The Dumangas-Barotac Nuevo Water District (D-BNWD) was created by virtue of Resolution No. 136 of 1982, enacted by the Sangguniang Bayan of Dumangas in accordance with Presidential Decree No. 198, as amended by President Decree Nos. 768 and 1479. As mandated by PD 198, the Municipality of Dumangas transferred the supervision and administration of the municipality’s waterworks system, comprising of
all the assets and liabilities including water rights, to the district. The Dumangas-Barotac Nuevo Water District (D-BNWD) came into existence through the merger of the former Dumangas and Barotac Nuevo Water Districts. The then Dumangas Water District was a successfully operated water utility unlike Barotac Nuevo Water District which was not actually commenced its operations due to lack of a reliable water source. Eventually, the Board of Directors of the Water Districts executed an agreement merging of the two Districts to avert the continued failure of the latter district to bring good water service to the residents of the municipality. The merger combined all the resources of the two Water Districts into a single entity, with all the Barotac Nuevo personnel moving into the Dumangas Office. This, likewise, led to the construction of the initial water system of Barotac Nuevo and its water connection to the Dumangas system. MISSION AND FUNCTION
The District is mandated to provide sufficient, safe and potable water supply to the concessionaires, as well as, to improve the water supply system of the agency. To carry this out, the water district as of December 31, 2007 has seven (7) spring wells or pumping stations and (1) one filtration plant to serve its 3,503 active service connections located in Acuit, Tabucan, Barotac Nuevo, and Pagdugue, PD Monfort North, Sulangan, Calao and Cali, in the municipality of Dumangas. The Dumangas-Barotac Nuevo Water District is governed by the Board of Directors which serves as the policy-making body of the district and its members are appointed by the Governor, Province of Iloilo.
