The BOI-LOKAL 2026: Learning Festival on Local Economic Development opened today at Diversion 21, bringing together government officials, business stakeholders, and development partners to discuss investments and strategies that can help boost local economic growth.

The two-day learning festival features speakers who share insights on investment opportunities, business development, innovation, and the role of local governments in creating a more business-friendly environment.

The activity also highlights the importance of stronger coordination among the national government, provincial government, local government units, and the private sector to make investment facilitation easier and more responsive.

In her welcome remarks, Provincial Tourism Officer and Provincial Local Economic Development and Investment Promotion Officer Aulynn Yue Sin emphasized that local economic development should create opportunities that reach communities.

“𝘓𝘰𝘤𝘢𝘭 𝘦𝘤𝘰𝘯𝘰𝘮𝘪𝘤 𝘥𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘪𝘴 𝘯𝘰𝘵 𝘰𝘯𝘭𝘺 𝘢𝘣𝘰𝘶𝘵 𝘢𝘵𝘵𝘳𝘢𝘤𝘵𝘪𝘯𝘨 𝘪𝘯𝘷𝘦𝘴𝘵𝘮𝘦𝘯𝘵𝘴. 𝘐𝘵 𝘪𝘴 𝘢𝘣𝘰𝘶𝘵 𝘤𝘳𝘦𝘢𝘵𝘪𝘯𝘨 𝘫𝘰𝘣𝘴, 𝘴𝘶𝘱𝘱𝘰𝘳𝘵𝘪𝘯𝘨 𝘦𝘯𝘵𝘳𝘦𝘱𝘳𝘦𝘯𝘦𝘶𝘳𝘴, 𝘴𝘵𝘳𝘦𝘯𝘨𝘵𝘩𝘦𝘯𝘪𝘯𝘨 𝘤𝘰𝘮𝘮𝘶𝘯𝘪𝘵𝘪𝘦𝘴, 𝘢𝘯𝘥 𝘮𝘢𝘬𝘪𝘯𝘨 𝘴𝘶𝘳𝘦 𝘵𝘩𝘢𝘵 𝘨𝘳𝘰𝘸𝘵𝘩 𝘣𝘦𝘯𝘦𝘧𝘪𝘵𝘴 𝘦𝘷𝘦𝘳𝘺 𝘐𝘭𝘰𝘯𝘨𝘨𝘰,” Yue Sin said.

She also stressed the need for Iloilo to move beyond being investment-ready and become more welcoming to investors and new technologies.

“𝘞𝘦 𝘮𝘶𝘴𝘵 𝘣𝘦 𝘪𝘯𝘷𝘦𝘴𝘵𝘰𝘳-𝘧𝘳𝘪𝘦𝘯𝘥𝘭𝘺—𝘢𝘯𝘥 𝘪𝘯𝘯𝘰𝘷𝘢𝘵𝘪𝘰𝘯-𝘳𝘦𝘢𝘥𝘺,” she said.

Meanwhile, Hon. Ferjenel G. Biron, MD., Representative of the 4th District of Iloilo, served as the inspirational speaker and discussed “Ease of Doing Business as a Catalyst for Local Economic Development and Investments.”

Biron emphasized that the success of investments should not be measured by figures alone, but by their impact on communities and the people of Iloilo.

📍HAPPENING NOW IN ILOILO CITY

The Board of Investments (BOI) and the Provincial Government of Iloilo formalize a partnership to strengthen local investment promotion through the signing of a Memorandum of Agreement (MOA) and the launch of the BOI-LOKAL Learning Festival for Economic Development.

Held under the theme "Partners for Investment-Ready LGUs: Strengthening Local Investments for Inclusive Growth," the two-day event brings together local chief executives, investment promotion officers, national government agencies, and development partners to share best practices and strengthen collaboration in building more investment-ready local government units.

"This Memorandum of Agreement is more than a ceremonial undertaking. It formalizes a working partnership between the Board of Investments and the Province of Iloilo, one built on the shared understanding that national investment policy is only as effective as its implementation on the ground," said BOI Executive Director Bobby G. Fondevilla.

Through the BOI-LOKAL Program, BOI continues to empower LGUs with the knowledge, tools, and partnerships needed to attract investments, create jobs, and drive inclusive growth in communities across the country.

The Office of the Local Economic Development and Investment Promotion Officer (OLEDIPO) conducted its 𝗠𝗶𝗱𝘆𝗲𝗮𝗿 𝗥𝗲𝘃𝗶𝗲𝘄 𝗮𝗻𝗱 𝗔𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 from 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟴–𝟮𝟬, 𝟮𝟬𝟮𝟲, at 𝗜𝗻𝗮 𝗙𝗮𝗿𝗺𝗲𝗿𝘀 𝗟𝗲𝗮𝗿𝗻𝗶𝗻𝗴 𝗦𝗶𝘁𝗲 & 𝗔𝗴𝗿𝗶-𝗙𝗮𝗿𝗺 𝗜𝗻𝗰., 𝗕𝗮𝗿𝗼𝘁𝗮𝗰 𝗡𝘂𝗲𝘃𝗼, 𝗜𝗹𝗼𝗶𝗹𝗼 bringing together all OLEDIPO employees to review the office's progress and align priorities for the remainder of the year.

On the first day, each division presented its 𝗮𝗰𝗰𝗼𝗺𝗽𝗹𝗶𝘀𝗵𝗺𝗲𝗻𝘁𝘀 𝗳𝗿𝗼𝗺 𝗝𝗮𝗻𝘂𝗮𝗿𝘆 𝘁𝗼 𝗝𝘂𝗹𝘆 𝟮𝟬𝟮𝟲, highlighting key programs, activities, outputs, and milestones achieved during the first half of the year. The divisions also presented their workplans for the remaining months of 2026, providing an opportunity to assess priorities, identify areas for improvement, and align efforts toward the successful completion of the office's targets and commitments.

