RECENTLY | 2026 EXCELL AWARDS – PROVINCIAL SCREENING AND VALIDATION

The 2026 Search for Excellence in Local Governance (EXCELL) Awards is now underway, recognizing Local Government Units (LGUs) that demonstrate excellence, innovation, and sustained commitment to effective and responsive local governance.

As part of the search, the DILG Iloilo Provincial Office conducted a two-day Provincial Screening and Validation on August 18–19, 2026 to thoroughly review, assess, and validate the submitted entries and supporting documents based on the prescribed criteria and guidelines of the 2026 EXCELL Awards.

EXCELL is more than recognition—it is about celebrating innovation, sharing what works, and inspiring LGUs to continuously raise the bar for excellence in local governance.

TODAY | SANGGUNIAN DERBY 2026 – Provincial Screening and Validation

Today, August 17, 2026, marked another significant milestone in the conduct of SANGGUNIAN: The Regional Legislative Immersion and Parliamentary Excellence Derby—a first-of-its-kind regional legislative derby in Western Visayas and a pioneering initiative in the Philippines, in collaboration with the Vice Mayors’ League of the Philippines (VMLP).

The Provincial Screening Committee assessed and evaluated the entries of the Local Government Units in the Province of Iloilo that have boldly stepped forward to take part in this historic undertaking.

More than a competition, the SANGGUNIAN Derby is an avenue to showcase excellence, share good practices, learn from one another, and celebrate the vital role of Sanggunians in advancing responsive, innovative, and effective local governance.

TODAY | Youth Leaders Drive Peace and Development in Passi City!

Youth leaders from various organizations across Passi City gathered today, August 15, 2026, for the Implementation Review, Assessment, and Evaluation of the Capacitating Urban Communities for Peace and Development (CUCPD) Program.

The event was graced by DILG Iloilo Provincial Director Dino A. Ponsaran, CESO V, who delivered an inspiring message on the vital role of the youth in peacebuilding and local governance. Showing strong support for the initiative were:
🔹 CLGOO Patrick Jess T. Jacildo (DILG–Passi City)
🔹 Fr. Eric John Vargas (Local Youth Development Council)
🔹 Karla Mae Ebacuado, Joan Padrones, and Dr. Janilee Jan Torilla (Local Youth Development Office)

To kick off the session, LGOO II Mark Rodjerick L. Panes presented an overview of the activity and reviewed the CUCPD Program. During the focused workshops, youth participants drafted their Comprehensive Implementation Plan. LGOO V Charmagne Lyle M. Japitana and the Local Government Monitoring and Evaluation Section (LGMES) team provided hands-on technical assistance to help turn their ideas into actionable, community-driven strategies.

The activity wrapped up with encouraging closing remarks from LGOO VII Grace Natalie N. Azarraga, who commended the youth leaders and partners for their active dedication. Through strong collaboration among DILG, LYDO, LYDC, and local youth groups, Passi City continues to build empowered and peaceful communities.

RECENTLY | ILOILO NOMINEES WRAP UP REGIONAL VALIDATION FOR 2026 SOBT

The four (4) nominees of the Iloilo Province to the 2026 Search for Outstanding Barangay Tanod (SOBT) completed the Regional Validation process last August 12, 2026, capped by Barangay Gabi, Carles as the final nominee assessed.

The activity forms part of the Department's continuing efforts to recognize and uphold the exemplary service of Barangay Tanods in ensuring peace, order, and public safety at the grassroots level.

The Province's other nominees were earlier validated on the following dates:
🔹 Barangay Talongonan, Passi City (Cities Category) — July 22, 2026
🔹 Barangay Cabubugan, Guimbal (3rd–4th Class Municipalities Category) — July 23, 2026
🔹 Tanod Michael Delos Reyes (Individual Tanod Category) — July 23, 2026

The tanods were assessed based on the documentary requirements under Regional Memorandum Circular (RMC) No. 2026-001, as well as their performance in the skills demonstration covering firefighting, self-defense, rescue/emergency response, first aid, and arrest technique.

The DILG Iloilo Province extends its congratulations to all nominees for exemplifying dedication, discipline, and excellence in barangay-level peace and order service.

TODAY I Peace and Order Summit in the Municipality of Dueñas

The Local Government Unit of Dueñas successfully conducted the Peace and Order Summit on August 11, 2026, at Dueñas Social Hall, Municipality of Dueñas, Iloilo, which aimed at strengthening local safety, public security, and emergency response capabilities. The capacity-building activity brought together community leaders and frontliners from 12 selected barangays across the municipality including Punong Barangays, Sangguniang Barangay Members serving as Committee Chairs on Peace and Order, and Barangay Tanods.

Through focused practical modules, the summit aimed to equip the tanod participants with updated skills, essential tactical knowledge, and heightened readiness to protect their respective communities effectively.

Gracing the activity was Mayor Robert Martin U. Pama, who delivered an inspirational message highlighting the indispensable role of barangay officials and tanods as the primary protectors of peace. Department of the Interior and Local Government (DILG) Iloilo Provincial Director Dino A. Ponsaran, CESO V, also extended his message of support, reiterating the value of strong local governance and inter-agency partnership.

Meanwhile, MLGOO Sheryl V. Faulve opened the technical sessions with a comprehensive overview of the activity, followed by series of lectures and demonstrations facilitated by resource speakers from the Dueñas Municipal Police Station and the Bureau of Fire Protection (BFP) Dueñas personnel on law enforcement support, crime prevention, and emergency response protocols.

RECENTLY | PARAGONS 2026: BUGAL SANG ILOILO PANEL INTERVIEW

The search for Iloilo Province’s most outstanding youth leaders reaches another milestone as the Panel Interview for the PARAGONS 2026: Bugal Sang Iloilo Awards was conducted yesterday, August 7, 2026, at Casa Real, Iloilo Provincial Capitol, Iloilo City.

A total of 19 qualified nominees composed of 16 qualifiers for the Most Outstanding SK Chairperson Category and 3 qualifiers for the Most Outstanding SK Municipal Federation President Category underwent a rigorous evaluation as part of the selection process for this year’s prestigious youth governance awards.

Served as members of the Panel of Interviewers were representatives from the Department of the Interior and Local Government (DILG) Iloilo Province, Provincial Federation of the Sangguniang Kabataan (PPSK) Province of Iloilo, Junior Chamber International (JCI) Iloilo, National Youth Commission (NYC) Region VI, Office of the Iloilo Youth Development Officer (OLYDO), and the Iloilo Provincial Planning and Development Office (PPDO), who collectively form part of the PARAGONS 2026 Technical Working Group.

As a core component of the evaluation process, the panel interview provided an avenue for the nominees to demonstrate their leadership journey, governance initiatives, and contributions to youth and community development.

The PARAGONS: Bugal Sang Iloilo Awards continues to recognize and celebrate exemplary Sangguniang Kabataan leaders whose dedication, innovation, and commitment to public service inspire positive change and empower the youth across the Province of Iloilo.
