Duterte envisioned the transformation of the current Presidential form of government and changing it into a Federal system whereby all member states shall enjoy full local autonomy. The PDP LABAN political institute posted an initial draft of the proposed Federal System of government wher

ein the structure of governance was explained. The clear-cut intention of the President finds basis in the slow delivery of basic services to the country side. Adding to this dilemma were the prevalent corrupt practices of the people's representatives in the Congress in the implementation of projects supposedly design to uplift the economic and social status of their constituents. At the outset a change in government from Presidential to Federal form will ensure the country side or an identified state of a big share in their taxes which they can freely spend for their projects without need of remitting it to the national government and waiting for their congressional representatives to bring home the budget for the same. This way poverty alleviation is the imminent result as the federal state can adequately take care of their own local problems easily and immediately considering that they have sufficient funds readily available. In support of this noble objective of the President of the Republic of the Philippines the KAMAONG BATO PILIPINAS NATIONWIDE organization was created with the well-meaning commitment to propagate the dynamics of "FEDERALISM" at the grassroots level of our community. The Minority Bloc of the Senate knew that the Senate President has the authority to decide the Legislation Agenda and Order of Calendar, SP Alan Cayetano sent a Letter that the senate is in sine die adjournment the reason the Senate Secretary didn’t call for a Role Call of Members, so in my understanding ang ginawa ng Minority Bloc is Illegal and null and void, It was against the constitution and senate rules.
