LOOK | The Regional Juvenile Justice and Welfare Committee VI (RJJWC VI) conducted a Juvenile Justice and Welfare Act (JJWA) Session on August 29, 2026, at the Uyongco Foundation Inc. (UFI) for its parent and Senior High School student beneficiaries. Mr. Harold Espanueva served as the Resource Speaker.

During the session, participants were oriented on the Juvenile Justice and Welfare Act (Republic Act No. 9344, as amended by Republic Act No. 10630), with the aim of increasing their awareness and understanding of the law, the rights and responsibilities of children, and the important role of families and communities in preventing juvenile delinquency. The session also highlighted the importance of providing children with appropriate guidance, support, protection, and opportunities for positive development./nbc

IN PHOTOS | RJJWC VI through its Secretariat, provided technical assistance during the Capability Building on the Duties and Responsibilities of the Barangay Council for the Protection of Children (BCPC) Division Committee in Handling Children in Conflict with the Law (CICL) and Children at Risk (CAR) Cases conducted by the Municipal Social Welfare and Development Office (MSWDO) of the Municipality of Carles.

The activity aimed to capacitate the members of the Barangay Diversion Committee on their roles and functions in handling CICL and CAR cases, in accordance with the provisions of Republic Act No. 9344, as amended by Republic Act No. 10630, and other relevant child protection laws and policies.

During the capability-building activity, Mr. Harold Espanueva of the RJJWC VI Secretariat served as the resource speaker and discussed the salient features of Republic Act No. 9344, as amended by Republic Act No. 10630, particularly the key provisions and mechanisms on the proper handling of CICL and CAR cases. The discussion highlighted the importance of diversion, restorative justice, child-sensitive procedures, and the protection of the rights and welfare of children in conflict with the law and children at risk./nbc

LOOK: RJJWC VI through its Secretariat, participated as a guest lecturer in the seminar on the Proper Handling of Children at Risk (CAR) and Children in Conflict with the Law (CICL) organized by the Women and Children Protection Desk (WCPD) of the Regional Investigation and Detective Management Division (RIDMD), Police Regional Office 6 (PRO 6).

The activity aims to strengthen the knowledge and capacity of WCPD investigators in the proper handling, protection, and investigation of cases involving CAR and CICL, in line with the principles of Republic Act No. 9344, as amended by RA 10630, and other child protection policies.

The session was conducted via Zoom on August 6, 2026, with Ms. Anna Karla Villanueva of RJJWC VI serving as guest lecturer./nbc

IN PHOTOS: RJJWC VI conducted an on-site monitoring visit last August 5–6, 2026 in the Province of Negros Occidental to follow up on the status, case management, and interventions for CAR and CICL under the care of local government units and partner facilities.

On August 5, the monitoring team visited Himamaylan City and Bago City, where they visited the Himamaylan Youth Center and Balay Dalangpan, a facility providing care and support to girls in conflict with the law. The visits provided the team with an opportunity to observe the facilities, engage with center personnel, and gain insights into the programs, interventions, and services being provided to the children under their care.

On August 6, the team proceeded to the Guidance Center for Minors in San Carlos City and the Youth Guidance Center in Escalante City. The team was also given the opportunity to pay a courtesy visit to San Carlos City Mayor Renato Y. Gustilo, highlighting the importance of local government support and commitment to strengthening programs and services for CAR and CICL.

Facilitated by the RJJWC VI Secretariat, the monitoring activity provided an opportunity to engage with service providers and facility personnel, review case updates and interventions, assess the implementation of programs and services, and identify challenges in case management and service delivery. The visits also served as a platform to discuss areas where coordination, technical assistance, and support among concerned agencies and local government units may be further strengthened./nbc
