultural insurance coverage, while exploring opportunities to address the insurance needs of more local farmers and fisherfolk.

Philippine Crop Insurance Corporation (PCIC) Board of Director representing the Visayas Farmers’ Sector Dalmacio L. Tamba Jr. paid a courtesy call to Iloilo Provincial Agriculturist Geron E. Magbanua on August 18, 2026, together with PCIC Region VI Regional Manager II Eva Ulie D. Laud and Marketing and Sales Division Chief Jose Ma. B. Torres Jr.

During the meeting, the PCIC presented the RSBSA free insurance allocation for CY 2026 for Iloilo Province and expressed its commitment to expanding coverage to more farmers. Mr. Magbanua welcomed the initiative, noting that additional funding may allow the province to support more farmers later this year or early next year.

Both parties also discussed prospects for stronger collaboration, particularly in expanding the Insurance coverage to life and limb among farmers, fishers and all those involve in the agricultural sector in Iloilo Province.

On August 12, 2026, the Philippine Crop Insurance Corporation (PCIC) Regional Office VI conducted an Orientation on Climate Outlook and El Niño Risk Profile for Western Visayas to strengthen the region’s preparedness and response to the potential impacts of climate change and the projected El Niño conditions on the agricultural sector.

The orientation featured a presentation by Engr. Jimmy G. Eledia of DAWV-CERRMS, who discussed the current and projected El Niño conditions and their potential impact on agriculture in Western Visayas. PAGASA forecasts indicate that the weak-to-moderate El Niño may intensify and persist until the first half of 2027, increasing drought risks in several areas. The presentation highlighted the DA’s El Niño Strategic Action Plan, with PCIC’s crop insurance program supporting agricultural preparedness, protection, rehabilitation, recovery, and post-impact assistance to help farmers recover and resume production for the next cropping season. The orientation emphasized the need for proactive preparedness, using climate forecasts and vulnerability maps to identify high-risk areas and implement timely interventions such as water management, crop support, social protection, and agricultural insurance.

Among the recommended measures are the adjustment of cropping calendars, use of drought-tolerant crop varieties, improvement of irrigation systems and water conservation practices, crop and livelihood diversification, and increased access to agricultural insurance.

As stated by Regional Manager Eva Ulie D. Laud, PCIC support the Department of Agriculture’s effort to mitigate the effect of El Niño, recognizes the importance of integrating these strategies into its programs and services to help minimize income losses among farmers and strengthen their resilience to climate-related risks. On the part of MSD Chief Jose Ma. B. Torres Jr., he said that the orientation will guide PCIC Region VI in its planning, coordination, and preparedness efforts, particularly in identifying vulnerable areas and ensuring that appropriate support and insurance interventions are in place.

Through strengthened coordination and timely action, PCIC Region VI aims to contribute to protecting farmers’ livelihoods, sustaining agricultural production, and supporting the recovery of communities that may be affected by the impending El Niño conditions.

July 20, 2026 – The Philippine Crop Insurance Corporation (PCIC) Region VI hosted the Committee Meeting and 2nd National Management and Planning Conference in Bacolod City, bringing together members of the Board of Directors, Top Management Officers and Regional Managers to discuss the operational performance and priorities of the Corporation.

Present during the meeting were PCIC President Atty. Jovy C. Bernabe; Senior Vice President for Regional Management Group Segundo H. Guerrero Jr.; Board Member Representing the Mindanao Farmers' Sector, Chairman Romeo C. Salting; Board Member Representing the Luzon Farmers' Sector Gerardo F. Soliman; Board Member Representing the Visayas Farmers' Sector Dalmacio L. Tamba Jr.; Top Management Officers and Regional Managers.

For the Committee Meeting, PCIC Region VI presented its operational status and accomplishments. AFD Chief Alicia J. Arnaldo reported on the region's manpower, budget utilization, and administrative concerns, while MSD Chief Jose Ma. B. Torres Jr. discussed Region VI's insurance targets and accomplishments. CAD Chief Glenn L. Carbon concluded the presentation by reporting the region's claims performance, including the total claims paid as of July 2026, highlighting PCIC Region VI's continued commitment to delivering efficient insurance services and timely indemnity payments to insured farmers.

The Committee Meeting served as an avenue for the Board of Directors and management to assess Region VI's operational performance, discuss administrative and program-related concerns, and identify strategies to further strengthen the delivery of crop insurance services in support of the country's agricultural sector.
