On August 27-28, 2026, personnel from the National Irrigation Administration (NIA)- Central Office (CO), led by Engr. Sweetclaire L. Gamboa, Section Head of the Dam Safety Unit, conducted a field validation on various National Irrigation Systems (NIS) dams under the NIA-Iloilo-Guimaras Irrigation Management Office (IGIMO) as part of the Dam Inventory Reconciliation and Data Validation Activity.

The two-day inspection covers evaluation of the physical condition of the six NIS dams [Aganan River Irrigation System (RIS), Barotac Viejo RIS, Jalaur RIS, Sibalom RIS, Sta. Barbara RIS, and Suague RIS], and appurtenant structures and reconciliation of operational data. This is also an avenue to reconcile data discrepancies and confirm other relevant technical information with the Operation and Maintenance Section of the IGIMO.

Also present during the validation were the personnel from the Engineering and Operations Division of the NIA-Regional Office VI led by Engr. Andres Bonie O. Tuala, Section Chief of the Operations Unit, and NIA-IGIMO under the management of Division Manager A, Engr. Raymond B. Mojares.

The updated data will serve as a reference for all future maintenance, rehabilitation, and dam safety inspections in Western Visayas.

August 26โ€“27, 2026 | Aklan and Capiz โ€”In its continuing commitment to ensuring the safety, reliability, and sustainable management of irrigation infrastructure, the National Irrigation Administration (NIA) Central Office, conducted a comprehensive Dam Inventory Reconciliation and Data Validation activity in the Aklan River Irrigation System (ARIS) West and East and the Mambusao River Irrigation System (MRIS).

The activity brought together personnel from the NIA Central Office, Regional Office, and NIA Aklan-Capiz Irrigation Management Office to verify, reconcile, and validate dam inventory records against actual field conditionsโ€”strengthening the accuracy and reliability of data essential to dam safety, infrastructure monitoring, asset management, and future planning.

The activity was led by personnel from the NIA Central Office, headed by Engr. SweetClaire L. Gamboa, Principal Engineer A and Section Head of the Dam Safety Unit, IEC-OD, together with personnel from the NIA Regional Office, headed by Engr. Andres Bonie O. Tuala, Principal Engineer C, as well as personnel from the NIA Aklan-Capiz Irrigation Management Office, headed by Engr. Darlene T. Macapobre, Supervising Engineer A, and Engr. Garry E. Dela Cruz, Sr. Engineer A.

Under the management of Acting Division Manager Engr. Julieta E. Gallardo who provided leadership and coordination, NIA-ACIMO successfully implemented the field validation activities within the area of responsibility.

Through this collaborative undertaking, NIA continues to uphold its commitment to maintaining safe, reliable, and resilient irrigation infrastructure in support of efficient irrigation service delivery and the sustained development of the country's agricultural sector.

The National Irrigation Administrationโ€“Negros Occidental Irrigation Management Office (NIA-NOIMO), headed by Division Manager Engr. Edna L. Seรฑadoza, conducted an Inter-Agency Coordination Meeting for the proposed Tyabanan Small Reservoir Irrigation Project (SRIP).

The meeting aimed to provide an overview of the proposed project, identify its coverage area and possible overlaps with existing programs and projects, permit issuances of partner agencies, and solicit recommendations, commitments, and support toward the successful implementation of the Tyabanan SRIP.

Representatives from various government agencies and partner organizations attended the meeting, including the DPWH 3rd District Engineering Office, represented by Engr. Jose Gifredo V. Cahilig, Jr. and Engr. Ian G. Vicente; CENRO Kabankalan City, represented by Mr. Joelan E. Luberas and Mr. Ascencion S. Santocildes; and DepEdโ€“Negros Occidental, represented by Mr. Geronimo O. Ermio.

Joining the meeting virtually were representatives from the Mines and Geosciences Bureau (MGB), including Ms. Esa Rodriguez and Mr. Jerone C. Gayyed; and NIA Regional Office VI, represented by EnP Kelvin Tacda.

Also present were members of the Tyabanan Committee from various disciplines, who provided technical inputs and actively participated in the discussions, particularly on potential area overlaps, project requirements, and other concerns that may affect the projectโ€™s implementation.

