Construction works on the High Line Canal (HLC) are steadily taking shape across various locations in the Province of Iloilo.

Despite heavy rainfall in Iloilo City, many areas in the province remain sunny and dry, allowing contractors to take advantage of favorable weather conditions to continue earthworks, rebar installation, and concreting activities for the project’s irrigation component.

Earlier today, Engr. Jonel Borres, NIA Region VI Regional Manager and Concurrent Project Manager of the NIA Jalaur River Multi-Purpose Project Stage II, personally inspected several High Line Canal (HLC) construction sites in the municipalities of Janiuay, Badiangan, and Cabatuan.

The regular site monitoring aims to ensure that the momentum of construction works is sustained and that emerging issues and concerns are promptly addressed to keep the project on track.

As of August 2026, the JRMP II remains on schedule with an overall accomplishment of 87.54%.

ILOILO City – The National Irrigation Administration (NIA) has assured Ilonggos that the Jalaur High Dam can withstand major structural and seismic risks, citing a safety factor three times higher than standard requirements, multiple geological validations and real-time monitoring systems as it answered calls for greater scrutiny of the mega dam.

It rejected comparisons between a Jalaur dam worst-case scenario and the recent catastrophic flooding in Nepal raised by local environmental watchdog Jalaur River for the People Movement (JRPM).

175 Project Affected Families (PAF) received livelihood assistance packages from the NIA Jalaur River Multi-Purpose Project Stage II and Department of Labor and Employment (DOLE) Region 6 through the DOLE Integrated Livelihood Project (DILP).

Each beneficiary received either a goat production package, mallard duck production package or a muscovy duck production package.

The National Irrigation Administration–Jalaur River Multi-Purpose Project Stage II (NIA-JRMP II), in partnership with the Department of Labor and Employment Regional Office VI (DOLE R6), launched a grand turnover of goats, ducks, feeds, and veterinary supplies on August 26, 2026, benefiting 175 Project Affected Families (PAFs) from the Panay Bukidnon Halawodnon Indigenous Cultural Communities (ICCs) in Calinog, Iloilo.

The activity was part of the DOLE Integrated Livelihood Project (DILP) which provided approximately ₱7-million worth of livelihood assistance though privision of various commodities and inputs to families affected by the project's implementation. Of these 175 beneficiaries, 89 engaged in goat production, 18 in mallard egg production, and 68 in muscovy egg and meat production. The beneficiaries received ready-to-breed goats, mallard and muscovy ducks, feeds, vitamins, dewormers, and other necessary supplies. They were also enrolled in a one-year group personal accident insurance coverage through GSIS. To promote the sustainability of their livelihood ventures, the beneficiaries underwent training on appropriate livelihood technologies and financial literacy in partnership with concerned government agencies. The assistance formed part of NIA-JRMP II’s commitment to provide livelihood support to the 613 project-affected families.

Nagsagawa po tayo ng inspeksyon sa ating Jalaur River Multipurpose Project Stage II (JRMP II) sa Iloilo upang matiyak na mahigpit na naipatutupad ang ating “Right Quality” policy. Tamang disenyo, tamang materyales at tamang kalidad ng pagkakagawa.

Patuloy nating binabantayan ang bawat yugto ng konstruksyon upang matiyak na matibay, ligtas at pangmatagalan ang proyektong mapapakinabangan ng ating mga magsasaka at komunidad.
Inaasahan nating matatapos sa susunod na taon ang High Line Canal, isang mahalagang bahagi ng proyekto na magpapalawak at magpapahusay sa paghahatid ng tubig-irigasyon sa mga sakahan sa Iloilo.

NIA Administrator Eddie G. Guillen conducted an on-site inspection, yesterday, August 25, 2026, of the ongoing construction activities along the JRMP II High Line Canal, accompanied by Project Manager Engr. Jonel Borres, Division Managers and key personnel from the JRMP Project Management Office (PMO). The High Line Canal spans 80 kilometers and runs through nine municipalities in Iloilo.

During the visit, Administrator Guillen checked active construction areas in Cabatuan, Calinog, Lambunao and Badiangan. He also visited the completed Jalaur High Dam and Jalaur Afterbay Dam to review their current condition and alignment with the rest of the project.

LOOK! NIA Administrator Eddie Guillen was in the project site of the Jalaur River Multi-Purpose Project Stage II (JRMP II) earlier today for an inspection. He was welcomed by the Project Management Office (PMO) headed by Engineer Jonel B. Borres, Regional Manager of NIA 6 and Concurrent Project Manager.

He visited sections of the 80-kilometer High Line Canal, and the completed Jalaur High Dam and Afterbay Dam.

The Regional Project Steering Committee (RPSC) of the Jalaur River Multi-purpose Project (JRMP) II convened for a meeting on August 19, 2026, to discuss the latest project updates and status of interagency commitments.

The meeting was chaired by the JRMP II Concurrent Project Manager Engr. Jonel B. Borres and attended by key representatives of member agencies including the Iloilo Provincial Government, the National Commission on Indigenous Peoples VI, the Department of Economy, Planning, and Development Region VI, the Department of Environment and Natural Resources, and the Department of Agriculture.

The committee assessed the overall progress of project implementation, highlighting key accomplishments while identifying challenges and corresponding action points to address outstanding issues. The members likewise upheld their commitment to strengthening interagency coordination to facilitate the timely and successful completion of the JRMP II.

LOOK! The Regional Project Monitoring Committee (RPMC) VI of the Regional Development Council (RDC) VI conducted a field inspection of the Jalaur River Multi-purpose Project (JRMP) II on August 18, 2026 to assess the status of ongoing project implementation.

As a critical infrastructure development project, the RPMC closely monitored the progress of ongoing civil works under Local Minor Contracts (LMC) at various High Line Canal stations in Cabatuan, Lambunao, and Badiangan, Iloilo. The completion of the irrigation component is expected to expand the service area of JRMP II by 9,500 hectares, contributing to increased agricultural productivity in the province through the year-round supply of irrigation water to a total service area of 31,840 hectares.