As part of the three-day activity, OLEDIPO also conducted a 𝗣𝗲𝗿𝘀𝗼𝗻𝗮𝗹𝗶𝘁𝘆 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗧𝗿𝗮𝗶𝗻𝗶𝗻𝗴 on August 19, facilitated by the Office of the Human Resource Management Officer (OHRMO), with Ms. Rowena Diaz, Managing Director/Owner of RD Soft Skills Management Consultancy Service and Diaz Speech and Personality Development Academy, as resource speaker. The training focused on personal development, particularly in improving one's attitude and behavior, encouraging personnel to reflect on their personal qualities, strengthen positive behaviors, and foster a more constructive and professional approach in the workplace.

The Midyear Review and Assessment provided an opportunity for OLEDIPO personnel to reflect on accomplishments, identify challenges, strengthen teamwork, and set a clear direction for the remaining months of the year. Through continuous assessment, personal development, and strategic planning, OLEDIPO remains committed to strengthening its organizational performance and delivering responsive programs for local economic development and investment promotion in Iloilo.

The Iloilo Provincial Government, through the Office of the Local Economic Development and Investment Promotion Officer (OLEDIPO), successfully conducted the 𝗟𝗼𝗰𝗮𝗹 𝗜𝗻𝘃𝗲𝘀𝘁𝗺𝗲𝗻𝘁𝘀 𝗮𝗻𝗱 𝗜𝗻𝗰𝗲𝗻𝘁𝗶𝘃𝗲𝘀 𝗖𝗼𝗱𝗲 (𝗟𝗜𝗜𝗖) 𝗘𝗻𝗵𝗮𝗻𝗰𝗲𝗺𝗲𝗻𝘁 𝗪𝗿𝗶𝘁𝗲𝘀𝗵𝗼𝗽 – 𝗕𝗮𝘁𝗰𝗵 𝟮 on 𝗔𝘂𝗴𝘂𝘀𝘁 𝟭𝟭–𝟭𝟮, 𝟮𝟬𝟮𝟲, 𝗮𝘁 𝗖𝗶𝘁𝗮𝗱𝗶𝗻𝗲𝘀 𝗔𝗺𝗶𝗴𝗼 𝗛𝗼𝘁𝗲𝗹, 𝗜𝗹𝗼𝗶𝗹𝗼 𝗖𝗶𝘁𝘆, bringing together key local officials and technical personnel from the municipalities of 𝘼𝙡𝙞𝙢𝙤𝙙𝙞𝙖𝙣, 𝘽𝙖𝙩𝙖𝙙, 𝘽𝙞𝙣𝙜𝙖𝙬𝙖𝙣, 𝘾𝙖𝙡𝙞𝙣𝙤𝙜, and 𝙅𝙖𝙣𝙞𝙪𝙖𝙮.

Following the first batch held in June, the second batch of the 2026 LIIC Enhancement Writeshop continued the Province's efforts to assist municipalities in developing and strengthening their local investment policies. Participants included representatives from the municipal governments, Sangguniang Bayan, LEDIP offices, planning and development offices, treasurers/BPLOs/assessors, and DILG MLGOOs. The writeshop was also attended by Hon. Relen C. Nabuab of Alimodian, Hon. Leovy C. Simora of Bingawan, Hon. Mc John M. Fernandez of Calinog, and Hon. Gracia Marie D. Loffe of Janiuay, as well as Bingawan Municipal Mayor Hon. Matt P. Palabrica, PhD.

The enhancement writeshop was led by Ms. Floreza D. Alpuerto, Chief Investments Specialist, and Ms. Marie Grace D. Homecillo, Investment Specialist, of the Philippine Board of Investments - Cebu Extension, who guided the participants through five hands-on workshops. Each participating LGU presented its outputs for review and received technical feedback and recommendations from the BOI - Cebu Extension team.

Also joining the activity was Ms. Joanne G. Dediles, Special Investigator III of the Bureau of Local Government Finance (BLGF) Region VI, who discussed the 𝙂𝙪𝙞𝙙𝙚𝙡𝙞𝙣𝙚𝙨 𝙤𝙣 𝙩𝙝𝙚 𝙄𝙢𝙥𝙡𝙚𝙢𝙚𝙣𝙩𝙖𝙩𝙞𝙤𝙣 𝙤𝙛 𝙇𝙤𝙘𝙖𝙡 𝙄𝙣𝙘𝙚𝙣𝙩𝙞𝙫𝙚𝙨, providing participants with additional guidance in crafting responsive and compliant local investment incentives.

Through this collaborative and hands-on approach, the Province continues to support LGUs in enhancing their LIICs and creating a more 𝙘𝙤𝙢𝙥𝙚𝙩𝙞𝙩𝙞𝙫𝙚, 𝙞𝙣𝙫𝙚𝙨𝙩𝙢𝙚𝙣𝙩-𝙧𝙚𝙖𝙙𝙮, 𝙖𝙣𝙙 𝙗𝙪𝙨𝙞𝙣𝙚𝙨𝙨-𝙛𝙧𝙞𝙚𝙣𝙙𝙡𝙮 𝙡𝙤𝙘𝙖𝙡 𝙚𝙣𝙫𝙞𝙧𝙤𝙣𝙢𝙚𝙣𝙩 that can attract responsible investments, generate opportunities, and contribute to sustainable local economic growth.