The inter-agency dialogue provided an avenue for the concerned agencies and technical teams to exchange information, clarify concerns, and formulate recommendations to address potential project-related issues.

The meeting underscored NIA-NOIMOโ€™s commitment to strengthening inter-agency coordination and multidisciplinary collaboration toward the successful implementation of the proposed Tyabanan SRIP, supporting sustainable irrigation development and improved agricultural productivity in Negros Occidental.

Honoring Heroes of the Past and Present

This National Heroesโ€™ Day, the National Irrigation Administration (NIA) honors the valor and sacrifices of our national heroes who fought for the countryโ€™s freedom, as well as the dedication of Filipino farmers who help sustain the nationโ€™s food security.

The Brgy. Alim Small Farmers Irrigators' Association, Inc. of Hinoba-an, Negros Occidental demonstrates how perseverance and cooperation can strengthen farming communities. After years of operation, the Alim Communal Irrigation System (CIS) deteriorated due to continuous use and the effects of natural calamities, affecting the delivery of irrigation services to local farmers. Rather than allowing these challenges to hinder agricultural production, the association partnered with the National Irrigation Administration Comprehensive Agrarian Reform Programโ€“Irrigation Component (NIA CARP-IC) to restore the irrigation system and improve support for its members.

These collaborative efforts led to the project's validation in 2021, followed by consultations with the community in 2022 to identify local needs and priorities. The successful restoration and turnover of the irrigation system in 2026 now benefit 14 farmer-beneficiaries, including 13 Agrarian Reform Beneficiaries (ARBs), across a 27-hectare service area consisting of 22 hectares of restored area and 5 hectares of newly generated area. Through active participation and responsible stewardship, the Brgy. Alim Small Farmers Irrigators' Association, Inc. continues to show how a committed Irrigators' Association can help improve irrigation services, strengthen agricultural productivity, and build a stronger farming community.

ILOILO CITY โ€” The National Irrigation Administrationโ€“Region VI (NIA VI), through its Public Affairs and Information Staff (PAIS), conducted a Mid-Year Review and Planning and Skills Enhancement on August 27, 2026, at the NIA VI Regional Office, Brgy. Tacas, Jaro, Iloilo City.

The activity was attended by designated Public Relations Officers and support staff from the different Irrigation Management Offices (IMOs) across the region. It was organized and facilitated by the PAIS under the Office of Regional Manager Engr. Jonel B. Borres, as part of the agencyโ€™s continuing efforts to strengthen its communication and public information initiatives.

The mid-year review and planning session provided an opportunity for the participants to present and assess their accomplishments, identify remaining targets, and formulate strategies to effectively accomplish their commitments for the remaining months of the year. The discussions also focused on aligning communication activities with the agencyโ€™s programs, projects, and priorities.

A Skills Enhancement Session was likewise conducted to further equip the PROs and support staff with the knowledge and skills necessary for the formulation and localization of communication plans and implementing activities at the IMO level. The session emphasized the importance of strategic communication, coordination, and effective social mobilization in reaching stakeholders and ensuring wider awareness and understanding of NIA programs and services.

The activity concluded with key agreements, commitments, and action points aimed at improving the delivery of communication and public information initiatives across the region.

Through this activity, NIA VI continues to strengthen the capacity of its communication personnel and foster a more coordinated and strategic approach to public information and social mobilization, ultimately supporting the agencyโ€™s mission of delivering quality irrigation services and responsive programs for Filipino farmers.

On August 25, 2026, the National Irrigation Administration (NIA) Central Office, led by Engr. Sweetclaire L. Gamboa, Principal Engineer A, together with her team, conducted a site inspection of the Sibalom-San Jose Irrigation System (SSJIS).

The inspection aimed to assess the current condition of the dams, identify existing concerns, and determine the necessary repairs, improvements, and interventions needed to maintain the facilities and ensure reliable irrigation services.

As part of the Central Officeโ€™s ongoing inspection of facilities across different Regional Offices, the team, in coordination with NIA Antique IMO headed by Engr. Bernard N. Castellano, Division Manager A and Engr. Andres Bonie O. Tuala, Principal Engineer C of NIA Regional Office VI, successfully inspected three (3) dams of the Sibalom-San Jose Irrigation System (SSJIS).

NIA continues to work together for better irrigation, stronger facilities, and better service for our farmers.
